The amendment provides updates to the solicitation instructions, including removing two email addresses from the question submission list, rewording the proposal submission instructions to require sending proposals to two email addresses rather than the System for Award Management, and modifying the page limits and formatting requirements for proposal volumes. Offerors are required to acknowledge receipt of the amendment by the date specified. The solicitation seeks these products and services for use at Tyndall Air Force Base in Florida and sets forth evaluation criteria, submission deadlines, and other proposal instructions for interested offerors to consider.

Instructions, Conditions, & Notices to Offerors or Quoters
Miscellaneous text in this section has been modified to:
Addendum to FAR 52.212-1 - Instructions to Offerors - Commercial Items and Commercial Services
FAR provision 52.212-1(c) "Period for acceptance of offers" is tailored as follows: "The offeror agrees to hold the prices firm for 60 calendar days from the date specified for receipt of offers."
The following provisions are incorporated into FAR 52.212-1 as an addendum to this:
I. Proposal Format
1.0. General.
1.1. To ensure timely and equitable evaluation of proposals, offeror must follow the instructions contained herein. Offeror is required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub-factors. Non-conformance with these instructions may result in elimination from evaluation. If a volume in a proposal exceeds the specified page limit, the excessive pages will not be evaluated. Failure to meet a requirement may result in an offer being ineligible for award.
The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirement but rather shall provide facts and convincing rationale addressing how the Offeror intends to meet these requirements.
1.2. Offerors shall assume the Government has no prior knowledge of the Offeror's experience or capability, as the Government's evaluation of the Offeror's technical volume will rely exclusively on the information presented in the Offeror's proposal. Statements that the Offeror will provide a particular feature or objective without explaining how the Offeror proposes to meet that feature or objective are generally inadequate and may adversely impact the Government's evaluation of the Offeror. While not all inclusive, the following types of statements are also considered inadequate:
1.2.1. Unsupported statements that the Offeror allegedly understands the requirements.
1.2.2. Unsupported statements that the Offeror allegedly can or will comply with requirements.
1.2.3. Unsupported statements that simply paraphrase the requirements.
1.2.4. Undefined or unexplained statements such as "best commercial practices will be used."
1.2.5. Undefined or unexplained statements such as "standard procedures will be used."
1.2.6. Undefined or unexplained statements such as "well-known techniques will be employed."
1.3. Offerors are strongly encouraged to carefully review all Government provided information and documents, to include, but not limited to, submittal instructions (including attachments), the Performance Work Statement (PWS), the addendum to FAR 52.212-2 Evaluation-Commercial
Products and Commercial Services, and the addendum to FAR 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services.
1.4. Elaborate brochures, documentation, binding, detailed artwork, pictures, or other embellishments are unnecessary and are not desired.
1.5. Oral presentations will not be accepted.
1.6. Discrepancies. If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the CO in writing, with supporting rationale, as well as the remedies the Offeror is asking the CO to consider, as it relates to the perceived omission or error. The Offeror is reminded that the Government reserves the right to award this contract based on the initial proposal, as received, without discussions in accordance with FAR 52.212-1(g).
1.7. Exceptions to Terms and Conditions: Exceptions taken to any terms and conditions of this RFP, to include any of its attachments, or to any other
FA481923R00310003
parts of the solicitation shall be identified to the CO prior to the proposal due date. Each exception shall be specifically related to a paragraph and/or specific part of the solicitation to which the exception is taken. Provide rationale in support of the exception and fully explain its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation. Failure to comply with the terms and conditions of the solicitation may result in the Offeror being removed from consideration for award.
1.8. Price Competition: The Government anticipates obtaining adequate price competition. Upon examination of the initial proposals received, the CO will review this determination and if, in the CO's opinion, adequate price competition exists, no additional cost information will be requested.
However, if at any time during this evaluation, the CO determines that adequate price competition no longer exists, Offerors may be required to submit other than certified cost or pricing data to the extent necessary for the CO to determine price reasonableness in accordance with FAR 13.106-1 (a)(1)
1.9. Site Visit: A pre-proposal site visit will not be held at Tyndall AFB, FL. Offerors will have the opportunity to submit questions to 325 CONS, as stated in section 1.10.
1.10. Questions: All questions are due in writing no later than 31 August 2023 at 1:00 PM CST to shawna.morris.2@us.af.mil, kelsey.mcwhirt.1@us.
af.mil and david.hackney.1@us.af.mil. All questions shall be submitted using Attachment 05 - Question Worksheet. Questions received after this date may not be answered. Answers to all timely questions received will be publicized on the GPE at https://sam.gov/.
