USSOCOM J2/DIRECTORATE OF INTELLIGENCE
COUNTER-INTELLIGENCE TECHNICAL SURVEILLANCE COUNTERMEASURES COURSE
DEVELOPMENT AND DELIVERY
STATEMENT OF WORK (SOW)
12 May 2025
1. Primary scope of support is focused on the creation and delivery of a SOCOM Counter-Intelligence
Technical Surveillance Countermeasures (TSCM) Course.
The United States Special Operations Command (USSOCOM) requires TSCM Cyber Training in support SOF Enterprise TSCM for 15 students. Training must be SOF specific.
USSOCOM J2X utilizes a number of cyber and networking tools but lacks specific training on their TSCM applications.
Designs, develops, delivers, schedules, administers, and evaluates a Counter-Intelligence Course
TSCM for U.S. Special Operations Command, J2.
Facilitates student preparation for the course, accomplishment of the course prerequisites and accomplishment of all course execution.
Topics must include finding rogue Bluetooth clients, finding rogue WiFi clients, locating rogue access points, leveraging the WiFi Pineapple for device detection and location, using software defined radios for TSCM, host defense techniques, leveraging pentesting gear for host defense, and basic Linux familiarization.
Course must be taught by prior TSCM practitioners with operational experience.
Shall be equally proficient as a Course Director/Instructor in presenting course material to students in a residence environment as required.
Vendor shall provide a minimum of three courses per Period of Performance. Courses will need to be spread out from 01 July 2025 – 30 Sept 2025 to accommodate operational needs of organizations.
Course must provide items listed below for students to continue knowledge learned after course completion. Items must contain items listed in paragraph 3 or better alternatives.
2. Travel Requirements
All SOF-E TSCM organizations will pay for all TDY costs. If required, the contractor shall ensure that travel expenses are incurred in accordance with the limitations set forth in FAR 31.205-46.
3. Minimum Requirements:
This course must teach and have students use specific gear in our team packs across the SOF enterprise.
Training and gear must include below, and training associated with it:
• HackRF One
• Portapack
• Raspberry Pi 4 Kit
• Raspberry Pi Touchscreen
• Headphones
• USB Battery Pack
• Wireless and Wired Keyboard
• Portable HDMI Monitor
• Shielded USB Cabling
• A/V Cabling
• USB Drive with Course Material
• WiFi Pineapple/Uber One
• Remote Latch Relays5. Resource / Facilities Support
The company must provide all equipment and materials, with the requisite access to all mission essential networks and systems required to support the activities required under this contract.
Company will provide furnished office spaces (workstations, office automation equipment, telephones, and furniture) and supplies.
