STATEMENT OF WORK
COMBAT ARMS RANGE CLEANING AND HAZARDOUS
MATERIAL/DEBRIS REMOVAL
SHAW AIR FORCE BASE SOUTH CAROLINA
Revision 5 2 May 2019
The Government’s requirement is for the quarterly and annual range cleaning and hazardous waste removal at Building 1833, 20th Security Forces Squadron Combat Arms Weapons Firing Range at Shaw AFB SC.
1. SCOPE OF WORK: The work to be performed shall include the furnishing of all labor, materials, tools, transportation, supplies, and equipment necessary to perform hazardous material (lead/frangible dust/debris) clean-up, filter changing and bagging waste from 20th Security Forces Combat Arms Weapons Firing range (Building 1833) at Shaw AFB SC.
1.1 Material Handling: The Contractor must be regularly employed and certified in the handling and proper disposal of hazardous materials.
1.2 Coordination: The Contractor shall coordinate with Security Forces Point of Contact (POC) at least 72 hours prior to scheduled range cleaning in order to coordinate disposal of the waste materials with the Shaw AFB Central Accumulation Point (CAP).
1.3 Standards: The hazardous material clean-up, and removal will be in accordance with all applicable Air Force, OSHA, and EPA standards.
2. DESCRIPTION OF WORK: The following will be completed on a quarterly basis:
2.1 Quarterly Services:
(A) Inspection: The Contractor shall inspect forty-five (45) 24”x24”x12” box style rigid HEPA filters from the filter housings located at the rear of the range and repair or replace any filters that are no longer serviceable (i.e. broken or collapsed filters). The Contractor will ensure all filters are sitting properly in the housings.
(B) Filter Change: Remove, package in accordance with the pre-arranged method provided by the CAP, and replace forty-five (45) 24”x24”x 2” pre filters. The filters will be placed in the bags provided by the Shaw AFB CAP.
(C) Surface Cleaning: Remove waste material/debris to include dust, gun firing residue from approximately 11,872 square feet of space inside the CATM Range, building 1833. The areas to be cleaned shall include all horizontal surfaces in and around the Control Tower to include, but not limited to, all floors, target stands, control mechanisms, target retrieval systems, tables, chairs, window sills, floor drains (drains are plugged) etc.
(D) Back Side of Building Cleaning: Remove hazardous materials (gun firing residue/frangible dust/debris) from approximately 1,680 square feet of space on back side of building using HEPA vacuuming from the back side of the range;
pressure wash immediately after HEPA vacuuming. This area includes all scrolls, horizontal auger housing, and area under the horizontal auger housing.
This does not include inside the horizontal auger, only the outside areas.
(E) Collection and Packaging: Package all hazardous materials/debris (gun firing residue/frangible dust/debris) as required and notify the CAP for pick up. The collection of all hazardous materials/debris (gun firing residue/frangible dust/debris) using HEPA vacuum and shall comply with State of South Carolina, Environmental Protection Agency (EPA), Occupational, Safety, and Health Administration (OSHA), and Air Force laws, regulations, and standards.
2.2 Annual Services: Purchase, Remove, package and change out forty-five (45) 24”x24”x12” HEPA filters. The Contractor shall coordinate and schedule the following with the Non-Commissioned Officer in Charge (NCOIC) of Combat Arms.
(A) Collection and Packaging: Package all hazardous materials/debris (gun firing residue/frangible dust/debris) as required and notify the CAP for pick up. The collection of all hazardous materials/debris (gun firing residue/frangible dust/debris) using HEPA vacuum and shall comply with EPA, OSHA, and Air Force laws, regulations, and standards.
2.3 Additional requirements:
(A) The Contractor shall provide all services, necessary for the handling of hazardous materials in accordance with all local, state, and federal regulatory agencies.
(B) The Contractor shall clean the interior of the range via HEPA vacuuming and with damp disposal clothes or wipes. No hydro washing will be performed inside the range. Sweeping the range floor shall not be allowed.
(C) Containerized debris (dirt, dust, bullet residue, gun powder residue and personal protective equipment) shall be bagged and palletized and immediately reported to the Shaw AFB CAP for pick up. A final inspection will be conducted with the contractor and the NCOIC of Combat Arms at the end of each visit.

3. GENERAL INFORMATION:
3.1. SECURITY REQUIREMENTS
3.2.1. Listing of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to the Program Manager and sponsoring agency’s Security Manager 10 days prior to starting work. An updated listing shall be provided when an employee's status or information changes.
3.2.2. Security Training. The contractor ensures all contractor employees receive initial and recurring security education training from the sponsoring agency’s security manager.
Training must be conducted IAW DOD 5200.1-M, Information Security Program, Volumes 3, and AFI 31-401, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31-101, Integrated Defense.
3.2.3. Pass and Identification Items. The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees.
3.2.4. Background Checks. All Contractor employees shall submit to a criminal background check accomplished by Shaw Air Force Base Security Forces prior to the employee being issued base access credentials. Failure to submit requested Contractor Listing of Employees as indicated can result in denial or delay of issuing base access credentials. Processing criminal background checks takes, at a minimum, 7-10 days from time of submission.
3.2.5. Federal Investigations Requirements. (If Applicable) Contractor employees requiring initial issuance of a Common Access Card (CAC), Access to Restricted Areas, Use of Government Automated Information Systems/Networks, Child Care positions, or designated Positions of Trust shall complete submission of a National Agency Check with Inquiries (NACI) to the Office of Personnel Management (OPM), or a DoD-determined equivalent investigation. When required, the government (20 FW Information Protection Office) will submit NACI investigations to OPM at no cost to the contractor.
