Tampa AirFest 2024 Pyrotechnics

STATEMENT OF WORK (SOW)

9 February, 2024

1. Requirement: Commercial pyrotechnic firm is required. USAF does not have personnel to perform pyrotechnic displays. Commercial firms responsible for the explosives display must be properly licensed and insured. Commercial firms will comply with all DoD safety regulations.

Commercial firms will provide a list of all explosives and fuel used in the display including nomenclature, hazard class/division, net explosive weight, and quantity. Commercial firms will provide a scheduled sequence of events for the display cradle to grave, severe weather actions, and misfire/dud procedures. Explosives must have an approved safety data sheet (SDS). Commercial explosives must be packaged in the original shipping configuration. Commercial explosives will be handled, stored, and transported by the commercial firm responsible for the explosive display.

Contractor will designate a “Shooter-in-Charge” (SIC), who will be the primary POC for on-site events involving the pyrotechnic displays. The SIC will also direct all pyrotechnic setup, initiation, and teardown/cleanup of associated equipment and trash.

2. Description of Services: Two days of the Air Show will have pyrotechnic demonstrations to consist of a two simulated strafing runs for the A-10/select performance aircraft demonstration teams, and one 300-foot wall of fire. Total quantity is 4 strafing runs, and two-each 300-foot feet walls of fire. Courtesy storage will be provided. A risk assessment will be completed upon receipt of offers, between 6 ARW Safety, Legal, EOD, Fire, Environmental, and Airfield Management before award. This requirement may be cancelled during the risk assessment phase. Commercial explosives will be handled, stored, and transported by the commercial firm responsible for the explosives display. Munitions personnel will only escort contract personnel to and from the storage facility and open the facility for contractor access. Commercially purchased explosives will not be handled or transported by DoD (civilian or military) personnel on or off-duty. Exception: EOD personnel providing emergency assistance or response may handle or transport commercial explosives (e.g., life-saving attempts, preserving high value military resources, or operating under specific approval from MAJCOM). Commercial firms responsible for the explosives display must be properly licensed and insured. Commercial firms will comply with all established DoD safety regulations. Commercial firms will take all unused and expended munitions items with them off-installation at the completion of the display.

Commercial firms will ensure fire extinguishers and properly equipped vehicle for explosives transportation are provided.

3. Services Summary: Commercial vendor will be required to perform all set up, tear down, and product/equipment removal. All trash, and materials brought in by the vendor must be removed by the vendor. Vendor will provide two days of pyrotechnic displays as it aligns with the A-10/select performance aircraft demo teams’ schedule. Each demonstration will consist of two simulated strafing runs and a 300-foot wall of fire. Vendor must carry proper licenses and permits for the explosives and provide insurance for the display. These licenses and permits include but are not limited to:

a. Federal Explosives License/Permit

b. Notice of Clearance for individuals transporting, shipping, receiving, or possessing explosive materials.

c. Certificate of Insurance

4. Work Schedule: March 29th & 30th 2024

5. Place of Performance: Initiation site will be determined by the Air Show Directors. Vendor will determine the appropriate amount of personnel for setup and initiation to ensure that the minimum amount of personnel are exposed to the pyrotechnics for the minimum amount of time.

6. Amendment 02: Only ICAS Pyro Safety Task Force-identified Shooters in Charge (SICs) are permitted to utilize pyrotechnics during ACC aircraft demonstrations. The ICAS Pyro Safety Task Force will identify personnel approved as SICs each year based on experience, judgment, and safety record. To be an SIC, the individual must meet requirements contained in the ICAS Guidelines for use of Pyrotechnics and Special Effects at Airshows. For civilian pyrotechnic support, the SIC must follow established ICAS pyrotechnics guidelines. Only those SICs chosen by the ICAS Safety Committee will be allowed to work with ACC aircraft. The SIC will ensure a thorough safety briefing is conducted with all participants prior to operations. Personnel should be briefed on emergency procedures. This is in accordance with the ACC Supplement to DAFI 11-209.
