Combined Synopsis/Solicitation

Fire Suppression Wet Chemical

Tyndall AFB, FL 32403 10 January 2025

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

1. The solicitation number is FA481925Q0004 and is hereby issued as a request for quotation

(RFQ);

2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-07.

3. This acquisition is a total small business set-aside small business and will be associated with North American Industry Classification System (NAICS) code 541990. The applicable Small Business Size Standard is $19.5M.

4. The following line-item number(s) and description, quantities, and units of measure are applicable to this acquisition:

In addition, all applicable travel, lodging, meals, and incidental expenses in accordance with the JTR.

These services will be provided in accordance with the attached Performance Work Statement.

X003 Replacement Parts in accordance with the attached Performance Work Statement.

5. The contractor shall provide all personnel, materials, tools, equipment, transportation, supervision, and all other items necessary to perform all operations in connection with the inspection, testing, recharging, and maintenance of installed wet chemical fire extinguishing systems hosted at Tyndall AFB, FL in accordance with (IAW) Attachment 1, Performance Work Statement (PWS) dated 16 Dec 2024.

6. Date(s) and place(s) of delivery and acceptance and FOB point is as follows:

a. Period of Performance:

Base Period: 1 April 2025 – 31 March 2026 1st Option Period: 1 April 2026 – 31 March 2027 2nd Option Period: 1 April 2027 – 31 March 2028 3rd Option Period: 1 April 2028 – 31 March 2029 4th Option Period: 1 April 2029 – 31 March 2030

7. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.

Addendum to this provision is as follows:

a. Offeror shall include with their offer, the following:

i. The offeror shall submit a technical document detailing how they plan to comply with Attachment one, Performance Work Statement, Sections 1.1 through 1.5.6.

ii. The offeror shall fill out the price breakdown Attachment 2 to allow the Government to fully evaluate the proposed pricing as fair and reasonable. CLINs X001-X002 will be evaluated for the base year through each option year. CLIN X003 will be a not to exceed CLIN and will be pre-priced. This CLIN will not be evaluated in the offerors proposal, but will be part of the total contract value.

8. The provision at FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. In accordance with FAR 52.212-2(a), the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made using the lowest priced technically acceptable evaluation methodology. The following factors will be used to evaluate offers:

a. Technical

i. Technical Factor: Technical Capability

The Technical Capability will be determined acceptable if it identifies an adequate plan in accordance with the PWS to include sections 1.1 through 1.5.6.

b. Price - The offeror’s price shall be evaluated based on the total proposed pricing for CLINS X001-X002 for the base year and four option years. CLIN X003 will be excluded from the evaluation as it is a Not to Exceed CLIN with a set amount. This CLIN will be included in the total contract value.

9. Offeror’s are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications -- Commercial Items, with its offer.

10. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.

11. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller

General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. 13. Site Visit: The clause FAR 52.237-1 applies to this acquisition as prescribed in FAR 37.110(a). A site visit shall be conducted for this acquisition.

a. A site visit will be conducted on Thursday, January 16th, 2025, at 8:00 a.m. CDT. The contracting officer will need to be notified 48 hours in advance of the site visit.

Contractor’s will be limited to no more than two personnel.

b. Submit Attachment 3 with names of those who will be at the site visit.

14. The Defense Priorities and Allocations System (DPAS) is not applicable.
