About this file

This Statement of Work (SOW) details the requirements for installing a smart locker system at the Deployment Processing Center for the 20th Logistics Readiness Squadron at Shaw Air Force Base. The system must include 18-22 lockers capable of storing general-purpose mobility bags (A-bags: 24" x 20" x 20") and chemical warfare bags (C-bags: 24" x 15" x 15") in an outdoor area measuring approximately 362" wide x 80" high x 24" deep. The lockers must be constructed of 16 or 18-gauge double-reinforced cold-rolled steel, withstand extreme temperatures (-13°F to +122°F), and feature industrial-grade touchscreens, cameras, keypads, and security encryption.

The contractor is responsible for site assessment, installation, system integration, and staff/user training. The project requires a one-year maintenance and repair plan, annual software subscription, and comprehensive support covering hardware and software components. Installation must be completed within one week, with work performed during normal operating hours (Monday-Friday, 0700-1600). Contractor personnel must comply with base security regulations, including background checks, vehicle searches, and safety protocols. The system must provide real-time alerts, support multiple authentication methods, and ensure secure package storage and retrieval.

Statement of Work

Revision 01, 07 January 2026

Revision 02, 09 January 2026

1. DESCRIPTION OF SERVICES. The contractor is responsible with installing the smart locker system at the location specified by the government. The lockers will be assembled and firmly secured to the ground to deter tampering. Before installation, the contractor will conduct a site visit to determine the optimal setup for the area. After installation, the system must be integrated with software that enables users to receive notifications and access their packages effortlessly. Additionally, the contractor will offer training to both staff and users to enhance the advantages of the locker system, ensuring a seamless transition and continued satisfaction.

2. EQUIPMENT. The lockers shall have 16 or 18-gauge double reinforced cold-rolled steel construction or any compatible material that can meet the requirement. Operational conditions: temperature -13°to +122°F -humidity up to 100% noncondensing, rain, salt, and wind (category 3 cyclone) resistant, control towers feature an industrial-grade touchscreen, a camera for photo capture that will face outward towards the member, a keypad, a scanner for supporting barcode or QR code. If personal information is used for access into the lockers, the system will have safeguards to protect one’s identity and any controlled unclassified information (CUI) through data encryption. The speakers, camera and touchscreen shall be optimized for full functionality in bright sun, heat and cold conditions. Kiosk and screen are temperature controlled for operation in extreme conditions. Standard awnings need to provide users additional protection from outdoor elements and come with built-in lights, Each compartment or door shall have sensors to detect packages and other items. The software shall offer integration capabilities, user-friendly interfaces, and reliable security features.

Additionally, it shall enable real-time alerts for users regarding locker status and access permissions while ensuring seamless interaction with the locker hardware, and support various authentication methods to enhance security and user convenience

2.1. INSTALLATION. Installation of the locker system will be at the Deployment Processing Center (Bldg 1518). The government will supply access to facilities for 8 hours per day to conduct installation and training activities. The installation should include the total number of lockers that should be between 18 and 22, depending on the dimensions specified by the vendor, which must fit within a space of approximately W362" x H80" x D24" in the designated outdoor area. This configuration is crucial for storing the general-purpose mobility bag (A bag) and the chemical warfare bags (C bags) that will be accessible in the lockers after hours. The dimensions of the individual bags are as follows: A-bag: 24" x 20" x 20" - C-bag:

24" x 15" x 15". Each locker must be sized to accommodate both bags simultaneously. The contractor must include 1 year of maintenance/repairs in their quote.

2.1.2. ANNUAL SUBSCRIPTION. The annual subscription for the operation of a smart locker system shall maintain the core "smart" functions of the systems software, security, and support. This is to ensure continuous security with the necessary updates, to guarantee reliability and uptime through subscription. The subscription in short shall keep the system secure, reliable, and efficient.

2.1.3 ANNUAL SUPPORT & MAINTENANCE. Annual preventative and

corrective maintenance for the locker system's hardware and software. Services include all necessary repairs, upgrades, and technical support. Annual support and maintenance for a smart locker system shall ensure its longevity, reliability, and security. This is to prevent operational disruptions and security vulnerabilities by addressing both hardware and software issues before they escalate. The key benefits of regular maintenance include enhanced security through software updates, increased reliability by reducing downtime, and improved operational efficiency.

This will lead to long-term cost savings by preventing major repairs and extending the system's lifespan. This plan shall address mechanical failures, software glitches, and security breaches. The plan shall cover all essential components, from the physical lockers and digital locks to the control column and software, ensuring the entire system functions optimally.

GENERAL INFORMATION

2.2. Contract Personnel/Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer prior to the contract start date.
