About this file
This is a Questions and Answers document for the LRS Smart Locker Solicitation (FA480326Q0012), dated January 27, 2026, Revision 03. The document clarifies requirements for an outdoor smart locker system to be installed at an Air Force facility for storing general-purpose mobility bags (A-bags: 24"x20"x20") and chemical warfare bags (C-bags: 24"x15"x15"). The solicitation requires 18-22 actual lockers with dimensions of approximately W362"x H80"x D24", though outdoor installations with awnings may reach 92"-95" in height. All dimensions must accommodate the largest bag configuration to allow storage of either bag type. The government confirmed that higher-grade steel (12-gauge) is acceptable compared to the specified 16-18 gauge, and dual-door locker systems are acceptable provided both doors open simultaneously during retrieval.
The locker system must include a cloud-based software platform for user access control, authentication, usage monitoring, and data analytics, along with smart sensors including passive RFID tags, proximity sensors, and PIR sensors for movement detection. Alternative detection methods using unique PIN codes, QR codes, RFID readers, badge readers, and monitored cameras are acceptable for chain-of-custody documentation. Cameras for security monitoring are required as part of the equipment scope. Software setup and configuration are included in the installation scope. The NAICS code is 332439, and all vendors must submit quotes under this code. Power and WiFi connectivity are available on-site. The facility will not have an overhang covering the locker installation location. Configuration options provided show either 20 custom doors (36"x24"x24" each, totaling 84"x327"x24") designated as Option 1, or 22 custom doors (24"x24"x24" each, totaling 84"x288"x24") designated as Option 2. The project is fully funded and open for competitive bidding with no pre-identified target supplier.

Questions and Answers
LRS Smart Locker Solicitation ID: FA480326Q0012
1) The solicitation specifies 16- 18-gauge steel. Our solution uses 12-gauge steel and has proven durability in Category 3+ hurricane conditions. Would a higher-grade steel construction be considered acceptable?
Government response: A higher grade would be acceptable.
2) What type of database will be used to track users?
Government response: It should be primarily a cloud-based software platform for core functionality. The software should act as a central management system, handling access control, user authentication, usage monitoring, and data analytics.
3) Can you provide more information on the smart sensors required?
Government response: The sensors should encompass the following functions:
• Passive RFID tags: Used to track individual assets placed inside the locker.
• Proximity sensors: Detect the presence of a user or an object within the locker.
• PIR (Passive Infrared) sensors: Detect movement in front of the locker, which can be used to trigger other actions like turning on a light or a camera.
4) Regarding "smart package sensors to detect packages and other items", this appears to target a very specific vendor. Our solution uses a choice of Unique Pin Codes, QR Codes, RFID Readers, Badge Readers, alongside monitored cameras for proof of chain of custody. Would this be an acceptable solution?
Government response: Yes, this would be acceptable solution.
5) Would we be able to visit the site prior to answering the solicitation?
Government response: Site visit scheduled for January at 10:00 A.M. See solicitation for base access request. Requests after expiration will be made on a case-by-case. Contracting Officer’s discretion.
6) Would we be able to answer the solicitation under NAICS 541519?
Government response: No, the NAICS code for this solicitation is 332439. NAICS was assigned based on the sole purpose of this requirement. All vendors must submit quotes under the NAICS code identified in the solicitation.
7) Must fit within a space of approximately W362” x H80” x D24” in the designated outdoor area. This configuration is crucial for storing the general-purpose mobility bag (A bag) and the chemical warfare bags (C bags) that will be accessible in the lockers after hours. The dimensions of the individual bags are as follows: A-bag: 24" x 20" x 20" - C-bag: 24" x 15" x 15". Each locker must be sized to accommodate both bags simultaneously.
a) Space H spec’d at 80” however outdoor lockers will require an awning bringing the height range to 92” – 95” would this be acceptable?
Government response: Yes, that would be acceptable
b) Will Bag A and Bag C always be simultaneously in each locker?
Government response: No, there will be times when only one bag will be in the locker.
However, a dual-door locker system is acceptable, provided that both doors open simultaneously when a member is retrieving their bags.
c) If not, how often would it occur?
Government response: It will be predicated based on training requirements of the individuals needing the bag(s).
8) Will the A and C bags be placed together in one locker or separately?
Government response: Same as answer 7b.
9) Is this project fully funded and expected to move forward as currently described?
Government response: Yes
10) Has a target supplier already been identified, or is the project still open for competitive bidding?
Government response: Still open for bids.
11) Regarding installation, does the scope include software setup and configuration, or is it limited to physical product installation within the facility?
Government response: Yes, software set-up and configuration will be required.
12) The quantity listed as 18-22: does this refer to the number of openings, or the total number of frames?
Government response: 18-22 actual lockers.
13) If the quantity refers to openings, how many type A openings will be needed and how many type C openings will be needed? What would the configuration of each look like, this is needed to provide a better quote.
Government response: All the dimensions need to be set to the largest bag configuration. This way either bag c.
14) Are offerors expected to provide cameras for security monitoring as part of the scope of work?
Government response: It is part of the equipment’s requirements.
15) Will the specified 80-inch total heigh interfere with or limit the hood cover referenced for open-space installations?
Government response: No
16) Are these lockers protected by an overhang or next to a bldg? Can a picture or drawing be posted addressing this issue.
Government response: They will be about two off the building with an overhang. See picture below.
17 ) Is there power and a network connection at the site?
Government response: Yes, there is power & network. It is a WIFI.
18) Post the site Q&A's raised at the site visit.
Government response: Another Q&A will be posted post-site visit if additional questions during the site visit
19. Are these lockers protected by an overhang or next to a bldg.? Can a picture or drawing be posted addressing this issue?
Government response: There is no overhang by the building they will be installed at.
20) Is there power and a network connection at the site?
