About this file

This document appears to be a set of questions and answers related to a federal contract opportunity for the replacement and repair of a K9 turf area at Shaw AFB. The contract encompasses the provision of all resources required for the installation of a new drainage system and turf spanning approximately 15,000 square feet.

Key details include:

  • The existing turf has issues with ripples, flooding, and being rough on the military working dogs' paws.
  • The agency is the Department of the Air Force Air Combat Command.
  • There is no incumbent contractor, and the award will be made to the lowest priced, responsible offeror.
  • No bonds or local vendor preferences are required.
  • Contractors may arrange a site visit, and personnel accessing the base will require background checks.
  • The government is open to potentially raising the turf area and adding drainage to improve drainage issues.

Q&A K9 Turf Replacement

1. What base system material is in place now and how deep?

I’ve atached the as-builts for the building and the material submital when it was put in. Looks like its pea gravel with a geotexle fabric. The as-builts have some addional informaon on the last page about some river rock placed around the outside edges which is 30-36” deep, it’s hard to read.

2. Clarificaon on “robust drainage system”

For a robust drainage system, I would recommend something similar to what we did at the Army Canopy.

a. 2” of fines compacted over 1 layer of SF 65 Geotexle fabric, over 6” of washed 57 stone.

i. Typically, the manufacture will have a detail for what they specify to be under their material, but what I recommended above should work in just about all circumstances.

3. What issues are they having with their current system?

The issues we are currently having are ribbles in the turf, flooding during any rain and turf being too rough on the MWDs paws unlike natural grass or pet turf.

4. Hello in reference to the above solicitaon what are your drainage requirements?

See answer to question #2. Washed rock is good for drainage, but you need a layer of sand overtop so that it can level it out. (side note, if you place compressed rock, or roadbed material, then it will hold water more than anything else).

Drainage would be a compressed rock layer that goes under the turf to prevent flooding and allow natural flow of water into the ground. Must meet or exceed requirements for drainage.

5. Who is the incumbent and what is the annual cost to the government at this present me

No incumbent

6. Is there a mandatory pre-bid meeng?

No mandatory, but available upon request

7. Is any form of bonding required?

No bonds

8. Do you require a local vendor preference?

No local preference

9. Will the award be made based on lowest price and based on the vendor demonstrang he/she is the most responsible bidder?

Award basis lowest price meeting requirement of SOW.

10. Would we be able to dispose of the old turf/rock somewhere on base or do we have to cart it away to a landfill?

Remove all the synthetic materials, the rock can be placed at the material yard, but we will need to coordinate with the pavements shop to confirm they want the material.

11. Is there a current or previous contract for this same service?

No

12. Can you provide the value of the previous/current contract?

13. Can you provide the name of the incumbent/awardee business if there is one?

14. What are the specific requirements for past performance?

We will review Sam.gov exclusions for all requirements

15. Do you require a local vendor preference?

No local vender preference

16. I would like to request photos and videos of the space the turf will need to be redone.

Photos will be atached to the amendment

17. We are a WOSB and a TSB and we will be subcontracng this out to our vendor. Are you saying there isn’t a requirement that we must do 10% or even 15% of the work?

This is a Small Business set aside esmated under the required threshold for a subcontracng plan. Procedure under FAR 19.507 will be follow for the percentage of work required

18. There is no formal site visit scheduled for this project but I can arrange for one myself if I contact the Base POC directly. Is that Correct?

Yes, Site visit request is due 3 Apr., and the access form is posted in SAM.

19. Are the Funds presently available for this project?

Not at this me.

20. Are bidding and Performance Bonds required for this solicitaon?

No bonding required for this project.

21. What is the subcontracng limitaons for this solicitaon?

No subcontracng limitaon, as this is a Small Business set aside.

22. I noted that you are only seeking a price for the enrety of the project and NO breakdown of materials, labor, overhead, profits, Dump site fee’s etc.. are required. Is this Correct?

