About this file
This document is Amendment 02 to Solicitation FA480325QB015, issued by the 20th Contracting Squadron at Shaw Air Force Base, providing answers to potential vendors' questions about a Blanket Purchase Agreement (BPA) for AST Risers & Tank Shells Corrosion repair. The amendment clarifies key details about the tank systems, including tank sizes ranging from 250 to 5000 gallons in horizontal cylindrical and cubical configurations, with varying corrosion issues. The Air Force is seeking a contractor to address tank coating and riser corrosion problems, with potential pricing structures proposed as either per tank system or a combination of linear foot pricing for piping, square inch pricing for surface holiday repairs, and per riser corrosion repair pricing.
Key procurement details include an undetermined number of tanks to be serviced per fiscal year, dependent on available funding and repair complexity. The project will prioritize tanks with the most extensive corrosion, with tanks at the bombing range and Wateree Recreation Area potentially grouped for efficiency. Contractors should expect to handle various tank conditions, from minimal coating holidays to extensive corrosion, and must adhere to industry standards for cleanliness, paint application, and proper disposal of media and debris. HAZMAT and hazardous waste standard requirements will apply, and interested vendors can contact Ms. Lori Quador at (803) 895-9893 or lori.quador@us.af.mil for additional information.

MEMORANDUM FOR OFFERORS/BIDDERS/VENDORS
FROM: 20TH CONTRACTING SQUADRON

SUBJECT: Amendment 02, Solicitation FA480325QB015, AST Risers & Tank Shells Corrosion Blanket Purchase Agreement (BPA)
1. The purpose of issuing Amendment 02 is to provide the government’s answers to the questions submitted in accordance with (IAW) the timeline identified in the SAM.gov posting.
2. The questions and answers are listed below. Please be advised, the answers are in bold.
Question 1: Has the BPA previously been awarded?
Answer: There is no previous award for the BPA.
Question 2: If previously been awarded, what firm amount was it?
Answer: This BPA has not been previously awarded, but the BPA will be firm fixed price.
Question 3: What are the tank sizes and actual gallon capacities? If they are round, could you provide their diameter and height?
Answer: a. Shop-fabricated tanks are different shapes and sizes
i. Horizontal cylindrical tanks range from 250 gallons to 3500s ii cubical tanks (sub-base/belly tanks and standalone) range in size from 250 gallons to 5000 gallons.
Question 4: Are there any available drawings of the tanks?
Answer: Not really… photographs and strapping charts can be provided (see attached examples).
Question 5: Do the tanks have nozzles on the side?
Answer: a. Negative… all horizontal cylindrical tanks only have bungs on top.
b. Some sub-base tanks have interstice/annular plugs for draining secondary containment.
Question 6: Will we be coating only the exterior of each tank?
Answer: a. Not all tanks have coating issues.
b. Most all horizontal cylindrical tanks have riser corrosion issues as seen in the photos.
c. Most tank coating issues are just small holidays in the coating, some morethan others.
Question 7: How many tanks per fiscal year will require service?
Answer: a. Undetermined… number of tanks serviced will depend on time needed to prep and recoat each tank system’s corrosion issues in coordination with the money available that year for the project.
i. Some tank system corrosion repairs will take longer because there are more holidays or the supply and return piping runs and are longer.
ii. Some tanks need coating and riser repairs… and, the tank may have no holidays or a dozen or more.
Question 8: Are you looking for pricing per each tank, or will there be a different pricing structure?
Answer: a. Pricing per tank system (tank and any associated piping) is one way to do it as they are all different and will require different amounts of time to complete prepping and recoating.
b. Perhaps a better way to do pricing is:
i. per linear foot of supply and return piping,
ii. then pricing per square inch of tank surface holidays with 5” x 5” resurfacing area being the standard for most corrosion spots,
iii. and price per riser corrosion repair.
Question 9: Are there any existing reports, specifications, or inspection documents available that could assist in preparing our proposal?
Answer: a. Not really… again, all are different amounts of corroded surface area measurements
i. We would want to do the worst ones first.
ii. A triaged list of tank systems will be provided beginning with the most corrosion surface area affected to the least
iii. Tanks affected at the bombing range or Wateree Recreation Area will be grouped together for travel time and ergonomics.
Question 10: If there are any pictures or site-specific requirements that we should be aware of?
Answer: a. Photos of any tanks can be provided.
b. No site-specific requirements other than the industry standards of keeping the area clean, not dripping paint on other surfaces or the ground and removing all media utilized and all coating/corrosion debris from premises and disposing of it properly.
i. HAZMAT and Haz waste standard requirements apply.
4. In the event there are questions regarding Amendment 02 on Solicitation FA480325QB015, please contact Ms. Lori Quador by telephone at (803) 895-9893 or through email at lori.quador@us.af.mil.
