Q&A – FA480123Q0006 ISWM_21Jun23:

1. Will there be a site visit?

a. No, there will not be a site visit for this requirement.

2. Can the Government please provide a list of the authorized off base disposal locations?

a. Please refer to Table A-1 of Attachment 1.1, Appendix A - Historical Workload Data Tables.

3. In the case of an SBA approved MPA Joint Venture, do both parties require the 5-year past performance requirement?

a. No, in the case of an approved Joint Venture, both parties combined will be subject to the past performance requirement listed in the Addendum to FAR provision 52.212-1 of the solicitation (up to 3 contracts “combined” submitted to determine acceptable past performance).

4. In the PWS, sections 1.1.1.3 – 1.1.2.4 all state Reserved. Are these types of waste collection not included in the solicitation?

a. That is correct. PWS sections 1.1.1.3 – 1.1.2.4 are reserved and not included in the solicitation.

5. In the PWS, section 1.1.3.1.2 states that the contractor shall provide waste containers for special events. Can the government provide historical data to estimate how many containers may be expected for special events?

a. Historical data shows that in the last 5 years there has been zero “0” 4 yard special event(s) but in our expenditure log we would require 24.

6. In the PWS, section 1.1.8 and 1.4 states that containers must match the architectural/appearance standards of the base. Can the Government please provide what those architectural/appearance standards are?

a. IAW the Holloman Air Force Base Installation Facilities Standards (IFS), Steel containers shall match Sherwin-Williams (SW 7520 – Dark/Medium Brown) or equivalent with black colored lids.

7. In the PWS, section 1.4 states the contractor shall maintain all Contractor and Government provided containers. Can the Government please clarify which containers or how many will be Government provided?

a. In the last 5 years the government has only provided 1 container (located at the waste treatment plant)

8. Is there a previous award number for this project? If so, what was the most recent option year value?

a. Yes, the previous award number is FA480119P0001. All award data and modification data can be found at the following: FPDS.gov.

9. In addition to the required contract manager, does this project require any other supervisory positions (i.e. supervisor, quality control manager, etc.)?

a. Per PWS para 4.7, the only required contractor personnel is the contract manager. Any other positions would be at the discretion of the proposed offeror to meet the service requirements of the PWS.

10. Do we need to provide the refuse containers, or will they be provided by the Government? (Including 4 cubic yard and roll off containers) if so, could you please indicate approximate number and size (e.g. 4 y3 or 40 y3) that we would need to supply?

a. IAW the PWS, Paragraph 1.0 DESCRIPTION OF SERVICES. “The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform integrated solid waste management (ISWM) collection at Holloman Air Force Base, NM (HAFB)”.

i. All refuse containers are to be provided by the contractor. 4 cubic yard (267), Staged 40 yard Roll off (7), and Specials 40 yard (4).

11. Is there going to be a “transitional period” between the current contract and the upcoming contract where we would be allowed to access the base and observe the current contractor activities in order to understand and define refuse collection routes?

a. This would be case by case. Historically, the prospective new contractors would coordinate with incumbent employees (offer them positions, etc.) as they have continuity with the base dynamic. We currently do not have a contingency for a transitional period (usually 2 weeks). This would need to be discussed between CONS and CE and coordinated since funding possibly could be involved.

12. If for any reason we are not allowed to follow the refuse truck(s) of the current contractor, are we going to be allowed to visit the base prior to the contract start date in order to established the collection routes?

a. This would depend on coordination between CONS and CE as the new contractor understands the period of performance starts 1 Oct 2023 and funding for a transitional period would need to be coordinated if required.

13. Item 0002 (and equivalents for future years) requires providing a cost for unscheduled pickups, however there is no specification of the container size considered in the “unscheduled items pick up” nor a description of what items would be picked up. Can you clarify if the “unscheduled items pick up” are for 40 y3 roll off container or for 4 y3 refuse container? Or you are looking for one price regardless of size container?

a. The unscheduled pickup is for 4 yard dumpsters. This is for those instances where if a refuse bin(s) was already serviced and the user has more usage than normal then we can schedule an unscheduled pickup for that dumpster.

14. Section 1.1.3.1.2 of the PWS requires the contractor to provide (or re-position) solid waste containers. Can you provide past history regarding frequency, how many and what sizes have been needed in the past?

a. In a year span, there has been 8 refuse bin adjustments (all 4 yard containers) that had to move or be relocated due to influx of personnel.

15. Regarding Section 1.4, is the Contractor going to be reimbursed for cleaning or painting refuse containers owned by the Government? And/or for replacement of lids or damaged container replacement? If so, can you provide an estimated number of units that historically have been repainted and/or how many lids were replaced? and in what section of the solicitation can we include the unit price for such activity?

a. IAW the PWS paragraph 1.4. EQUIPMENT MAINTENANCE. “The Contractor shall furnish containers that match the architectural/appearance standards of the base. Additional re-painting must match the approved color scheme. The Contractor shall maintain all Contractor and Government provided containers so that they have a professional appearance and ensure they are free of unpleasant odors, dirt, debris, and pests. All containers must remain in good, workable condition, with no leaks. They must remain easily accessible to customers. The Contractor shall perform all cleaning, painting, repair and other maintenance for containers at building 1266. Trucks and trailers used for hauling and collecting shall be free of odor, dirt, debris, and pests. Contractor vehicles and equipment shall not have any waste or equipment leaks such as oil or hydraulic fluid. Should any contractor vehicles or equipment have any leaks, the Contractor is responsible for cleanup.” Should be free of charge as we do not have a Contract Line Item (CLIN) for this maintenance.