1.11. Communications. Exchanges of source selection information between the Government and Offerors will be controlled by the Contracting Officer. Proposals shall be sent to Ms. Shawna Morris at shawna.morris.2@us.af.mil. Email may be used to transmit information after submission of the initial proposal packages, only if the email can be sent encrypted and must include "Source Selection Information - See FAR 2.101 and 3.104" in the subject line of the email. In order to facilitate the sending and receiving of encrypted emails, Offerors must use MS Outlook email configured to support encryption or a different email product that is S/MIME compatible and configured to support encryption. If Offerors intend to submit source selection information via encrypted email, the Offeror will need to contact the Buyer/Contracting Officer indicated on the face page of the solicitation prior to that first submittal, in order to facilitate the exchange of certificates used for encryption. To ensure the process is working correctly, Offerors are strongly encouraged to send a test encrypted message first (without including any source selection information). When submitting source selection information via email, file suppression utilities, to include but not limited to Zip files, will not be accepted.
2.0 Submission:
2.1. Proposals shall consist of the following three separate volumes:
Volume I: Price Proposal Volume II: Technical Proposal Volume III: Past Performance Proposal
2.2. Offerors shall submit one electronic copy of each volume of the entire initial proposal package via email to Ms. Shawna Morris at shawna.morris.
2@us.af.mil and Mr. David Hackney at david.hackney.1@us.af.mil.
2.3. All Past Performance Information worksheets (PPIs) (Attachment 07) associated with Volume III Past Performance shall be submitted by the Offeror's cognizant contract POC directly via email to shawna.morris.2@us.af.mil, kelsey.mcwhirt.1@us.af.mil and david.hackney.1@us.af.mil.
2.4. All electronic documents shall comply with the page size, format, and page limits identified below. All volumes shall be developed in Microsoft Word and Excel (version Office 2016 or more recent, e.g. .docx, .xlsx) - Word documents may be converted to PDF, but Excel documents shall remain in Excel format.
2.5. The file name of electronic documents shall include the solicitation number, proposal volume number and offeror's CAGE code (i.e., FA481923R0031, Volume I: Price, CAGE #).
2.6. The Offeror shall ensure the electronic copy proposal submission is readable, in the format specified in this document and is free of computer viruses. Prior to any evaluation, the Government will check all files for viruses and ensure all information is readable. If any files contain viruses and /or are defective (unreadable), the Government may only evaluate the readable/virus free files. If the defective (unreadable) media renders a significant deficiency in the Offeror's proposal, the Government may consider the proposal unacceptable and ineligible for award.
2.7. It is the Offeror's responsibility to confirm Government receipt of all communications. Verification of receipt of communications may be done via email.
2.8. Proposal Due Dates: All Volumes of the Offeror's proposal are due no later than the date and time specified in Block 8 on the face page of the
RFP.
2.9 Proof of Financial Responsibility. The Offeror shall include Proof of Financial Responsibility as acceptable evidence to the CO that the Offeror has adequate financial resources to perform the contract or the ability to obtain them IAW FAR 9.104-1(a). Offerors may request their financial institution complete Attachment 06 - Financial Responsibility, or the financial institution may submit all information requested in Attachment 06 in their own format.
2.10 SF 1449 to include Reps and Certs & Acknowledgement of all Amendments. The Offeror shall complete blocks 12, 17, 30a, 30b, and 30c of the SF 1449 (RFP). In doing so, the offeror accedes to the contract terms and conditions as written in the solicitation. The Offeror shall complete the necessary fill-ins and certifications in provisions and in the on-line Representations and Certifications at www.sam.gov. The offeror shall include the provision FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with the proposal. For other provisions and clauses in the solicitation, the offeror is required to submit the pages that require an offeror fill-in.
2.10.1 Amendments. Offerors shall acknowledge receipt of any amendment to this request by signing and returning the front page of each amendment no later than the date and time specified in the amendment(s).
II. Volume Organization
1.0. General: Organization/Number of Copies/Page Limits. The Offeror shall prepare their proposal as set forth in the Table 1, Proposal Organization, below. The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits and with the number of copies as specified in Table 1 below. 1.1. In addition to the page limitations set forth above, proposal volumes shall comply with the following formatting requirements:
1.1.1. The filename of electronic documents shall include the solicitation number, proposal volume number and offeror's CAGE code (i.e., FA481923R0031, Volume III: Price, CAGE #). Proposals shall be in the English language and all monies shall be proposed in United States dollars.
1.1.2. Page Size and Format. A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Print shall be no smaller than a font size of 12. Paper size shall be 8 1/2" X 11," excluding any drawings, diagrams, and/or supporting illustrations, spreadsheets, etc. Charts, graphs, drawings, diagrams, supporting illustrations, or spreadsheets shall not be greater than 11" x 17." Each volume within the proposal notebook shall be separately tabbed and identified. Margins shall be no smaller than 1 inch and each page within a volume shall be numbered consecutively. Elaborate formats, bindings, color presentations are not desired or required.
