Amendment 1: 2024 Paint IDIQ RFI’s
1. Will there be a site visit prior to the submission of the bids?
Response: The Paint IDIQ is a Unit Price based award. No Site Visit has been scheduled as there is no Seed project and no specific site/task has been identified. Site Visits will be Task Order Specific
2. If we have subcontractors on the base, does every sub employee have to pass background checks?
Response: Yes. Every employee, including Subcontractors and all entering the Installation, must be authorized to work in the United States and shall submit to a criminal background check accomplished by MacDill Air Force Base Security Forces prior to the employee being issued base access credentials.
3. We don’t see any current prior experience requirements. Do you have any prior experience requirements?
Response: Reference Section L of the Solicitation for Past Performance Requirements
4. Does every task order require being accredited for lead and asbestos?
Response: Reference SOW Paragraph 4.10.2
Asbestos Containing Material (ACM) and Lead Based Paint (LBP) Information:
In the event that ACM and/or LBP is encountered during renovation or demolition activity, the contractor will cease all work that may disturb the suspect materials and contact the project Contracting Officer.
5. For this bid, we are turning in the solicitation document, bid schedule, and what other documents?
Response: Reference Section L of the Solicitation for proposal requirements.
6. Do you have drawings? Can there please be site visits?
Response: The Paint IDIQ is a Unit Price based award. No Seed Project has been identified. No specific site/task order has been identified. Drawings are not typically provided for Paint IDIQ individual Task Orders. Site Visits will be Task Order Specific
7. Can you confirm that the two locations for the work are two hours apart?
Response: MacDill AFB & Avon Park Air Force Range are approximately 2-1/2 hours travel time apart
8. Can you tell us more about how much work will be done at each location approx? (i.e. 50/50?
75/25? 90/10?)
Response: The ratio is based on User needs and cannot be determined in advance.
9. Is there a current contractor who has the award for this? If so, what are some details you can share about the current contractor?
Response: No information is available for the current contractor
10. How does your current company meet the superintendent requirements? Does the superintendent live on base? Do you provide living area? Hotel? Or can we drop a trailer?
Response: Living arrangements on Base are not available.
11. Could we schedule a phone call with the contracting officer?
Response: No phone call will be schedule prior to award.
12. How are you weighing your pick for this bid? What percentage is based on technical experience?
Price?
Response: Reference Section M of the Solicitation for Evaluation Factors for Award
13. Do we need to submit a proposal of our general plans on how we plan to execute the work? We don’t see directions on this part.
Response: Reference Section L of the Solicitation for Technical Proposal requirement
14. Could we speak with the person who came up with the bid schedule descriptions of the work that needs to be done?
Response: This is not typical. There is no room for discussion. Bid Schedule Line Items are RS Means based.
15. Is the work scheduled for multiple phases? I saw at one point delivery was due in 90 days and also over 5 years.
Response: Task Order durations will be determined individually. The overall Paint IDIQ Contract Delivery Period is 5-years (01FEB2023 to 31 JAN2029)
16. Is there specific work that we can look at for quotation purposes?
Response: There is no representative sample. The Paint IDIQ is a Unit Price based Award.
17. Would there be offices that a site superintendent would work out of full time?
Response: No office space is provided by the Government.
18. Any expectations on manpower requirements? 3 guys full time, 4, 5, etc?
Response: That is determined by the Contractor’s Means and Methods. The Contractor shall provide sufficient manpower to accomplish the task orders in the durations given.
