About this file

This document includes a pre-proposal inquiry form and federal contract opportunity solicitation for the Restore Crooked Island Access project at Tyndall Air Force Base. The pre-proposal inquiry form addresses questions from potential offerors regarding the required scope of work, with the government response clarifying that a concrete retaining wall will not be required but the rebuilt road must withstand erosion. The related federal contract opportunity solicitation provides additional details for the project, including a requirement for the work to be set aside for Service-Disabled Veteran-Owned Small Businesses. Offerors are instructed to submit proposals by September 4, 2020 regarding restoring access to Crooked Island, with questions due by August 21, 2020 and a pre-bid site visit scheduled for August 14, 2020.

Pre Proposal Inquiry Form Solicitation No: FA481920R0022 Restore Crooked Island Access Proposal Due Date 09 September 2020

Question No. Reference (Sect/Para/Page) Question Government Response

1 General Inquiry

I noticed in attachment AF 813, a retention wall was called out under section 5.0 Description of the Proposed Action and Alternatives (Attached) but it was never mentioned at the site visit, nor was it mentioned in the Description of Work section in the SOW attachment.

If a Retention Wall is what the Government wants and/or expects, we would definitely want confirmation of this as it could increase the effort on both the design and construction.

Also, if a retention wall is required can the Government provide a brief description and/or design description?

The designer of record is responsible for the final design. A concrete retaining wall will not be required, but when the contractor builds the road back up as part of the described work, it shall be built back to withstand future erosion and blow out. The 813 describes the worst case scenario in terms of disturbance; lesser impact is allowed.