16. Regarding section 1.4.1, would you be allowing periodic cleaning of the inside of the refuse truck box at the dedicated building 1266?

a. Yes , periodic cleaning can be accomplished at the building dedicated to the awardee (1266).

17. Would you allow the contractor’s refuse trucks (up to three) to park and stay overnight and weekends / holidays or when not in use at building 1266?

a. Yes, as it will be more efficient when it comes to collecting or servicing the bins in the morning and less downtime entering through the gate.

18. Would the contractor be allowed to store in building 1266 some spare parts and truck maintenance supplies and tools? (for minor maintenance activities, e.g. spare tires, truck fluids to top off, belts, etc.)

a. Yes , for minor maintenance. Please reference in PWS paragraph 1.4 EQUIPMENT MAINTENANCE.

19. Is there a 30-day phase in?

a. There is no specific phase in period, however it is normally two (2) weeks. Based on an anticipated award date of 01 September there may be more than the projected two (2) week phase in time. If funding is required, internal coordination may take up to a week to solidify. Additionally, the outgoing contractor and incoming contractor work together during this period.

20. Who is the incumbent contractor and what was the awarded price?

a. WASTESOLUTIONS LLC 1016 NW Bell Ave Lawton OK 73507-6647 Award data can be found on FPDS.gov

21. Will the government provide pictures of Bldg 1266 (yard, office, etc), considering there isn’t going to be a site visit?

a. We recommend a site visit once an award decision is made, as the general maintenance of Bldg 1266 (clean up and upkeep repairs are done through CE), will be the responsibility of the contractor but if there isn’t a site visit, pictures can be provided after the award decision is made.

22. What color do the containers have to be?

a. Sherwin-Williams (SW 7520 – Dark/Medium Brown) or equivalent with black colored lids.

23. Will the government provide a monthly roll off haul count?

a. Yes we can. Monthly collection is 9 roll off pickup/Month. Specials average 53 roll offs per year (Base yr 64, 1st Opt yr 56, 2nd Opt yr 42, 3rd Opt yr 51)

24. Will the Government please confirm that bulk pickup is not in the contract? Bulk pickup meaning to collect large items, placed next to or adjacent to refuse containers, such as (couches, furniture, treadmills, large concrete items, kitchen items, etc)

a. There is no Bulk Item Pickup. However, IAW the PWS paragraph 1.1.9. Maintaining Containers and Collection Area. “The Contractor shall return all MSW to their original location after servicing, in an upright position with the lids securely in place (closed). The Contractor is responsible for cleaning up any spills, debris, etc., on the ground within 10 feet of the container when servicing a location.”

25. Will the government provide a laydown yard during the phase-in/phase-out process?

a. Historically, the new contractor has contacted the incumbent to make an offer on buying the existing dumpsters. They have that option. In 2014, a shipment of 282 dumpsters were delivered from the new refuse contractor and it was coordinated with the contractor’s project manager and my Contracting Officer Representative. We had some delivered outside our CE compound and building 1266, the contractors provided facility.

26. May the contractor bid different (larger) sized containers other than a 4 CY at locations that have multiple 4 CYs?

a. This would be considered case by case. Please keep in mind the base has appearance standards that conceal the dumpster appearance by constructed block cubbies that have been erected throughout the years. My concern is the size of a larger dumpster fitting into the cubbies.

27. The 4- 40 CYs at Bld 1266, are those spare 40 CYs for the contract for unscheduled services? If not, how many spare 40 CYs will be needed for the contract?

a. The 4 – 40 CYs are for the Special Event 40 Yard

28. How many spare 4 CY containers must be on hand?

a. There should be a minimum of 6 - 4CY containers to support special events and other influxes.

29. Do the 4 CY containers require signage? (The contract logo, do not block, etc)

a. Yes. A minimum of “Building Number”, “Do Not Block”, “No Hazardous Materials” (i.e. tires, mattress, corrosive chemicals..etc), “Do Not Play On Or Around”, “Do Not Over Fill”, and “Contractor Information”.

30. Do the 40 CY containers require signage? (The contract logo, do not block, etc)

a. Yes with no building number (same signage for 4 CY contrainers)

31. Is the Project Manager for the contract also allowed to be a driver and/or a Quality Control Manager?

a. Yes, per PWS para 4.7, there are no limitations on the duties of the contract manager listed. The prospective offeror must make the determination on number of employees and assigned duties to said employees to successfully fulfill the requirements of the PWS.

32. Will the Government please confirm that recycling/running the recycle center is not part of the contract?

a. Recycling and operations related to the recycling center are not part of this requirement and the resultant contract.

33. What recyclables are processed in the center?

a. Recycling and operations related to the recycling center are not part of this requirement and the resultant contract.

34. Does the recycling center have to be manned during contract hours?

a. Recycling and operations related to the recycling center are not part of this requirement and the resultant contract.

35. Page 47, Part 14(i) of the solicitation states that proposals are to be submitted in MS Office format. However, several government provided documents that need to be submitted with the proposal (pricing schedule, SF1449, amendments, etc.) are in PDF format. Would the government allow offerors to submit proposals in PDF format?

a. Yes, offerors can submit proposal documents in PDF format.

36. Will the government confirm proposals are to consist of a single file containing the three parts/volumes?

a. Yes, the offerors package consists of three parts (Part 1: Technical, Part 2: Past Performance, & Part 3: Price Data) submitted as a single document. Please see above question and answer regarding format update.
