About this file

This memorandum is an internal Department of the Air Force directive regarding a mission-essential vertical transportation equipment requirement for Fiscal Year 2027 at Holloman Air Force Base, New Mexico. Dated March 5, 2026, and addressed to the 49th Contracting Squadron, the memorandum from the 49th Civil Engineer Squadron documents the determination that vertical transportation equipment services constitute mission-essential functions that must be performed under all circumstances to support DoD component missions and responsibilities. Failure to perform or sustain these functions would significantly affect the Department of Defense's ability to provide vital services or exercise authority, direction, and control.

The memorandum recommends inclusion of DFARS Clause 252.237-7023, Continuation of Essential Contractor Services, in solicitation FA480127Q0006 and any resulting contract, as this clause is required for services supporting mission-essential functions. The requirement mandates that the contractor provide uninterrupted services during crisis situations. Questions regarding this requirement should be directed to Greg Pitman, Contracting Officer Representative with the 49th Civil Engineer Squadron, at telephone number 572-5038.

DEPARTMENT OF THE AIR FORCE

HEADQUARTERS 49TH WING (AETC)

HOLLOMAN AIR FORCE BASE, NEW MEXICO

March 2026

MEMORANDUM FOR 49 CONS/PKA

FROM: 49 CES/CD

SUBJECT: Mission Essential Vertical Transportation Equipment Requirement for FY27

1. In accordance with DoDI1100.22, Policy and Procedures for Determining Workforce Mix (which supersedes DoDI3020.37, Continuation of Essential DOD Contractor Services), this requirement requires mission essential functions. Mission essential functions are organizational activities that must be performed under all circumstances to achieve DoD component missions or responsibilities, as determined by the appropriate functional commander or civilian equivalent.

Failure to perform or sustain these functions would significantly affect DoD's ability to provide vital services or exercise authority, direction and control.

2. In accordance with DODI1100.22, it is determined that the services requested are mission essential for performance during a crisis and require the contractor to provide uninterrupted services.

3. Recommendation to include DFARS Clause 252.237-7023, Continuation of Essential Contractor Services for the Vertical Transportation Equipment Requirement. This clause is required in solicitations and contracts for services that are in support of mission-essential functions.

4. If you have any questions, contact Greg Pitman, Contracting Officer Representative, 49 CES/CEOES, at 572-5038.
