REQUIREMENTS
STATEMENT OF WORK FOR
Providing Hot-Mix Asphalt, Tack and Prime to Repair Patrol Road
PROJECT: VLSB 10-0100
24 FEB 14
The Contractor shall provide all plant, labor, material, design and supervision to provide hot mix asphalt (HMA) types B and C, and Bituminous Tack and Prime Coats. Contractor shall also provide field and laboratory quality control testing, as required by the Government.
The Contractor shall not commence work without prior coordination with the Contracting Officer, Project Inspector and Using Agency.
2. SPECIFICATIONS
HMA mixtures shall conform to the Supplemental Technical Specification SC-M-402 (2/13) and all applicable references.
Bituminous Tack and Prime Coats shall conform to the requirements of the SCDOT 2007 STANDARD SPECIFICATIONS FOR HIGHWAY CONSTRUCTION, Section 305 GRADED AGGREGATE BASE and Section 401 HOT MIXED ASPHALT (HMA) PAVEMENT.
GENERAL DESIGN NOTES
a. Design shall be in strict accordance with the Shaw AFB Design Standards. The information provided in this SOW, the provided specifications and the requirements of the Shaw AFB Design Standards shall be determined to be the minimum standards required in this project. Where the information provided and/or Shaw AFB Design Standards conflict, then the most stringent shall be used. This includes all standards, codes, regulations and requirements provided by reference. See attachment 6 for Shaw Design Standards.
b. If any submittal does not, in the opinion of the Contracting Officer, meet or exceed the requirements contained within this SOW, in the Shaw AFB Design Standards or in any referenced design guidance or nationally recognized code, then it shall be considered to be unacceptable and returned to the Contractor for correction and resubmission. The Contracting Officer has the option, in lieu of disapproval, to provide acceptance of a submittal with required corrections identified if it is determined the submittal is substantially complete and correct.
3. SUBMITTALS
Contractor shall submit the following information on the material submittal plan(attachment 5) to the Contracting Officer, for approval:
Product Data
Mix Design (HMA)
Contractor Quality Control Plan
Material Acceptance Criteria
Waybills and Delivery Tickets or Time sheets if using Hourly Rates
Test Reports
Job-Mix Formula:
Preliminary / Plant Stability Testing
Core Sampling at Shaw for every 1,000 Short Tons
Core Sample Stability Testing
Certificates
Asphalt Cement Binder (HMA)
4. RESPONSIBILITIES:
The Contractor shall provide all plant, labor, material, design and supervision to provide and deliver hot mix asphalt (HMA) and Tack and Prime Coats. Contractor shall also provide field and laboratory quality control testing, as required by the Government. Work will consist of the following:
Hot-Mix Asphalt (HMA): All HMA mixtures shall conform to SC-M-402(2/13).
(1) Provide and deliver HMA Intermediate Course, Type B. HMA Intermediate Course will be ordered on an as needed basis from April 2014 to September 2014. Average daily sub-lot is anticipated to be 500 tons. Must be a minimum of 265 degree Fahrenheit at time of acceptance. Must also be available to deliver on nights and weekends if requested.
(2) Provide and deliver HMA Surface Course, Type C. HMA Surface Course will be ordered on an as needed basis from April 2014 to September 2014. Average daily sub-lot is anticipated to be 500 tons. Must be a minimum of 265 degree Fahrenheit at time of acceptance. Must also be available to deliver on nights and weekends if requested.
Testing: In addition to the required preliminary HMA mix aggregate and JMF testing, the Contractor will be required to perform sampling and testing of cores from each 1,000 ton lot. Each core sample shall be tested for JMF deviations in Laboratory Air Voids and Stability.
Bituminous Tack and Prime Coats:
A. Provide for the transportation and application of Bituminous Tack Coat. Apply bituminous material for the tack coat in quantities not less than 0.05 gallon nor more than 0.15 gallon per square yard. Anticipated total area is 63,500 square yards. Bituminous Tack Coat will be ordered on an as-needed basis from April 2014 to September 2014.
B. Provide for the transportation and application of Bituminous Prime Coat. Apply bituminous material for the prime coat in quantities of not less than 0.10 gallon nor more than 0.40 gallon per square yard. Anticipated total area is 36,000 square yards. Bituminous Prime Coat will be ordered on an as-needed basis from April 2014 to September 2014.
5. PERFORMANCE:
Contractor shall be able to produce a minimum sub-lot of 500 tons of HMA during one 8 hour workday. Contractor shall take into account haul and wait times, in addition to average placing times when determining the capability to meet the minimum daily production. The contractor must also be able to provide deliveries during nights and weekends when requested. The maximum allowable time interval between delivery trucks shall not exceed 30 minutes.
The agency placing the HMA does not have the capability to re-heat HMA and also does not have insulated hauling assets. Contractor shall adjust mixing temperatures to accommodate haul and wait times to Shaw AFB, Sumter, SC, so that the minimum temperature at the time of placement is no less that 265 degrees Fahrenheit. HMA delivered outside this range will be subject to rejection and will not be considered for payment.
The delivery destination for the HMA and Bituminous Tack and Prime Coats shall be Patrol Road, located on Shaw AFB, Sumter, SC.
