1. The SOW states that the courses will be taught at a vendor location. Is there a preferred geographic location or can the course be taught anywhere in CONUS?
Training can be done anywhere CONUS. I would need look at the proposed locations to ensure that organizations have the travel funds to execute.
2. Should an offeror price quote (CLIN 0001) be for one course or for all three courses? The current pricing CLIN in the RFQ is for 1 course/15 students.
CLIN schedule is seeking pricing per student. Solution must offer three different classes for a total of 15 students to attend.
3. Please clarify the following within the SOW - "Facilitates student preparation for the course, accomplishment of the course prerequisites..." What does the USG expect of the offeror to provide to meet this requirement?
Training needs to be instructed by seasoned/knowledgeable TSCM practitioners that understand what gear is currently being used and the methodologies TSCM practitioners currently execute to perform their duties inspecting networks in both government and nongovernment facilities.
4. What is the estimated award date? Award projected not later than July 13th.
5. How will the offeror schedule courses with the USG? The SOW states that courses will be taught between 1 July 2025 and 30 September 2025. With the lead time required to order the equipment to support this course the awardee will need as much time as possible to order, receive and set-up the equipment.
Preferred 3 classes of up to 5 students to ensure maximum participation due to operational requirements.
6. Please clarify the following within the SOW - "...with the requisite access to all mission essential networks and systems required to support the activities required under this contract." To which mission essential networks and systems must the awardee provide access?
TSCM practitioners currently inspect the first 4 levels of the OSI model. Students will need access to a fully functioning network to practice on what a normal network and its policies look like and a “bad” or “compromised” one. Also the ability to DF approved Wifi/Bluetooth devices that are outside of the network that may be used as Aps or clients.
7. How many FTEs are currently on the contract? This is a new effort.
8. Is this a one-time contract requirement? Yes
9. Would you consider an 8(a) sole-source? No
