FA480119Q1005 – QUESTIONS AND ANSWERS
12 February 2019
Q1. In the PWS Section 1.13 Basic Fuel & Support Equipment Requirements, Subsection 1.13.1 it stated contractor will provide the necessary Material Handling Equipment (MHE) to support the fuel & support equipment. Are there any special or specific requirements for the fuel support equipment? IE: Fuel Tank Size (500-1000 Gallon) or Tank Type (single/double wall construction), containment berm etc.?
A1. Fuel tanks must be a minimum of 1,000-gallon capacity that are double walled for hazmat considerations. Spill containment berm will be of quality to stop spilled fuel from contact with the ground. Generally, the containment berm is a minimum of 1’ height.
Q2. On Appendix A Santa Cruz AZ Bid Sheet, Crane Operator, Hourly Rate – the bid sheet references pricing for eight (8) 40 hour blocks of operator time. The total amount of time needed will not exceed 320 hours. Is the initial Travel (drive) Time for the crane operator to and from his/her base (port of entry) facility to Santa Cruz AZ included in the 40-hour block of time? IE: if crane providers base (port of entry) facility is 3 hours away from location is their 3-hour drive time each way included as part of the 40-hour week calculation. We see there are provisions for mileage, hotel etc. but does not clearly identify how to capture the operators initial travel time to Santa Cruz AZ.
A2. Yes, the drive time is inclusive of the 40 hours, but the crane operator must stay in the local area if needed for multiple days. We will not pay them to commute back and forth from their home; this is why we are paying them TAD (temporary additional duty – employee travel).
Q3. On Appendix, C BBQ/Sasabe Bid Sheet, Heavy Equipment Fuel – Diesel, Heavy Equipment Fuel –Gasoline, and FOB Fuel – Diesel. Are there any requirements to the setup of the support equipment for these items? IE: Will the contractor be required to have separate fuel support equipment for each line item? Such as an individual set up/location for the Heavy Equipment Diesel Fuel, and individual set up/location for Heavy Equipment Gasoline and an individual set up/location for the FOB Diesel or will the contractor be able to combine set ups?
A3. Yes, the contractor will be required to have fuel support equipment for each line item. There will be a requirement for the fuel pumps and gauges to read the fuel for each of the fuel tanks. The setup for fuel will be in one location and can be combined. The only stipulation is the contractor must leave enough room to operate fuel pumps and complete repairs to tanks as required. This means their fuel berms must compliment the amount of fuel in one area.
Q4. 1.25 Safety Plan: does this plan cover military construction operators or just contractor employees?
A4. The safety plan is just for contractor employees.
Q5. 1.17 Quality Control Plan, does this concern the contractor personnel only or is the military construction workers included?
A5. The quality control plan concerns the contractor personnel only.
