(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.
The following factors shall be used to evaluate offers:
Price
Quotes conforming or meeting the Performance Work Statement.
NOTE: The Government will arrange quotations from lowest total price to highest price, then the Government will evaluate the first 5 offers for acceptability. If adequate competition exists, no further quotations will be evaluated.
*Technical Acceptability is achieved when offeror provides proof, in the form of a technical narrative, that the offeror meets the minimum standards of the requirement identified in the attached Performance Work Statement. Each offeror's technical narrative will receive a rating (acceptable/unacceptable).
