1. Attachment 1 Instructions, Table 1 – Proposal Organization, document page 3. Are Tables of Content, Proof of Financial Responsibility, and Glossaries excluded from the page limits for Volumes 1 and 2?

Yes, the Table of Contents, Proof of Financial Responsibility, and Glossaries are exempt from the page limitations.

2. Attachment 1 Instructions, Table 1 – Proposal Organization, document page 3. The table requires sections be submitted as Tabs. This is the same as the previous 2014 solicitation when proposals were submitted on paper in binders. Considering this is now an electronic submission, are tabs now Sections?

Electronic submissions may identify them as either Tabs or Sections, both will be accepted and understood.

3. Three Wage Determinations appear to be missing. The 2014 solicitation included Wage

Determinations for vessel captains (WD 2010-0205), vessel crew (WD 2010-0147) and divers (WD 2004-

0047). Will the Government provide these current and applicable Wage Determinations?

Yes, these Wage Determinations have been added to the Solicitation as Attachments 8-10.

4. 53D Weapons Evaluation Group Instruction 11-250. The 2014 solicitation included 53 WEG

INSTRUCTION 11-250, dated 1 March 2013. Will the Government provide the applicable version of this document?

Yes, the 11-250 has been added to the Solicitation as Attachment 6.

5. Will the Government provide the Government Furnished Property for this solicitation?

Yes, the Government will provide the Government Furnished Property.

6. Will the Government provide a list of Government Furnished Bench Stock materials for this solicitation?

Yes, this list has been added to the Solicitation as Attachment 11.

7. Will the Government provide a DD-254 for this solicitation?

Yes, a Draft DD-254 has been added to the Solicitation as Attachment 7.

8. Past Performance Questionnaires. For our subcontracts, communication regarding the contract is solely with the prime contractor and not directly with the Contracting Officer. Is the authorized subcontractor representative acceptable for past performance questionnaires?

Yes, the prime contractor can complete the applicable past performance questionnaire for cited subcontracts.

9. Special Situations and Special Missions are described in PWS section 1.9 and 1.9.1, respectively.

Please clarify what Item number(s) in the “Supplies or Services and Prices/Cost” table of the Solicitation corresponds to contractor pricing for the scope described in PWS 1.9 and 1.9.1. Are these Special

Situations and Special Missions to be bid as a firm fixed price as part of one of the item numbers in this

“Supplies or Services and Prices/Cost” table? Or, will these Special Situations and Special Missions be reimbursed as part of a contract modification or separate time & materials schedule when/if they occur?

Firm Fixed Price. There are no contract Mods authorized on this contract. Bid on the PWS in its entirety.

10. Special situations from PWS section 1.9 may require more than 24-hour stays away from Tyndall docks with operations potentially 200 nautical miles from Panama City, FL Sea Buoy. To assist with contractor pricing, can the AF provide minimum vessel manning requirements to support each Special

Situation?

Historically, minimum crew requirements for vessel manning during mission periods would be six crew members. Minimum manning during shipyard faring would be four crew members.

11. Special situations from PWS section 1.9 may occur up to 40 times per year? Will the Government please provide the average duration of each special situation event from historical practices?

Historically the average duration for each special situation is 12 hrs.

12. Will the Contractor be responsible for the inspection/maintenance of the foul weather mooring buoys?

Yes, the watercraft contractor is responsible for inspecting and maintaining the foul weather buoy system.

13. The RFP indicates the total number of pages for Volume I Executive Summary is 5 pages and Volume

II Technical Capability is 25 pages. In these volumes, are the Table of Contents, Proof of Financial

Responsibility, and Glossary of Abbreviations and Acronyms excluded from their respective page limits?

Please see Question 1.

14. Would the Government please provide a due date for Offeror questions/inquiries?

The deadline for all questions submitted after the Site Visit is 29 June 2020.

15. With COVID 19 restrictions, the 4th of July Holiday, travel constraints and other related factors, would the Government grant a one week extension for the submission of the RFP?

No, a one week extension will not be granted.

16. On the current watercraft solicitation we only find one determination, which is the 2015-4559.

Unable to find marine personnel. Are we overlooking them?

Please see Question 3.

17. The Wage Determination released with this solicitation (2015-4559 rev. 12) does not contain any of the Maritime Labor Categories needed to support this contract. Will the Government please provide an updated Wage Determination that includes licensed Maritime Labor Categories that may be used to support this contract?

18. Per RFP Section 4.8, Hours of Operation, the contract working hours support target operations 24 hours/day and the normal working hours of operation are 0700 to 1600 hours Monday through Friday for work which does not require vessels to leave the harbor. The Wage Determination does not provide the applicable day rates that differentiate between work occurring at the harbor/on land/at port and that occurring outside of the harbor/at sea/underway. Will the Government please provide an updated

Wage Determination that has the applicable Maritime Labor Category day rates for the anticipated work both onshore and offshore?

19. Per the Attachment 1 Addendum to 52.212-1 p. 5-6 the instruction for Volume III – Price state

“Complete the Offer section of SF 1449, Solicitation, Offer, and Award.” Will the Government please state whether the offeror is to submit the entire solicitation from page 1 to page 94 as a stand-alone document without headers and footers, or whether they are to submit the applicable sections (SF 1449 on p.1; Supplies or Services and Prices/Cost on pgs. 3-8; Contract Clauses on pgs. 47-59; Representation, Certification, and other Statements of Offerors on pgs. 61-88) as embedded pages with headers and footers.

You only need to complete and submit the applicable sections with headers and footers.

20. Regarding Attachment 1, 52.212-1 Instructions, p. 6, Volume III – Price – Factor 2 and Attachment 2, 52.212-2, p. 5, Section F Pricing Evaluation Process, #4 for CLINS with NTE values. Will the Government please clarify whether the offeror is to use the NTE values for these CLINs, or is the offeror to leave these CLIN values blank?

The Offeror is to use the predetermined NTE values for these CLINs.
