About this file

This document is a Questions and Answers (Q&A) file for Solicitation FA480326Q0012, providing clarifications for a potential contract. The solicitation appears to involve smart locker systems with specific technical requirements, including 16-18 gauge steel construction (though 12-gauge steel was deemed acceptable), a cloud-based software management platform, and advanced sensor technologies. Specific sensor requirements include Passive RFID tags for asset tracking, proximity sensors, and PIR sensors for detecting user presence and movement.

The government confirmed acceptance of alternative identification methods for package tracking, such as Unique Pin Codes, QR Codes, RFID Readers, Badge Readers, and monitored cameras. A site visit is scheduled for 16 January 2026 at 10:00 A.M., with base access requests detailed in the solicitation. The NAICS code for this solicitation is strictly 332439, and vendors are required to submit quotes under this specific code. The document is dated 1/14/2026 and provides vendor-specific guidance for responding to the solicitation.

Question and Answers

FA480326Q0012

1) The solicitation specifies 16–18-gauge steel. Our solution uses 12-gauge steel and has proven durability in Category 3+ hurricane conditions. Would a higher-grade steel construction be considered acceptable?

Government response: A higher grade would be acceptable.

2) What type of database will be used to track users?

Government response: It should be primarily a cloud-based software platform for core functionality. The software should act as a central management system, handling access control, user authentication, usage monitoring, and data analytics.

3) Can you provide more information on the smart sensors required?

Government response: The sensors should encompass the following functions: Passive

RFID tags: Used to track individual assets placed inside the locker.

Proximity sensors: Detect the presence of a user or an object within the locker.

PIR (Passive Infrared) sensors: Detect movement in front of the locker, which can be used to trigger other actions like turning on a light or a camera.

4) Regarding "smart package sensors to detect packages and other items", this appears to target a very specific vendor. Our solution uses a choice of Unique Pin Codes, QR Codes, RFID Readers, Badge Readers, alongside monitored cameras for proof of chain of custody. Would this be an acceptable solution.

Government response: Yes, this would be acceptable solution.

5) Would we be able to visit the site prior to answering the solicitation?

Government response: Site visit scheduled for 16 January 2026 at 10:00 A.M. See solicitation for base access request. Request after expiration will be made on a case-by-case.

Contracting Officers discretion.

6) Would we be able to answer the solicitation under NAICS 541519.

Government response: No, the NAICS code for this solicitation is 332439. NAICS was assigned based on the sole purpose of this requirement. All vendors must submit quotes under NAICS code identified in the solicitation.
