STATEMENT OF WORK (SOW)
For
Inspection and Repair Railroad Trackage and Electromechanical Signals
25 October 2017
1.0. Scope: The Contractor shall provide all labor, tools, materials, and equipment required to provide routine and emergency inspection/repair service to the railroad spur from Cane Savannah switch to the end of the switchyard at building 200, Shaw AFB SC.
Note: The railroad spur measures approximately 5.1 miles and consist of five (5) electric crossing signals, nine (9) switches and eight (8) paved and eight (8) unpaved crossings.
1.1. Work Standards: Inspection and Repair shall be performed by an experienced railroad construction contractor in accordance with the most current American Railway Engineering Standards (AREA) as well as Air Force Manual (AFM) 88-7 and state and federal standards.
Track inspectors shall meet the Federal Railroad Administration (FRA) qualifications for track inspectors in FRA “Track Safety Standards” chapter 5 under specific requirements of 213.7 or be registered as a certified track inspector by the US Army. See the following website for specifics on qualifications (http://www.fra.dot.gov/us/content/1555 ). The contractor shall submit verification of experience or US Army track inspector certification. 1.1.2. Performance: Routine inspections shall be completed monthly with approximately four
(4) weeks between inspections. The contractor shall contact Civil Engineer (CE) Service Contracts at (803) 895-9716 twenty four (24) hours before commencement of routine inspection/repair. All work shall be accomplished during the hours of 7:30 A.M. and 4:30 P.M.
excluding emergencies and government holidays.
1.1.3. Repairs. The contractor shall provide emergency inspection/repair service within twenty four (24) hours from the time of notification by the Contracting Officer or designated representative. The contractor can reasonably expect at least two (2) emergency inspection/repair services during the performance period.
1.1.4. Cross Ties: Shall be hardwood and meet the requirements specified in the AREA Manual for Engineering, Chapter 3, Part 1 for 6-inch grade and 7-inch grade ties.
1.1.5. Rail: Rail less than 13 feet in length shall not be installed in the track.
1.1.6. Written Reports and Out Briefs: Prior to departure, the contractor shall provide a verbal briefing of track conditions to the Contracting Officer or designated representative. The contractor shall then provide a written report within 24 hours or by the next workday should the service occur during a weekend or holiday of routine or emergency service. The written report shall include all deficiencies identified, impact of class of operation, urgency of repair or http://www.fra.dot.gov/us/content/1555 http://www.fra.dot.gov/us/home imminent danger, locations of deficiencies, necessary adjustment (s) in operation to allow safe movement of locomotives and freight. The written report shall also include an estimate covering labor and materials for repairs.
1.1.7. Quality Assurance. The Government shall monitor and evaluate the Contractor’s performance to ensure services are received IAW requirements set forth in this SOW. The method of surveillance will be spelled out in the Governments’ Quality Assurance Surveillance Plan. The COR will periodically inspect by watching actual task performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, or otherwise inspecting the task or its result to determine whether or not the performance meets the standards contained in this PWS. The COR may also inspect tasks not specifically mentioned in the Services Summary (Para 2.0 above). The COR will document the results of the surveillance and this documentation will become the official Air Force (AF) record of the Contractor’s performance. When a performance threshold has not been met or Contractor performance has not been accomplished, the COR will initiate and provide a report to the CO for action concerning the Contractor. The Contractor shall respond to the CO within ten (10) calendar days of receipt. The surveillance results shall be maintained as past performance information of the Contractor’s overall compliance with contract terms and conditions. If the total contract value exceeds the reporting threshold ($1M) this information will be utilized to submit an annual Contractor Performance Assessment Report (CPAR).
Note: The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer immediately.
1.2 Security Requirements For Unclassified Contracts
The following security requirements are required in Shaw AFB Statement of Works (SOW’s) and Performance Work Statements (PWS’s) when contract work does not involve access to classified information.
1.2.1. Listing Of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to the Program Manager and sponsoring agencies Security Manager. An updated listing shall be provided when an employee's status or information changes.
1.2.2. Security Training. The Contractor ensures all Contractor employees receive initial and recurring security education training from the sponsoring agency's security manager. The security manager shall provide employees with training required by DODM 5200.01, DoD Information Security Program, Volume 3, and AFI 16-1404, "Air Force Information Security Program". The Contractor will also provide initial and follow-on training to contractor personnel who work in Air Force controlled/restricted areas. Air Force restricted areas and controlled areas are explained in AFI 31-101, Integrated Defense.
1.2.3. Pass And Identification Items. The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees. All contractor employees shall undergo a background check conducted by 20th Security Forces Squadron prior to issuance of base access credentials. Only identification cards or driver's licenses from REAL ID compliant states or territories will be accepted. Contact 20th Security Forces Squadron for alternative forms of acceptable identification to conduct background checks.
Notice: All Contractor employees shall submit to a criminal background check accomplished by Shaw Air Force Base Security Forces prior to the employee being issued base access credentials.
Each Contractor personnel must submit their Social Security Number, Date of Birth, and Driver's License state and number (if applicable). Failure to submit required information can result in denial or delay of issuance of credentials. Background checks are only good for the company that requested them. Processing background checks takes, at a minimum, 7-10 days from time of submission.
1.2.4. Retrieving Identification Media. The contractor is responsible for retrieving all identification media from employees who depart for any reason before the contract expires; e.g.
terminated for cause, retirement, etc. The contractor shall return retrieved items to the Security Forces Pass and Registration Office.
1.2.5. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.
1.2.6. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Shaw Air Force Base.
1.2.7. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
1.2.8. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
1.2.9. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
1.2.10. Key Control. The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government.
a. The contractor shall immediately report to the Contracting Officer’s Representative (COR) or Program Manager any occurrences of lost or duplicated keys.
b. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor.
c. The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor’s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.
1.2.11. Federal Holidays: The following Federal Legal Holidays are observed by this Installation:
