Changes made to the 1449:
· CLIN 0002 POP has been changed from “1 March 2017 – 30 June 2017” to “1 March 2017 – 31 May 2017”
· Purpose: to reflect the correct 90 day transition period
· The base period (CLIN 0001) has been changed from “1 July 2017- 28 Feb 2018” to “1 June 2017 to 28 Feb 2018”
· Purpose: to correct the start date of the 9 month base period
· Clause 52.216-18 has been amended to add the year (1 March 2017)
· Addenda to FAR 52.212-2 Evaluation Methodology, (i) Subfactor 1 Technical Equipment, (2) Aircraft Performance (d) has been changed from “At ISA +10C, 15,000 ft. MSL while carrying 739 lbs. useful load plus required fuel: a minimum speed of 230 KTAS” to “At ISA +10C, 15,000 ft. MSL while carrying 739 lbs. useful load plus required fuel: a cruise speed of 230 KTAS”
· Purpose: minor clarification in order to reflect the correct requirements per the PWS
· Addenda to FAR 52.212-2 Evaluation Methodology, (i) Subfactor 1 Technical Equipment, (2) Aircraft Performance (e) has been changed from “At ISA +10C, 15,000 ft. MSL while carrying 739 lbs. useful load plus required fuel: a minimum range of 800 nm” to “At ISA +10C, 15,000 ft. MSL while carrying 739 lbs. useful load plus required fuel: a range of 800 nm.”
· Purpose: minor clarification in order to reflect the correct requirements per the PWS Changes made to PWS:
· Clarification has been added to PWS section 1.18 Ordering & Billing Procedures. The following text has been added “The Government will pay for the actual hours utilized; however, the contractor will be paid no less than the minimum quantity of hours in the corresponding pricing band. For example if an order is placed for 3,000 hours and the actual hours were 2950, the contractor will invoice for 2,950 at the hourly rate outlined in the bid schedule. Another example is if the Government orders 2,600 hours (Pricing Band 3, Option Year 1) but only uses 2,400 hours (Pricing Band 2), the Government will pay for 2,501 hours (minimum hours for Pricing Band 3).”
· Purpose: To clarify that the contractor will be paid the minimum from the pricing band that the Government orders from
· (Appendix D page 40) A001, A002, and A003 changed from “Submit date of contract award” to “submit after contract award”
· Purpose: This change allows the contractor more time to submit the forms.
· (PWS 1.7.2) The sentence “Therefore, the contractor is required to provide, at a minimum, five aircraft on station” has been removed from PWS 1.7.2.
· This is for clarification purposes only; there has been NO CHANGE to the number of scheduled missions needed daily. The contractor is responsible for being able to provide as many aircraft as they deem fit to be able to meet the PWS requirements: “Training events outlined below may require up to five simultaneous aircraft to be scheduled two times daily during normal operations tempo. However, three daily missions may be required during surge operations, but this requirement will not exceed six days per month.”
· (PWS 1.8.7) “The contractor instructor shall instruct and verify student’s on...” has been changed to “The contract instructor shall instruct and verify students’ knowledge on…”
· Purpose: to correct for a typo.
· (PWS 1.8.8) “The contractor instructor shall instruct and verify student’s on...” has been changed to “The contract instructor shall instruct and verify students’ knowledge on…”
· Purpose: to correct for a typo.
· PWS 1.8.19 [“The contractor shall instruct the student on filling out an AF form 781. The AF Form 781 will be emailed, faxed, or hand carried by the student to the 337th ACS SARM office for processing”] has been removed from the PWS.
· Purpose: the contractor does not have access to this Air Force form and thus would not be responsible for teaching the students to fill them out.
· PWS 1.9.7 has been changed from “The government will provide a break of at least one hour between scheduled on-station times” to “The government will provide a break of at least 1.5 hours between scheduled on-station times.”
· Purpose: to allow the contractor more time in between scheduled on-station times.
· The title of section 1.16.2 has been changed from “Incumbent contractor transition plan” to “Incumbent contractor follow on transition plan”
· For clarification purposes only
· Section 1.16.3 has been changed from “Incumbent contractor follow-on” to “Incumbent contractor change over.”
· For clarification purposes only
· PWS 3.2.4 have been amended to now state: “Servicing facilities are not guaranteed to the contractor.”
· Purpose: the contractor is projected to not have access to base maintenance shops and service facilities.
· Redundant wording was deleted from PWS section 3.5 (Government Furnished Utilities)
· Purpose: to correct a typo
· Appendix C of the PWS was changed from “Before implementing any change that will result in an increase in contract price, the contractor shall submit to the contracting officer a price proposal within 30 calendar days following receipt of the change by the contractor” to “Before implementing any change that will result in an increase in contract price, the contractor shall submit to the contracting officer a price proposal within 15 calendar days following receipt of the change by the contractor.”
· Purpose: to correct a conflicting date; administrative oversight
