Questions and Answers (Round 2)
1. SOW Section 3 Requirement Statement:
The course must teach and have students use specific gear in our team packs
Question:
It seems contradictory for the students to use team packs provided by the government and require the company to provide all equipment and materials. What specific gear is in the team packs? Will the students have team packs with them for the training course? Can you please clarify?
Answer: Currently, team-packs consist of IOTA, Fluke Network Analyzers, and NetAlly. The purpose of this training was to demonstrate other devices being used to analyze network traffic. The intention is to not be re-trained on the gear we have and currently use.
2. Workstation and Equipment Specifications:
Attachment 1 – Statement of Work states:
"The company must provide all equipment and materials, with the requisite access to all mission essential networks and systems required to support the activities required under this contract. Company will provide furnished office spaces (workstations, office automation equipment, telephones, and furniture) and supplies."
Are there any specific minimum technical or security requirements for the workstations, automation equipment, or telephones—beyond what is required to support the equipment identified in Section 3 "Minimum Requirements"?
Answer: There are no further technical/security requirements needed for any work stations or equipment.
3. Student Cohort Size Clarification:
The Combined Synopsis Solicitation (RFQ No. FA481425Q0017) states:
"This is a new requirement for a counter-intelligence technical surveillance countermeasures (TSCM) training course for 15 SOF enterprise students."
Does the 15-student number represent the total number of students to be trained across all cohorts, or should we plan to instruct approximately 15 students per course (i.e., approximately 45 students total over three separate course iterations)?
Answer: The 15 students will consist of military and DoD civilian TSCM practitioners that is total of all students to be instructed.
4. Transportation Considerations for Off-Post Instruction:
Are there any transportation limitations or restrictions that would prevent or hinder students from traveling via government-owned vehicles or personally owned vehicles to an off-post classroom or conference facility?
Answer: Ideally, no GOV’s would be used. Depending on the location students can use POV’s or rental vehicles to and from location.
5. Post-Course Equipment Retention:
Attachment 1 – Statement of Work states:
"Course must provide items listed below for students to continue knowledge learned after course completion. Items must contain items listed in paragraph 3 or better alternatives."
Do the requesting units or student cohorts already possess individual or team sets of the listed equipment? Or is the contractor expected to provide those sets as part of the deliverables, with the understanding that they will be retained by the unit after the course?
Answer: The contractor will provide the items listed with the understanding the students will leave with the same items to be used after instruction.
6. Use of DUNS Number vs. UEI:
The Instructions to Offerors section requests a DUNS number as a required piece of information. Given that the Unique Entity Identifier (UEI) has formally replaced the DUNS number for federal contract opportunities as of April 2022, is the DUNS number still required for this solicitation?
Answer: No, offerors should provide their Unique Entity Identifier (UEI).
7. We have all of the equipment listed below for the class and have enough to teach 20+ students in a single class easily. For clarity, is the expectation for this bid be that each student should have each of the items listed below (max 5 students per class)? Or that the Instructor should provide what is needed to successfully teach up to 5 students per class (it is not required that each student have each of the items listed below)?

Answer: There are companies that offer cyber training for TSCM practitioners and also give the gear listed above to demonstrate the information and practices being taught. The intention is to be taught on the gear listed above and leave with the same gear as a “back up” or alternate means to analyze network traffic in austere locations or places where it potentially would be left behind.
