Pre Proposal Inquiry Form Solicitation No: FA481920R0022 Restore Crooked Island Access Proposal Due Date 09 September 2020
Question No. Reference (Sect/Para/Page) Question Government Response
1 General Inquiry Are there any specs on the gravel? Is this the 3500 tons of crushed granite?
Gravel type shall be specified by the Designer of Record (DOR) based on industry standards for gravel road and actual existing conditions. 3,500 tons was provided as an estimate for the quantity of gravel required based on the 15,560 SY of road area that will be rahabilitated.
Final quantity will be dependent on the DOR design.
2 General Inquiry
Road is indicated to be 12’ wide, however 2.6.6 states removal of natural and man-made debris 25’ from edge of project area. Is the project area limits wider than the 12’? How far is the Contractor expected to remove items each side of the new 12’ roadway?
Road shall path discussed on site and drawing; debris removal effort in this statement is just intended to do more clean up to return us to a pre storm base. From the edge of each roadway, contractor shall remove debris within 25' out such as root balls, downed branches, fencing pieces, etc.
3 General Inquiry Some areas of the exiting road appear to be in good shape. Is the intent to provide a new uniform surface for the entire length of the roadway and parking area?
Yes, the project intent is to rahabilitate the entire Crooked Island Road area illustrated in the Site Diagram included in the solicitation documents.
4 General Inquiry Shall beach compatible white sand, be the only material suitable to fill in the area of road that has been washed out and is now holding water?
The Government requires clean fill with similar properties to that which exists on site. If permitting is required, the requirements provided by the permitting agency shall be followed.
5 General Inquiry Can any fill material be obtained from the area, outside of the roadway width? Such as areas that has large amounts of stand deposited by the Hurricane?
Clean sand materials found on the existing road alignment and any cut material from that alignment may be used as fill. Sand materials outside of the road rehabilitation limits may not be used as fill.
6 General Inquiry Is geo fabric required in any portion of the 12’ roadway?
The Designer of Record shall design and detail the gravel road rehabilitation. The Government does not specifically require the use of Geo fabric. The 813 describes the worst case scenario in terms of disturbance; lesser impact is allowed.
7 General Inquiry Will the roadway be required to follow the original centerline of the previous road?
The restored road alignment shall be the same as the previous road, follow the same centerline, and within the same footprint, to the maximum extent possible.
8 General Inquiry If excess sand/soils are found to be in the original roadway, can that material be spread in other areas within or outside of the roadway footprint?
Yes, clean sand/soil materials found on the existing road alignment and any clean cut material from that alignment may be used as fill. Sand materials outside of the road rehabilitation limits may not be used as fill.
9 General Inquiry Will any large equipment be traveling the roadway during the boardwalk construction project? Should the road be built to withstand heavy duty loads?
The boardwalk construction project will likely utilize tractor trailors for delivery of materials and heavy equipment for the boardwalk constrution effort. We do not expect this to be considered high volume. Please design for a standard duty gravel road.
10 General Inquiry What’s the expected time of completion? POP in SOW is still valid
11 General Inquiry Are we taking out the entire road to put it back to the original level or simply leveling out the current road and putting another one on top?
Levelling out the current road, but not putting a new one back on top. Areas determined to be in good usable condition may only require minor grading, compaction and new top course of gravel. Other areas will require complete reconstruction.
12 General Inquiry Types of gravel and base or is that on the designer to decide? Shall be decided by designer of record.
13 General Inquiry After draining the pond does it have to be replaced with the same sand that’s out there or are we allowed to use something similar?
The Government requires clean fill with similar properties to that which exists on site. If permitting is required, the requirements provided by the permitting agency shall be followed.
14 General Inquiry Also is there a restriction on daily working hours? (Start to stop)
The normal duty hours of the facility are from 6:00 AM to 5:00 PM, Monday thru Friday excluding Federal Holidays. All work shall be performed during normal duty hours. All other hours to include weekend and holidays shall be requested through the CO for approval. This request shall be submitted no less than three (3) workdays prior to the time requested.
15 General Inquiry Currently, there is a fence located along the access road. Will the fence need to be removed and replaced, just removed, or leave as is?
The fence repair is covered under a separate project. It should be left as is with respect to this project.
16 General Inquiry If the fence is to be replaced, can the government provide the areas or limits they would like the fence installed and what type of fence they would like.
Not applicable to project

Contracting Officer Name: Melissa Sanders Contract Administrator Name: 2d Lt Dan White
17 General Inquiry Is there a preferred material that the government would like to use for the road? (Limestone, lime rock, asphalt, crushed concrete)
Designer shall select, with justification, based on industry standards. The government desires a material that, after compacted, will create the least amount of ruts, rubble, and debris from routine wear.
18 General Inquiry Does the government intend to restore the road as it was in its previous route or can the contractor bid/recommend an alternate route?
Intend to restore road at the previous route
19 General Inquiry Is the parking area to be constructed using the same gravel material as the road or does the government intend for the parking area to be concrete or asphalt?
Similar material as the road
20 General Inquiry How many parking spots does the government intend on accommodating in the parking area?
At a minimum maintain the present amount which is around 40, but current layout is inefficient (too much room travel room around perimeter, spots oversized and slanted, etc);
contractor should optimize layout and try and fit more
21 General Inquiry If the restored parking lot is to be of a gravel/limestone material, is the painting of parking lines necessary?
Does not have to be painted but contractor shall designate parking spots in some permanent way.
22 General Inquiry Would the government consider evaluating proposals on the basis of “Best Value” versus “Lowest Price”?
No
23 General Inquiry Are permitting requirements with FDEP waived per FL Executive Order 2020-171?
No, that order applied to facilities, not to environmental regulations
24 General Inquiry Are there Drawings of the Pre-Hurricane Conditions? There are no available Pre-Hurricane Drawings
25 General Inquiry Is there any geotechnical data at the site available for use on this project?
There is no geotechnical data available for this site
26 General Inquiry Is there any topographic survey information at the site? There is no topographic data for the site.
27 General Inquiry SOW refers to “off base easements and leases”; are there any required for this restoration?
No offbase easements or leases required.
28 General Inquiry Are the references to “New Road” and “Existing Road” in Section 5 of attachment 2 Options?
They are not optinos - the 'new road' was referring to where the road was washed out in the hurricane.
29 General Inquiry Are there any known, or suspected, underground utilities?
No known underground utilities; there was a comm box at one time at the end of the board walk, so there may be a comm line in the vicinity.
30 General Inquiry We assume that this needs to be in accordance with COE specifications. Is this correct?
It should follow UFGS and UFC specs
31 General Inquiry What type and size of vehicular traffic is expected on the road (trucks, cars, etc.)?
Personal vehicles, occasional government pick up trucks. No commercial traffic or tractor trailers.
32 General Inquiry How many vehicles use this road per day? Estimated usage?
Government has been unable to determine an exact amount but is estimating around 150 cars a day based on research from state parks, beach counts, and AADT counts. If in the proposal contractor could include the number of cars they estimated with brief research they had done, that would be ideal.
33 General Inquiry Is there an existing stormwater outfall? Is it permitted? No
34 General Inquiry The road is routed through an existing pond. Will this require or affect any existing wetlands delineation, survey, review, or permit?
That pond was created by the hurricane, it is not for retention It needs to be dewatered and clean filled back in.
35 General Inquiry Is area lighting of the parking lot in the scope of work? No
