About this file

This document is a Questions and Answers file for a tank and piping corrosion repair and coating project. The scope involves prepping and coating tank shells and piping using specific SSPC (Society for Protective Coatings) standards, with cleaning performed using a bio-degradable degreaser and application of Sherwin Williams 646 Macropoxy and Hi Solids polyurethane coatings. Key requirements include using a NACE certified inspector, applying 2 coats of primer in different shades to ensure proper coverage, and achieving a 3-5 mil coating thickness. The project will address corrosion spots on multiple cylindrical or cubical tanks, with work prioritized based on the funding available and focusing on the most critically corroded areas.

The document details site visit questions and clarifications, indicating that no metal replacement is planned unless less than 50% thickness remains, piping will be measured per linear foot, and all work areas will be fully exposed before beginning. The contractor will be expected to mobilize for multiple jobs within a single BPA Call, with approximately one square foot of access provided where piping penetrates brick walls. The inspector must follow the most current SSPC standards and provide written proof of conformance at each step of the preparation and coating process.

Questions and Answers

1. QUESTION: Are there any previous assessments of the level of corrosion found on the tanks? Prior inspections etc.

ANSWER: No previous assessment information on corrosion status. The corrosion will be different on each tank system as corrosion rates are not the same due to ages of the tank systems and locations.

2. QUESTION: Is there a specific SSPC preparation to meet? Or just the manufacturer’s requirements?

ANSWER: As stated in SOW: 1.4 Scope: Clean all piping in accordance with (Society for Protective Coatings) SSPC-SP1 with a bio-degradable degreaser. Prep all piping in accordance with SSPC-SP2 and SP3. Install 2 coats of Sherwin Williams 646 Macropoxy (or equivalent product) to achieve 3 to 5 mil thickness. Topcoat with Sherwin Williams Hi Solids polyurethane (or equivalent product) with 2 coats. All prime coats shall be of different shades to ensure proper coverage. Inspections shall be performed by a (National Association of Corrosion Engineers) NACE certified quality control inspector and documented.

3. QUESTION: As many 6-inch x 6-inch tank shell repairs as possible to abate tank corrosion spots and per foot of corroded fuel supply and return piping with the money available beginning with the worst tanks & piping first.

ANSWER: The request will be for as much square footage as the contractor is able to do with the money allotment.

4. QUESTION: All the tanks listed are cubical or cylindrical in shape and either on the ground or elevated 12 inches from finished grade with the tallest tanks being 64” exterior dimensions.

ANSWER: For the cylindrical tanks add 12 inches to the height measurements.

5. QUESTION: Price per foot on piping in hopes to get the worst runs done first.

ANSWER: All piping runs are different lengths (easily greater than 1 foot) of supply and return piping (3/4-inch iron piping).

6. QUESTION: Nace inspector is not provided by government?

ANSWER PT 1: Any NACE certified inspector with a current/valid NACE ID number will suffice to sign off on repairs.

ANSWER PT2: The government will be going behind the NACE inspector to ensure they are verifying adequate prep and application coverage to meet the standards in the BPA SOW.

A Site Visit was conducted on 17 July, the following questions were asked during the visit.

7. SITE VISIT QUESTION: Do the workers have to be SSPC certified?

ANSWER: The most current versions of the listed SSPC standards must be followed, and the inspector must be certified and provide written proof of conformance with the prep and coating requirements at all steps.

8. SITE VISIT QUESTION: Will any metal need to be replaced?

ANSWER: No metal will be replaced, prep and coat the areas affected as described. If you feel the area has less than 50% thickness remaining, please note it and mark the area for me to investigate.

9. SITE VISIT QUESTION: Is the piping by sq ft?

ANSWER: No, it’s per linear foot.

10. SITE VISIT QUESTION: Will everything be exposed before work begins?

ANSWER: Yes, all piping will be exposed to allow for prep and coating before the job begins.

11. QUESTION: With concern to mobilization and demobilization, will it just be small jobs here and there?

ANSWER: We’re not going to ask you to come and do one square foot then leave. We will have a list of jobs pending the funding amount, so you will be able to work in as many areas as possible for that BPA Call at one time.

12. QUESTION: Do the workers have to be SSPC certified?

ANSWER: The most current versions of the listed SSPC standards must be followed, and the inspector must be certified and provide written proof of conformance with the prep and coating requirements at all steps.

13. QUESTION: How much access will be given for prepping and recoating where the piping penetrates a brick wall?

ANSWER: About a square foot hole with the piping being at the center will be cleared for access to the piping where it penetrates a brick wall.
