About this file

This is a Questions and Answers document for a federal courier service solicitation. The requirement is for daily specimen transport courier services to medical centers and affiliated clinics, with service estimated at 245 days annually during a 12-month base period plus 4 option years. Daily shipments consist of 50-100 samples packaged in dry ice and ice packs, with one box per day delivered Monday through Friday. Pickups will occur at Holloman Medical Group laboratory as the sole additional pickup location.

Quotations are due September 4, 2026, at 2:00 PM Mountain Time and should be submitted via GSAebuy (for GSAebuy solicitations) or by SF1449 and email to 1Lt Jose Esparza and Ms. Kitty Williams (for SAM.gov solicitations). The requirement is a Total Small Business Set-Aside evaluated on a best-value basis with pricing required for the base year plus four option years. Small business prime contractors may subcontract courier services to another small business, provided subcontracting costs do not exceed 50 percent of total contract cost. A local office is not required if contract requirements can be met, and driver base access may be completed after award. The contractor must comply with Department of Labor wage determinations and federal hazardous material transportation regulations (CFR 173.134, Class 6, Division 6.2). Standard courier insurance coverage is required, and no additional specialized vehicle certifications or background check costs need be priced.
