About this file
This is a Questions and Answers document for Elevator Maintenance contract opportunity FA480326Q0074.
The government has limited historical maintenance data available for this solicitation. The previous contractor ceased service in October 2025, creating a gap in documented performance. Regarding specific facilities, elevators in buildings 216, 1996, and 2002 were not included in the previous contract, though the government was in the process of adding them. The elevator in building 1990 underwent modernization completed in April 2025 and was covered under a one-year warranty that ended April 2026. All other facility elevators not explicitly mentioned have experienced very little to no reported issues. Additional historical maintenance records for buildings 1130 and 1947 are available in a separate Excel document covering previous years to the present. Recent emergency call data from late 2025 includes: September 2025 in building 1122 (motor replacement), October 2025 in building 1042 (trap call), and October 2025 in building 1130 (reset/replace small parts).
Regarding contractor qualifications, contractors must meet requirements referenced in Statement of Work paragraph 8.6 Special Qualifications. The government clarifies that subcontractor qualifications, certifications, and past performance experience may be utilized to satisfy Technical Subfactor 3 (Contractor Certifications and Qualifications), provided the prime contractor meets the specified qualifications. The government conducted a site visit on 16 June 2026 for interested offerors.