1.1.3. Page Limitations. Page limitations for each volume are listed in Table 1 above and shall be treated as maximums. Each page shall be counted except the following: the transmittal letter, cover pages, tab-divider pages, title pages, table of contents, cross-reference matrix, lists of tables and drawings, glossary or acronyms, or Notional Organization Structure. If the proposal exceeds the page limitation, the excess pages at the end of proposals will not be read or considered for evaluation.
1.1.4. Page limitations may be placed on responses to Evaluation Notices (ENs), if issued. The specified page limits for EN responses will be identified in the letters forwarding the ENs to offerors or on the EN form itself.
1.1.5. Each page containing proprietary information should be so marked.
1.1.6. Each page should contain the following legend at the bottom of each sheet:
SOURCE SELECTION INFORMATION--SEE FAR 2.101 and 3.104
//CUI//
1.1.7. Indexing. Each volume shall contain a detailed Table of Contents to clearly delineate the subparagraphs within that volume.
1.1.8. Glossary Of Abbreviations and Acronyms. Each volume shall contain a glossary of all abbreviations and acronyms used, and an explanation for each. Glossaries do not count against the page limitations for their respective volumes.
1.1.9. To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the proposal. Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal.
2.0 Volume I, Price
2.1 General. These instructions are to assist you in submitting information that is required to evaluate the price reasonableness, completeness, and balance of the proposal. Proposals shall be sufficiently detailed to demonstrate their price reasonableness, completeness, and balance. The government may not award a contract based on a proposal with unbalanced pricing. Compliance with these instructions is mandatory and failure to comply may render your proposal ineligible for award. The burden of proof for credibility of proposed prices rests with the offeror.
2.1.1 Price Reasonableness. A price is reasonable if, in its nature and amount does not exceed that which would be incurred by a prudent person in the conduct of competitive business. It is expected that price reasonableness will be determined based on the comparison of each offeror's total evaluated price (TEP) to the TEPs of all evaluated technically acceptable proposals.
2.1.2 Unbalanced Pricing. Offerors are cautioned against submitting an unbalanced offer. Unbalanced pricing exists when, despite a reasonable TEP, the price of one or more contract line items is significantly over or understated as indicated by the application of price analysis techniques. The government will analyze offers to determine whether they are unbalanced with respect to price. An example of an unbalanced offer would be proposed contract line items that are significantly less than or significantly overstated in relation to the other proposed contracted line items (either of the offeror's proposal or the same contract line items as proposed by other offerors). The government may also consider an offer unbalanced if there is a significant difference between proposed contract line items in the same contract line items category between option periods or the proposed prices from year to year or above what would be considered a reasonable adjustment for inflation. An offer may be rejected if the CO determines that the lack of balance poses an unacceptable risk to the Government.
2.1.3 Price Competition. The Government has determined there is a reasonable expectation of obtaining adequate price competition in this acquisition.
However, IAW FAR 15.403-1(b) and FAR 15.403-3(a), data other than certified cost or pricing data may be required to support a determination of price reasonableness. If, after receipt of proposals, the CO determines that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the offeror may be required to submit other than certified cost or pricing data. All information relating to the proposed price including all required supporting documentation must be included in the Price Volume. Extreme care should be exercised to ensure that no price data of any kind are included in any other volume of the proposal.
2.2 Price Volume Format. The price volume shall be provided in a separate volume labeled "Volume I - Price" including the following information:
2.2.1 Tab 1 - Pricing Matrix. The offeror shall complete and submit the Price Matrix (Attachment 04). The offeror shall insert the proposed unit price
(s) for each contract line item number (CLIN), with the exclusion of Not to Exceed CLINs. The extended amount must equal the unit price multiplied by the number of units; the formulas in the Pricing Matrix Worksheet will populate this amount. The unit prices and extended amounts are limited to two decimal places. The Offeror shall NOT propose a price on FFP Not to Exceed (NTE) CLINs referenced in the Schedule. The proposed prices must be based on the Offeror's own technical approach submitted in the Technical Proposal (Volume II). The proposed prices for each FFP CLIN must demonstrate a logical correlation to the leasing of the equipment and the follow-on service that shall be provided to maintain the equipment to meet the requirements of that CLIN.
3.0. Volume II, Technical Proposal
3.1. General. The technical proposal shall be clear, concise, and include all information required by this provision in sufficient detail for effective evaluation. The Offeror's responses will be evaluated against the technical evaluation criteria identified in the Addendum to 52.212-2 Evaluation-- Commercial Products and Commercial Services. By the offeror's proposal submission, the offeror is representing that they will perform all requirements specified in the solicitation.
3.2. Technical Volume Format. The following information shall be provided in the written technical proposal and will be evaluated to assess technical acceptability in accordance with the Addendum to 52.212-2 Evaluation--Commercial Products and Commercial Services. The offeror's written technical proposal shall address each of the three subfactors identified below to describe the offeror's proposed approach to performing the requirements set forth in the PWS.
