9. Evaluation Methodology
This acquisition is being conducted using Simplified Acquisition Procedures (SAP) pursuant to FAR Part 13, the evaluation factors and methodology are incorporated by addendum as follows:
BASIS FOR CONTRACT AWARD: The solicitation will be evaluated and awarded in accordance with the procedures of FAR Parts 12 and 13. Award will be made to the offeror determined to provide best value to the Government in terms of proposed Price and Technical Approach. The Government may issue an award to other than the offeror with the lowest price, however price is an important evaluation factor. Vendors are highly encouraged to submit their best offer in terms of Price and Technical Approach.
EVALUATION FACTORS: The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
a. Price
b. Technical Approach
PRICING EVALUATION: Quotes will be reviewed for price reasonableness. The Government may use any of the price analysis techniques IAW FAR 13.106- 3(a) to determine price reasonableness. A price is reasonable if, in its nature and amount does not exceed that which would be incurred by a prudent person in the conduct of competitive business.
TECHNICAL EVALUATION: The purpose of evaluating the offeror’s proposed Technical Approach is to assess the quality of the offeror’s proposed solution for fulfilling Government’s requirement. To be eligible for award, at a minimum, the offeror’s proposed Technical Approach shall be determined to be acceptable.
An offeror’s Technical Approach will be rated acceptable if it demonstrates an adequate approach for meeting the requirements specifications outlined in the SOW.
Offerors are cautioned that failure to demonstrate an adequate approach for any of the aforementioned SOW paragraphs will render the entire Technical Approach unacceptable.
In the event an offeror’s proposed Technical Approach demonstrates an approach or capability that exceeds the Government’s minimum stated requirement, such considerations may be reflected in the resultant award decision.
Merely restating the SOW requirements as a technical approach will result in the offeror being ineligible for award. The burden is on the offeror to demonstrate an adequate approach and understanding for how the required SOW objectives are to be met.
10. Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
