The contract, with an undetermined number and effective date of June 12, 2026, requires the design, engineering, manufacturing, delivery, and complete turnkey installation of mission-critical console furniture systems to support the 20th Fighter Wing's Command Post and Wing Operations Center.
The scope encompasses two integrated console systems: Room 1 requires one three-operator console system (approximate width 21'9") with two file cabinet/binder storage credenzas, and Room 2 requires one six-operator console system in a continuous V-shaped configuration (approximate width 25'9") with one laminated worksurface storage unit and one corner cabinet/binder storage credenza. The contractor must provide all project management, custom production drawings, 3D renderings if required, detailed engineering drawings, ergonomic layout validation, fabrication, quality assurance, delivery, complete on-site assembly, operational testing, commissioning, and waste removal. All console work surfaces must feature 1-1/8" laminated medium-density fiberboard (MDF) with urethane "Comfort Edge" molding for operator safety and hygiene, with antibacterial and antifungal additives. Support credenzas require durable high-pressure plastic laminate (HPL) with either "Safeguard Edge" or "Comfort Edge" finishes. All workstations must be independently height-adjustable via electric sit/stand lift columns rated for at least 800N (179 pounds-force) per column, powered by six lift columns in Room 1 (operated by two controls) and twelve lift columns in Room 2 (operated by four controls), each featuring 3-position memory and digital displays. The system must incorporate enclosed cable raceways, industrial-grade power distribution units with surge protection, and flush-mounted worksurface access ports (2 power, 1 USB-A, 1 USB-C per flip-up unit). Manufacturing and delivery lead time shall not exceed 12 weeks from order and color selection confirmation. The contractor must deliver to Shaw Air Force Base, South Carolina, Building 1122, and perform all work Monday–Friday, 0700–1600, excluding federal holidays. All contractor personnel require background checks and multi-day installation passes obtained through the Visitor's Control Center and must comply with base security requirements, traffic regulations, and facility access protocols.

1. PURPOSE & SCOPE OF WORK
1.1. Purpose
The purpose of this Performance Work Statement (PWS) is to define the requirements for the design, engineering, manufacturing, and complete turnkey installation of custom, mission-critical console furniture to support the Command Post and Wing Operations Center for the 20th Fighter Wing at Shaw Air Force Base.
The purpose of these systems is to furnish multi-operator command, control, or monitoring environments designed for critical 24/7/365 operations. The solution must enhance operator performance, enable seamless technology integration, and provide a complete, turnkey installation.
The table will support a total of 9 operators simultaneously in two rooms: Room 1 supporting 3 operators, and Room 2 supporting 6 operators. It is intended to enhance operational efficiency, ergonomic performance, cable management, and technology integration within the Command Post and Wing Operations Center environment.
1.2. Scope of Work
The Contractor shall provide complete turnkey services, including:
• Design and engineering (including custom production drawings, detailed engineering drawings, 3D renderings if required, console layouts, and ergonomic layout validation)
• Fabrication and manufacturing
• Quality assurance
• Delivery and unloading coordination
• On-site installation (including complete full assembly, movement from staging area to installation room, and operational testing)
• Final commissioning and waste removal of a complete technical furniture system.
The project includes the development of a custom 1.3. This requirement includes the manufacturing, delivery, full on-site assembly, and waste removal of a complete technical furniture system. The system consists of Room 1 of custom three (3) multi-operator consoles with two (2) file cabinets/binder storage credenza, and Room 2 of custom six (6) multi-operator consoles with (1) laminated work surface storage and (1) corner cabinets/binder storage credenza. The contractor shall provide all project management, labor, transportation, and equipment necessary to fulfill the requirements detailed herein. Custom production drawings will be included.
1.3. Strict Material and Design Prohibitions
• No Modular “Kit-of-Parts”: The government will not accept modular, reconfigurable commercial-grade office furniture assemblies (such as modular kit-of-parts systems). The solution must be a custom-fabricated, heavy-duty integrated system.
• No Low-Durability Materials: Standard High-Pressure Laminate (HPL) finishes masking low-durability core substrates are strictly prohibited. Joint-heavy modular assemblies are inherently inadequate for severe-duty environments.
• Fatigue Resistance: All joints, fasteners, and support structures must be engineered to withstand continuous operational stress without delamination, edge failure, or structural fatigue under 24/7/365 continuous operational stress.
2. APPLICABLE DOCUMENTS
This PWS stands as the primary requirements document. All products and services must conform to the specifications detailed within this PWS.
All designs shall be submitted for government review and approval prior to manufacturing.
3. REQUIREMENTS / SALIENT CHARACTERISTICS
3.1. General System Requirements
• All equipment must be new and unused.
• All console work surfaces must be independently height-adjustable via electric sit/stand lift columns.
• The manufacturing and delivery lead time shall not exceed 12 weeks from the date of order and color selection confirmation.
3.2. Spatial and Dimensional Requirements
The specified dimensions below are mandatory, material requirements of this contract. Failure to meet these dimensions represents a material failure to comply with the government’s operational footprint and will result in technical unacceptability.
• Room 1 (Primary Command Post): One (1) single, integrated three-operator console system with an approximate overall width of 21’ 9”. Falling short of this minimum width represents a material failure.
• Room 2 (Commander’s Command Center): One (1) single, large multi-operator console system for six (6) operators in a continuous, integrated V-shaped configuration with an approximate overall width of 25’ 9”. Six separate individual desks or reconfigurable office parts are not acceptable.
3.3. Structural and Lifting Capabilities
• Electric Sit/Stand Mechanisms: Consoles must feature heavy-duty electric sit/stand lift columns designed for 24/7 continuous use.
• Lifting Weight Capacity: The maximum weight load per lifting column must be at least 800N each, which equates to 179 pounds-force (lbf) per column, to ensure all operator monitors, local processing units, and desk equipment are safely supported.
3.4. Work Surface and Edge Specifications
3.4.1. Primary Operator Consoles: Comfort Edge Work Surface
The primary work surfaces for all operator consoles (Room 1 and Room 2) must be engineered for extreme durability, hygiene, and operator health, explicitly suitable for the most demanding 24/7 control room operations.
Feature Specification Requirement
Core Material 1-1/8” laminated medium-density fiberboard (MDF) with laminate or Marmoleum surface finish.
Edge Material Urethane “Comfort Edge” molded directly to the MDF core.
Seam & Adhesion Permanently bonded urethane creating a long-lasting, water-tight seam with a smooth finish to eliminate peeling and delamination.
Ergonomics Smooth, contoured profile to improve operator comfort, maximize productivity, and reduce the risk of injury due to sharp edges.
Health & Safety Must include antibacterial and antifungal additives embedded in the edge material to promote a healthy work environment.
Durability UV resistant urethane that will not change color or deteriorate over time.
Color Options Must be available in a wide variety of colors (including Pinnacle Walnut, Brite White, Black, Sugar Glass, Homespun Chestnut, Grey Elm, Black Alicante, Natural Gray, Felt, Dove Grey, Natural Teak, Oiled Soapstone, Slate Grey, Graphite Nebula).
