Attachment 8 AFCEC Opts Support Questions and Answers:
Q-1 – Please confirm that, as mentioned on page 67 of the solicitation, Past Performance Information References are limited to no more than 3 pages. This effectively limits the page count for an offeror with no subcontractors to 10 pages for Volume 4, and seems to restrict an offeror’s ability to establish past performance relevance in all task areas.
A-1 - The Government concurs that this restricts a prime contractor’s capability to provide Past Performance Information beyond those with a teaming arrangement/Joint Venture. As such the limitation of 3 pages per PPI will be removed via solicitation amendment.
Q-2 - Due to the nature of the PWS requirements aligning to specific job titles and duties, and with respect to reducing the risk of high staff turnover, is it the government’s intent to include a requirement for Key Personnel resumes and letters of employment intent in the evaluation criteria, as part of the Mission Essential Contractor Service Plan?
A-2 – The Contractor’s proposed Mission Essential Contractor Service Plan should detail a realistic approach to how the contractor will continue to perform the PWS requirements IAW DFARS 252.237- 7023.
Q-3 - Will the government specify a font size for proposals, to include exemptions for smaller sizes in tables, graphics, and images?
A-3 – The solicitation will be amended to include the following guidance: Pages shall be 8.5 x 11 inches.
Except for the reproduced sections of the solicitation document, the text size shall be no less than 12 point. Margins on all four edges of each sheet will be at least one inch. Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. For tables, charts, graphs and figures, the text shall be no smaller than 12 point.
Q-4 - Appendix A -- Which Wage Determination classifications are utilized under the current contract?
A-4 – The contractor’s proposal should specify the wage determination classifications based on the proposed approach to meeting the requirements of this solicitation.
Q-5 - Appendix A -- How many FTE's are utilized within each Wage Determination classification under the current contract?
A-5 –Appendix A of the PWS contains FTE information based on historical estimates.
Q-6 - Appendix A -- Which Wage Determination classifications are utilized to support the Allied Trades functions of PWS Section 1.2.1?
A-6 – The contractor’s proposal should specify the wage determination classifications based on the proposed approach to meeting the requirements of this solicitation.
Q-7 - Appendix A -- Please confirm that 13 FTE's in total are supporting the current contract including Lead functions.
A-7 – Yes, Appendix A of the PWS contains this information. Note 2 of the 13 are optional positions and considered as in-scope and may be necessary to incorporate into the contract once the additional effort is identified. Proposals shall not include these positions in their proposal however we wanted to ensure that it was identified that additional support may be required.
Q-8 - Will the Government provide POC information for the incumbent contractor personnel?
A-8 – The current contract is FA4819-16-C-4004 and was awarded to SysCom, Inc. Individual POC information for incumbent contractor personnel shall be provided to the awardee after an award has been made.
Q-9 - PWS 1.1.3 & 1.2.1.14 -- Historically, how many over-time hours are expended annually by job classification? Are these OT costs included in the FFP award or reimbursed via an ODC CLIN?
A-9 – All direct labor positions are considered full time. The contractor normally adjusts workhours in case extra or weekend work is needed.
Q-10 - What equipment, vehicles, and/or materials has the contractor historically provided to conduct contract business that is not reimbursed or provided by the Government?
A-10 – As part of the contract, the contractor purchases equipment, tools and supplies to use in performance of the contract. These items once purchased become the property of the government and are used on-site at TAFB FL.
Q-11 - Does the Government anticipate a significant change (increase or decrease) to the historical workload data, scope of work, or operating procedures with the award of this contract?
A-11 – Optional positions were included in case there is an increase in workload. Appendix A of the PWS contains this information.
Q-12 - Addendum to FAR 52.212-1--Instructions to Offerors--Commercial Items section 1.3.2.1 states “Submit offers electronically to the Government via e-mail or the DOD SAFE site at https://safe.apps.mil” Could the government please provide a request code for the proposal submission?
A-12 – Interested contractors must e-mail the solicitation POCs to obtain the Drop-off Request be sent.
Once processed, the Drop-off Request is valid for 14 days. Please ensure the e-mail notification for the Drop-off Request is made and confirmed received such that the proposal submission date falls within this 14 day period to prevent its expiration.
Q-13 - PWS Sections 1.2.4 through 1.2.7 -- What are the GS Equivalents for all "Non SCA" job classifications including Logistics, Occupational Health, Laboratory Hazardous Material & Waste, and Laboratory & Pilot Plant Technician?
A-13 – Please refer to Answer question 16.
Q-14 - Hazardous Material -- Historically, have any job classifications been subject to hazardous duty pay in connection with contract performance?

A-14 – Historically no positions under this contract have been subject to hazardous duty pay.
Q-15 - Please define “Optional” in Appendix A of the PWS for the “Optional Allied Trades” and “Optional Journeyman Electrician”. Is it the intent of the government that these positions may or may not be included in the proposal at the discretion of the contractor? Have these optional positions historically been filled?
A-15 – Optional are positions that may or may not be filled depending on anticipated workloads and available funding. The Allied Trade optional position at one point was filled on the current contract.
These positions are considered as in-scope and may be necessary to incorporate into the contract once the additional effort is identified. Proposals shall not include these positions in their proposal however we wanted to ensure that it was identified that additional support may be required.
Q-16 - Will the government please provide the full text of FAR clause 52.222-42, Statement of Equivalent Rates for Federal Hires (MAY 2014) (29 U.S.C. 206 and 41 U.S.C. chapter 67) to identify Federal equivalency rates?
A-16 – See Attachment 9 for Answer.