3.2.6. Retrieving Identification Media. The Contractor shall retrieve all identification media from employees who depart for any reason before the contract expires; e.g.
terminated for cause, retirement, etc.
3.2.7. Traffic Laws. The Contractor and its employees shall comply with base traffic regulations.
3.2.8. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Shaw AFB SC.
3.2.9. For Official Use Only (FOUO). The contractor shall comply with DoD 5400.7- R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
3.2.10. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
3.2.11. Physical Security. The Contractor shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
3.2.12. Controlled/Restricted Areas. (If Applicable) The Contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued. Contractor employees must have a completed National Agency Check with Written Inquires (NACI) investigation before receiving a Restricted Area Badge. Interim access can be granted IAW AFI 31-501, Personnel Security Program Management.
3.2.13. Key Control. The Contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The Contractor shall not duplicate any keys issued by the Government.
3.2.13.1. The contractor shall immediately report to the Contract Officer’s Representative or Program Manager any occurrences of lost or duplicated keys.
3.2.13.2. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the Government. The Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the contractor.
3.2.13.3. The Contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor’s employees and the opening of locked areas by contractor employees to permit entrance of persons other than Contractor employees engaged in performance of contract work requirements in those areas.
3.2.14. Photography Restrictions. No one is authorized to take any pictures or video recordings of Air Force operational aircraft or restricted areas without the approval of 20 FW/CVN regardless of location while on Shaw AFB. This includes, but is not limited to, personal electronic devices such as blackberries, iPads, iPods, cell phones, or any other devices with digital recording capabilities.
3.2.14.1. Any Contractor requiring pictures or videotape of Shaw’s airfield to support their contract must request and possess written authorization prior entering the airfield area.
3.2.14.2. Written authorization letters to photograph or video of the flightline must be signed by the respective (55th, 77th or 79th) Maintenance Squadron Commander; a Fighter Squadron Top 3, Director of Operations, or Commander; Logistics Readiness
Squadron Commander or Deputy; the Operations Group Commander or Deputy; 20 Operations Support Squadron Commander or Director of Operations or 20 FW/CVN.
3.3 CONSERVATION OF UTILITIES
The Contractor shall encourage employees on utilities conservation practices. The contractor shall be responsible for operating under conditions which prevent the waste of utilities which include the following:
3.3.1. Lights shall be used only in areas where and when work is actually being performed.
3.3.2. Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the contractor or by contractor employees.
3.3.3. Water faucets or valves shall be turned off after the required use has been accomplished.
3.3.4. Government telephones shall be used only for official government business not for personal use.
3.5. RECORDS
3.5.1. The contractor shall be responsible for creating, maintaining, and disposing of only those government required medical and personnel records that are specifically cited in this PWS or required by the provisions of a mandatory directive listed in Air Force Instruction 44-102, Medical Care Management, Air Force Instruction 41-210, Tricare Operations and Patient Administrative Functions, and Air Force Instruction 44-119, Medical Quality Operations. If requested by the Government, the contractor shall provide the original record or a reproducible copy of any such record within five working days of receipt of the request.
3.6. ENVIRONMENTAL CONTROLS
3.6.1. Compliance with Laws and Regulations. The contractor shall be knowledgeable and comply with all applicable requirements regarding environmental and occupational safety laws and regulations. In the event environmental/occupational laws/regulations change during the term of this contract, the contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the contractor shall inform the Contracting Officer pursuant to notice requirements and negotiate a modification to the contract.
3.6.2. Notification of Environmental Spills. If the contractor spills or releases any substance contained in 40 CFR 302 into the environment, the contractor or its agent shall immediately report the incident to Shaw AFB Fire Dept. at 911. The liability for the spill or release of such substances rests solely with the contractor and its agent.
3.6.3. Material Storage and Use. The contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. This includes hazardous materials.
3.7. SAFETY REQUIREMENTS
3.7.1. Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.
3.7.2. Perform work in a safe manner as required by OSHA 2206, General Industry, Occupational Safety and Health Standards (29 CFR 1910).
3.7.3. Provide protection to Government property to prevent damage during the period of time the property is under the control or in possession of the contractor.
3.7.4. Record and report promptly (within one hour) to Security Forces Point of Contact (POC) or designated government representative (GR), all available facts relating to each instance of damage to Government property or injury to either contractor or Government personnel.
3.7.5. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the Contracting Officer.
3.7.6. If the Government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist Government personnel in the conduct of investigation until the investigation is completed.
3.8. CONTRACTOR PERSONNEL
3.8.1. Contract Manager: The contractor shall provide a contract manager and alternate contract manager (responsible in the absence of the contract manager) who shall be responsible for the performance of the services. The names of the contract manager and alternate(s) shall be provided to the Contracting Officer and Security Forces Point of Contact (POC) in writing prior to the beginning of the first performance period. The contract manager and alternate(s) must be able to read, write, speak, and understand English.
3.8.2. The Contract Manager and alternate shall have full authority to act for the contractor on all contract matters relating to daily operations of this contract.
3.8.3. The contract manager or alternate shall be available during normal duty hours within two (2) hours to meet on the installation with government personnel or by phone (designated by the CO) to discuss problems. After normal duty hours the manager or alternate shall be available within four (4) hours.
3.8.4. Contractor Employees: the contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the Contracting Officer or Security Forces Point of Contact (POC) as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. Based on criminal background results or established disciplinary channels.
3.8.5. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name in English.
3.8.6. The Contractor shall not employ any person who is an employee of the U.S.
Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DOD 5500-7-R Joint Ethics Regulation. The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64-106.
