1 The Wage Determinations (2007-0134, 2015-0213 and 2010-0147) do not appear to be the most current versions. Will the Government please provide the current versions of the applicable Wage Determinations for this solicitation?

A: 2010-0147 and 2015-0213 are non-standard and have been requested via e98; will post upon receipt. WDs 2007-0134, Rev 16, dtd 6 Mar 2020 and 2015-4559, Rev 13, dtd 18 June 2020 are included with these Q&As.

2 The Wage Determination 2010-0147 states that is it based on Union Dominance (Seafarers International Union); however there are benefits in this WD that may be better defined in a Collective Bargaining Agreement (CBA).

1) Will the Government please state whether the current employees are subject to a Collective Bargaining Agreement (CBA) with the Seafarers International Union?

A: The current employees are not subject to a Collective Bargaining Agreement (CBA) with the Seafarers International Union.

2) If the employees are subject to a CBA, will the Government please issue a copy of the applicable CBA.

A: The employees are not subject to a CBA.

3) If the employees are not subject to a CBA, will the Government please clarify whether the offeror is to use the WD 2010-0147 benefits specifications, or benefits allocations assigned to a more specific WD.

A: IAW FAR 52.222-41(c) and the Service Contract Act, employers are required to classify and pay employees according to the work the employee does. The wage determinations attached to the contract will specify wages and benefits for each employee classification expected to be utilized in performance of this requirement.

3 Attachment 2 Addendum to 52.212-2, p. 3, Tab 3: Sub-factor 2 - Staffing Plan states that the staffing plan shall include current copies of captain's certifications, chief engineer's certifications, maritime credentials for TWIC and US Coast Guard documentation for ordinary seaman, and commercial diver certifications. These documents take up quite a bit of room once inserted into the Volume and therefore severely limit the ability of the offeror to respond to the written sections. Will the Government please allow those copies of certifications to be added to the volume as a non-page counted Appendix?

A: Yes, the Government will exclude copies of the certifications from Tab 3: Sub Factor 2 – Staffing Plan page count.