That’s correct no cost break out required at this point.

23. What base system material is in place now and how deep?

See answer to queson 1.

24. Clarification or details about installing the new “robust drainage system”? What is your preference?

See answer to question 2

25. What issues is the client having with their current system and if you can provide me details on the current system installed (Brand, Model # or Serial #)?

See answer to queson 1

26. What base system material is in place right now and what is its depth?

See answer to queson 1

27. Could you please provide more clarity on the term “adequate drainage system” mentioned in the scope of work.

See answer to queson 2

28. Are you facing any issues with your current drainage system at the turf?

The issues we are currently having are ribbles in the turf, flooding during any rain and turf being too rough on the MWDs paws unlike natural grass or pet turf.

29. Can you provide us with the exact measurements of the project area along with some pictures?

See As-Builts

30. What base system material is currently in place and how deep?

See answer to question 1.

31. Is the job walk mandatory?

No.

32. Are there any plans / pictures that show the size and measurements of the area to be replaced?

33. I noced the desired pile height is 1.5”. Since this is labeled as K9 turf, it has been our experience that longer turf gets mated down much easier when it gets regular usage. I would typically recommend a pet turf for this applicaon, which is a 1” pile height. It will look newer much longer. Is this acceptable?

We cannot advise on a product selecon on an open solicitaon. Please review the requirements of solicitaon, and if you feel the product meets/exceeds them submit with the data to support.

34. Are our trucks permited to enter Shaw AFB, or is there a nearby parking area available?

The contract awardee will be authorized work vehicles.

35. Is 76 oz. face weight acceptable?

We cannot advise on a product selecon on an open solicitaon. Please review the requirements of solicitaon, and if you feel the product meets/exceeds them submit with the data to support.

36. What is the exact length times width?

Approx. 85ftx120ft, See As-Builts

37. Can we have an exact digital drawing of the project area?

38. What is the field being used for?

Military Working Dog training

39. Access for my employees, does everyone need background checks?

All personnel coming onto Shaw AFB will require base access with background check

40. Stone delivery, if I have stone delivered does the driver need to get a background check also?

The driver will also need to be cleared to come onto Shaw AFB

41. Equipment entrance and exit, is there a commercial entrance and exit?

There is a separate entrance for commercial vehicles and can use any exit.

42. What is the grade like? Is it flat or 2%, 3%, 5% grade etc?

FLAT

43. Are there any current drainage problems?

During heavy storms, water collects on the Northwest side of the turf and collects towards the center.

44. What is in the project area right now? Is it sod that needs to be removed?

There is currently turf with rock and grass surrounding. See As-Builts

45. To help eliminate the drainage issues, would it be possible to level the perimeter outside the training area and add underground drainage then re sod this area? This would help persuade the water to drain away from the training area instead of into it.

Yes

46. Does the training area need to be level? Can it have a slight grade to it starng from the center, slightly sloping outward in mulple direcons? This would help push the water out to the outside areas surrounding the turf and not allow it to puddle.

Level area is ideal but can have a slight grade

47. Is there anything underneath the training area such as power lines, irrigaon, or other ulies that would keep us from adding drainage pipe under the turf?

See As-Built Drawings

48. Could we raise the training area approximately 3 to 5 inches from its current height, if needed?

If we did this. We could level up and add a small grade to the outside perimeter area to eliminate the problem they currently have now. The training area is flooding and holding water because it’s the low spot of the total area.

Yes it could be done.

49. In the event we need to add underground drainage to help drain the water away from the turf and if there’s ulity lines outside the training area, between the turf and chain linked fence, can the base have them marked or will we need to do this?

50. May we have a Port a Poty delivered to the site?

Yes

51. Can we get a map of the surrounding areas with elevaon?

52. Do you need an equipment list of machinery that will be used on site?

Yes and equipment list would help coordinang with CE

53. Are there guters on the building?

NO