3.2.1. Tab 1 - Table of Contents
3.2.1.1 Tab 2 - Subfactor 1: Technical Approach: The proposed approach that provides sufficient detail for the government to evaluate compliance with the Performance Work Statement (Attachment 1). This narrative shall address all requirements identified in the PWS and demonstrate a thorough understanding of the work to be performed.
3.2.1.2. Offeror shall address the Performance Work Statement (PWS) section to include, but not limited to Section 1.6
3.2.1.3. Offeror shall identify software that is proprietary to the offeror, as well as identify open source or closed source software. IAW PWS section
1.6.3.1 this software shall be able to communicate with the current software at Tyndall AFB.
3.2.2. Tab 3 - Subfactor 2: Quality Control Plan. The Offeror shall provide a quality control plan that identifies processes to ensure the equipment installed will be fully operational IAW the PWS. At a minimum, the Offeror shall :
I. Identify the techniques, tools, and/or procedures the offeror intends to use to provide services IAW the PWS to include but not limited to section
1.6.3 through 1.6.4.6.
II. Identify methods to be used for identifying and preventing defects or degradation in the system before performance becomes unacceptable.
3.2.3. Tab 4 - Subfactor 3: J/F-12 Certification.
The offeror shall provide their J/F-12 Certification for verification of their capabilities to supply Radio Frequency equipment to DoD Installations.
Required documentation: DD 1494
3.2.4. Tab 5 - Subfactor 4: Mission Essential Services Plan. The Offeror shall provide a Mission Essential Services Plan to Tyndall AFB in accordance with (IAW) the clause DFARS 252.237-7023. The offeror shall therefore include a Mission Essential Plan, IAW DFARS Provision 252.237-7024, explaining how the offeror will undertake steps to maintain the service in the event of a qualifying event or emergency. The Mission Essential Plan is acceptable when the plan provides an effective and complete approach that address:
I. Challenges associated with maintaining essential contractor services during an extended event, such as a pandemic that occurs in repeated waves;
II. The time lapse associated with the initiation of the acquisition of essential personnel and resources and their actual availability on site;
III. The components, processes, and requirements for the identification, training, and preparedness of personnel who are capable of relocating to alternate facilities or performing work from home;
IV. Any established alert and notification procedures for mobilizing identified "essential contractor service" personnel; and
V. The approach for communicating expectations to contractor employees regarding their roles and responsibilities during a crisis.
4.0. Volume III, Past Performance Proposal
4.1. General: The offeror shall submit Past Performance Information in accordance with the format contained in the "Past Performance Information Worksheet" (Attachment 07) and the following paragraphs. If an offeror has no past performance history of relevance, the offeror must state affirmatively that it possesses no past performance history of relevance.
4.2. Format: The requested Past Performance Information shall be provided in a separate volume labeled "Volume III - Past Performance Proposal" including the following information:
4.2.1. Tab 1 - Table of Contents.
4.2.3. Tab 2 - Past Performance Information (PPI) Worksheet (Attachment 07).
The offeror shall submit no more than five PPI Worksheets for the most recent and relevant contracts performed that the Offeror considers relevant in demonstrating its ability to perform the proposed effort utilizing Attachment 07. The answering space on each PPI Worksheet may be expanded by the offeror so that the filled-in PPI Worksheet submitted for each relevant contract covers no more than five one-sided 8 1/2 x 11-inch pages. Separate PPI worksheets shall be submitted for each past performance reference. All PPI Worksheet(s) submitted shall clearly correlate past performance with the requirements of the proposed effort. Each PPI Worksheet must cover recent performance consistent with the definition in the addendum to FAR 52.212-2 Evaluation-Commercial Products and Commercial Services. The contracts referenced on the PPI worksheets must be contracts specific to the offeror that will have meaningful involvement in the performance of the instant proposed effort. Contracts may include Federal Government, state and local governments or their agencies and commercial customers.
4.2.3.1. Ordering Type Contracts Submission. If the contract being submitted is an ordering type contractual vehicle (for example, an IDIQ "D" type contract per FAR Subpart 16.5, Indefinite-Delivery Contracts), performance is demonstrated at the order level, i.e., a Delivery Order (DO)/Task Order (TO). Therefore, the Offeror shall submit the individual DO/TO (or series of orders for the same effort) for evaluation, not the basic ordering contract itself. The Government will use the information submitted for each order (or series of DO/TO orders) under one Ordering Contract to evaluate the effort's recency, relevancy, and performance quality for that Ordering Contract. The DO/TO under a single or multiple award ID contract; or aggregated DOs/TOs (i.e., two or more) under a single or multiple award IDIQ contract will be evaluated as one contract reference.
