Questions & Answers – FA4814‐17‐R‐0008
1. Due to bid submittal page restrictions, are generalized statements or summaries acceptable in the technical proposal with supporting documentation be submitted "upon request" . (PT results, External Audit results, Quality Control Plan)
Addendum to 52.212‐1 Sec. 3(a) has been revised to remove the 30 page limit. There is now “no limit” in the amount of pages an offerors Technical Approach can have. Offerors are encouraged to limit pages to the minimum number needed to comply with the evaluation factors & subfactors listed in 52.212‐2.
2. All objectives which are required in the Quality Control Plan are included in our “DOD ELAP approved" Quality Assurance Manual, however, the QAM is approximately 200 pages. Is it acceptable for the QAM Table of Contents to be included in the technical proposal and have the QAM submitted within 10 days of contract awarding per section 4.15?
There are no longer any restrictions in the amount of pages for an offerors technical approach. Offerors will not need to duplicate manuals in each copy provided to the government. One copy of Manuals will be acceptable.
3. Solicitation FA4814‐17‐R‐0008 has a max quantity listed per analysis grouping. Are these quantities on a "per year" basis, or over the course of the 5 year contract?
The maximum quantities identified for CLINs 0001 – 0009 represent the maximum over 5 years.
4. Is the due date for the reports 10 days from the collection of the sample? If yes, is that calendar or working days? All references to Appendix A show a due date of "As Required".
Yes, due date for the report is 10 working days from collection of the sample (i.e. 2 weeks).
5. What analytes are being requested in the “TOTMET‐S” method listed under HW7, ER, and TOT Metals analysis groupings?
The ‘TOTMET‐S’ method listed under HW7, ER, and TOTMET PANEL‐ RCRA 8 should be EPA Test Method 3015A. This test method covers the eight primary metal needed for RCRA analysis plus additional. EPA Test Method 6020B is also acceptable.
6. SEDD Deliverables
6a. What Stage of deliverable is required for the EDD? Stage 1, 2, 3 or 4?
The EDD shall be SEDD Stage 2a.
6b. Do you have an online validation tool like the CLP Superfund site?
No, we do not have an online validation tool.
6c. Does it matter which document type definition is used for the SEDD? Superfund sites allow for a few different ones. We are curious if this work does also or is there specific format you are looking for?

No, a specific document definition is not required. It appears the SEDD 5.2—2a would be the appropriate choice.
7. In looking over Solicitation FA4814‐17‐R‐0008, we noticed that for the Total Metals grouping, you have Major Comp by FTIR listed as an analysis. It is our experience that FTIR is a technology that has not been used for approximately 20 years and very few companies have the ability to perform anymore. Is there a specific group of components you are looking for or are there any alternative analyses that you would accept as replacements for this analysis?
It is our experience the Fourier Transform Infrared Spectroscopy analysis is still commonly used today. It is a practical method for determining or identifying the chemical components of organic and inorganic material, particularly when little or nothing is known about the material being tested. This test method can provide accurate qualitative and sometime quantitative analysis of the major compounds found in an unknown material or sample. We would prefer to have the option of FTIR analysis available under this contract; however, if you have an alternative analytical technique that offers the same benefits of FTIR analysis, please provide your recommendation, and we will consider it.
