Solicitation FA4814-12-R-0001 MacDill AFB Laboratory Analytical Support Services Site Visit Q&A

As a result of the MacDill AFB Analytical Support Services site visit held on 18 September 2011, the following questions were submitted and their answers have been included.

1. Could you please clarify the Major Component IDFTIR, which is not an EPA method, on the Price Proposal? Thank you.

CEVN reply: Identifier.

2. Do the three proposal volumes need to be in separate binders?

6 CONS reply: The proposals volumes can be separate or together as long as clearly marked.

3. What do the following items refer to?

i. The ‘ID’ in ‘Major Comp: IDFTIR’ (assuming FTIR stands for Fourier transform infrared spectroscopy)

CEVN reply: Please disregard the “ID” letters.

ii. The ‘S’ in ‘TOTMET-S’

CEVN reply: Test for total metals in PPM.

iii. Does TOTMET-S refer to RCRA metals only?

CEVN reply: Yes

iv. The ‘S’ in ‘Mercury: 7471A-S’

CEVN reply: Test for Mercury in PPM.

v. The ‘HW’ in ‘TCLP Metals: 6010B-HW’

CEVN reply: Hazardous Waste.

4. In addition to the NELAP and Florida certs, labs must participate in the following:

· EPA’s Proficiency Analytical Program (PAP),

· American Industrial Hygiene Association (AIBA), and

· Proficiency Analytical Testing (PAT) Program?

CEVN reply: Yes. Please see PWS, paragraphs 1.4.5 thru 1.4.5.4 for exact requirements.

5. Please provide a Site Map. The RFP mentions a site map, referring to attachment 3, however we have been unable to locate it. The “attachment three” that was provided on the Fed Biz Ops website is the past performance questionnaire.

6 CONS reply: Site Map reference was in error, please disregard. Attachment 3 is the past performance questionnaire.

6. Is the contractor required to actually field collect the samples from the identified areas or will the Air Force collect the samples and make them available for the contractor to pick up?

CEVN reply: The contractor will field collect samples.

7. Is this a new procurement or is there and incumbent?

6 CONS reply: A similar service contract was awarded in 2009 to Genapure Corp, but there has been a gap in service since then.

8. Under the Test Description Schedule, is EPA method 6020B acceptable for reporting TCLP Metals and Total Metals?

CEVN reply: As long as the results indicate whether or not the sample is over RCRA limits for hazardous waste.

9. Under the Test Description Schedule for ER, is EPA 9020 acceptable for reporting Total Halides?

CEVN reply: As long as the results indicate whether or not the sample is over RCRA limits for hazardous waste.

10. Under the Test Description Schedule for HW1 & HW2, is test method EPA8081 acceptable for reporting TCLP Pesticides?

CEVN reply: Yes.

11. Regarding Solicitation page 35, “Laboratory Quality Control, (c) Quality Control Plan, The proposal shall include a Quality Control Plan that adequately meets the requirements and addresses all areas covered under paragraphs 1.4.1 through 1.4.4.2.5...”

However, PWS Section 1.4.1 states “Quality Control Plan: Contractor shall have on file and shall be required to submit it to 6 CES/CEQB as part of its proposal and upon request…” Question: Is a complete QC Plan expected as part of the proposal?

6 CONS reply: Yes, as stated, the QC plan shall adequately meet all requirements including the paragraphs listed under quality control and shall be submitted as part of the proposal as outlined in both areas. The QC plan may be requested during the contract by 6 CES/CEQB and should meet the same criteria at all times, regardless of when it is submitted.

12. Section 1.2.1.2 - Analytical Support: "Blank, standard, duplicate, and a spike analysis shall be conducted 100% of the time" Shall the laboratory perform blank, standard, duplicate and spike analysis for every individual sample or for each batch of samples per parameter?

CEVN reply: Yes.

13. Section 1.4.5 - Special Qualifications:

Is it necessary for the laboratory to have accreditations for AIBA, PAT, PAP, and NIOSH even though the analytical parameters of this solicitation are not regulated by these bodies?

CEVN reply: No If the laboratory is NELAP accredited through a state other than Florida and is eligible for reciprocity, does the laboratory need to be accredited for NELAP through the State of Florida prior to proposal submittal or can it receive reciprocity accreditation upon award?

CEVN reply: Contractor may obtain State of Florida accreditation upon contract award; however, be sure to check with State of Florida prior or contract award that other NELAP accredited state is acceptable/approved by the State of Florida.
