About this file
This document is a set of industry questions and talking points for a KC-46 furniture procurement at MacDill Air Force Base. The pre-solicitation opportunity involves furnishing office spaces for the KC-46 Program Integration Office, with a potential timeline for installation between 2025-2026. Key procurement details include a fluid RFQ issuance expected around 120 days, with vendors required to provide mid-grade or Grade 3 upholstery and meet all code requirements for furniture.
Significant procurement considerations include base access requirements (vendors must provide full name, date of birth, driver's license details for security vetting), flexible design standards allowing alternative proposals, and an evaluation approach potentially moving from Lowest Price Technically Acceptable (LPTA) to a trade-off method. The government will not publicly disclose the project budget, and appliances will be procured through a separate contract. Vendors will have an opportunity to provide input on evaluation criteria, and the solicitation will require contractors to handle electrical connections and data communication cable routing within the 2025 MacDill Design Guide parameters.

KC-46 Industry Questions and Talking Points
Timeline and Process
1. Is there a timeline associated with the issuance of the request for quote (RFQ)?
-Since this is quite a large project, the timeline will have to be fluid as there are other conjoining projects that exist with this one. We should plan for roughly 120 days but it could be less…it depends on more factors.
2. Will there be time during the formal bid process for product-specific inquiries to be asked?
- there will be a period during the RFP where questions will be accepted.
3. Is there an installation and furniture delivery timeline associated with this project?
-Potentially between Calendar year 2025 and 2026. Many factors will contribute to this. We have to be fluid (i.e., options, etc).
4. Installation path walkthrough during Industry Day.
-Don’t know if this will be effective, since the building will undergo large scale renovations and won’t reflect end state
Base Access & Security Requirements
5. Confirmation on base pass process for vendors.
- Base Access will be clearly stated in the RFP. Access will be granted in the same manner as it was for attending the Industry Day. Anyone needing access must provide their Full Name, Date of Birth, Driver’s License Number and State and go through a Security Forces vetting process which can take up to 14 days.
7. Cell phone/device usage policy on base.
- Cell phone use and texting while driving is not allowed.
Design and Standards
8. Are there any specific design or ergonomic standards that the furniture must meet?
-Must meet all code requirements
9. Some of the basis of design items are closed lines—are we able to propose alternatives?
- Yes. Equivalent that meets specifics are acceptable. When we meet on Tuesday, we are going to take input from all vendors as to how we can write the verbiage to allow multiple vendor options
10. For any upholstered seating, at what upholstery grade should these items be priced?
- Mid-grade or Grade 3 or better
11. Can the architectural finish plans be made available to determine flooring type for each room, as this will affect chair caster/glide type?
YES
12. Are fabric/finish selections required as part of the bid submission, or will those be determined after the project is awarded?
NO
13. Confirmation of responsibility for electrical connections & routing of data communication cables (contractor vs. government).
Responsibility of contractor, but within the bounds of the 2025 MacDill Design Guide
Budget and Evaluation
18. Is there an estimated budget associated with the RFQ?
- the budget for this project won’t be made public
19. What criteria will be used to evaluate and select the office furniture supplier?
- Currently we are open to ideas for evaluation criteria to help eliminate Government risk for execution. Normally, in the past furniture acquisitions have been competed as Lowest Price Technically Acceptable (LPTA), but if can come up with some criteria that would allow for trade-off, we would consider it.
20. Are we allowed to 'No Bid' items (such as appliances) or will this be all or nothing?
- No. Appliances will be a separate contracted effort
21. What are the key questions and concerns from government representatives regarding this solicitation?
File details come from the government source that posted it. Updated .
