About this file

This is a Questions and Responses document for federal contract opportunity FA480026Q0124, issued by the Department of the Air Force, Headquarters 633D Air Base Wing at Joint Base Langley-Eustis, Virginia on 25 September 2026.

The requirement involves installation of blue-light beacon systems and closed-circuit television (CCTV) systems at the facility. The contractor must furnish and install two CCTV cameras at specified locations (outside Room 232 and Corridor 252 by Room 253), eight wall-mounted monitors in Rooms 233, 234, 236, 237, 238, 239, 241, and 243, and fourteen blue-light beacons with a master "on/off" push button and individual "off" buttons in each room. The CCTV system operates as a standalone, air-gapped live-stream system with no recording capability or connection to government networks. Beacon operating voltage is 120 VAC, and both cameras must meet the Recognize tier of CCTV categories. Monitors must display both camera feeds in a two-camera split-screen format. The contractor is responsible for all system components including conduit consolidation in Room 239, camera and monitor cabling, IP video decoders at each monitor, and all necessary installation labor. Government furnishes only the 20U wall-mounted rack in Room 247 and existing electrical receptacles at monitor locations. The 90-day required delivery date applies, though Government review time for technical submittals (48-72 hours) does not extend this deadline. All equipment must be NDAA compliant and approved by 1 FW ISSO/GSSO before procurement. The evaluation method is Best Value. All onsite employees require Tier 1 investigations and CAC processing, and Service Contract Labor Standards apply per Wage Determination 2015-4341 Rev. 36.

MEMORANDUM FOR: Offerors

SUBJECT: Questions and Responses

REFERENCE: FA480026Q0124, 1 FW Network Install

1. Are cable-run lengths provided anywhere in the drawings or specifications? If not, can the Government provide estimated pathway lengths for the CAT6 and fiber runs from each room to Room 247? Cable-run lengths were not provided in the SOW. 633 CS should be able to provide the estimated lengths they used for the IGE. He is currently on leave but will return Monday, Sept 14th. Alternately, the attached document is what I sent to 633 CS to help them calculate cable-runs.

2. Are the existing conduits intended to be used for all applicable cable runs, and are they complete/continuous with pull strings installed? If additional conduit is required, can the Government identify the expected locations/quantities? Existing conduit can be used for some of the cable runs, however, some new runs will require new conduit. For example, some of the workstations only have one CAT6 cable/port at the workstation, but a total of four are needed. The additional three cables needed for that port can be ran using the existing conduit, but a new faceplate/ wall jack will need to be installed to accommodate the four ports. The existing conduits are not continuous, as they only extend to just above the drop-ceiling. They also do not have pull string installed. The estimated quantities for new conduit is as follows: Rm 234 - 4 new conduit;

Rm 236 – 4 new conduit; Rm 237 – 4 new conduit; Rm 238 – 4 new conduit; Rm 239 – 7 new conduit; Rm 240 – TBD but may only need 1 new conduit (if any); Rm 241 – 4 new conduit; Rm 242 – 13 new conduit; Rm 243 – 4 new conduit; Rm 244 – 7 new conduit; Rm 246 – 1 new conduit.

3. The SOW identifies several NIPR/SIPR/Other suite locations as “TBD by users.” Will these locations be finalized and provided to bidders prior to proposal submission, or should the contractor include an allowance for these installations? The locations listed as TBD by others is specifically referencing the exact wall placement within the room. Due to furniture and other utilities in the room, some locations may have to shift slightly along the wall, but the drawing closely depicts the locations of new NIPR/SIPR/Other suite locations.

4. Please confirm which network equipment and termination hardware is Government-furnished and which is contractor-furnished, including switches, patch panels, fiber termination hardware, SFPs, and patch cords. The only equipment that should be needed is whatever is needed/used to attach the fiber to the patch panel in room 247, and then the wall jack cover plates in each room. Patch panels, switches, SFPs, and patch cords are all government furnished.

5. Are the existing 1-inch CCTV conduits complete and ready for cable installation? Please provide the expected cable lengths to Room 247 and confirm whether the CCTV rack/NVR, switches, monitors, and mounting hardware are Government-furnished. To my knowledge, the CCTV conduits are complete and ready for cable install. All monitor locations also have electrical outlets installed at the same height the monitor will be installed. The government only has the rack/cabinet in room 247. All other equipment is needed as part of this contract, to include mounting hardware.

6. Please confirm the required control wiring/cable and whether the existing 3/4-inch conduits

Defend The Base | Support The Fight | Take Care of Airmen, Soldiers, & Their Families Defend The Base | Support The Fight | Take Care of Airmen, Soldiers, & Their Families are ready for wiring. To my knowledge, the conduits are ready for wiring; however, per the riser diagram, all conduit terminates above ceiling in room 239. The conduit ends at different locations within the room and will most likely need extensions to bring all conduit to a single location within the room. Also, please identify the location and responsibility for the central controller/power supply. The way the system needs to operate is to have a primary “all-on” push button at the main door, and each individual room has it’s individual “off” button within the individual rooms. The junction boxes for the blue lights are installed above ceiling and may require flex conduit to run from junction box to drop ceiling.

7. Can the Government provide the latest floor plans/as-built drawings showing the existing conduit routes, Room 247 termination points, and locations of the new network, CCTV, and blue-light devices? Unfortunately, we were told there are no red line/ as-builts detailing ESS conduit runs.

8. Is attendance at the September 16, 2026 site visit mandatory for an offeror to submit a responsive/technically acceptable quote? The site visit is not mandatory.

9. If so, may a disclosed/proposed subcontractor or teaming partner attend the site visit on the prime offeror’s behalf, and will that satisfy the attendance requirement? If permitted, may that attendee submit the JBLE base-access form directly to you/Ms. Moore? Who you choose to attend the site visit is up to you. Please send your completed paperwork to Mrs. Moore (CC’d).

10. Does this requirement include any bid bond, payment bond or performance bond? If yes, please confirm the required amount/percentage and when each bond must be provided. No, this does not apply to this requirement.

11. For Virginia contractor, electrical, low-voltage and security/DCJS licensing applicable to the line-voltage/CCTV portions, may MSH rely on appropriately licensed subcontractors to perform those regulated tasks under MSH’s prime contract, subject to the solicitation’s subcontracting limitations? Yes, you may rely on Virigina subcontractors to perform subtracting work.

12. The combined synopsis (page 1) refers to "providing fences." Please confirm the attached SOW (Network Infrastructure Installation) is the sole scope of this RFQ. Please disregard fences, Network Infrastructure is correct.

13. Will the Government accept partial payments upon inspection and acceptance of completed portions of the work (e.g., by room or by system), or is a single payment upon final acceptance intended? No partial payments.

14. Appendix B identifies several components as “GFGI.” Could you please define GFGI and confirm which CCTV/blue-light components are Government-furnished versus contractor-furnished?

The GFGI note was a carry over from the MILCON portion. All equipment and labor needed to make the CCTV and Blue Light system operational as needed in the SOW is expected to be part of this contract.

15. Section 2.3.4 identifies monitor locations in eight rooms, while the Appendix B riser diagram notes “CM (TYP. OF 7).” Please confirm the required monitor quantity. The narrative identifies Rooms 233, 234, 236, 237, 238, 239, 241, and 243.

The narrative outlining the eight rooms trumps the note in Appendix B. Eight monitors are needed.

16. Are as-built drawings, approximate conduit/cable run lengths, or confirmation of usable existing pathways available? The SOW notes that additional conduit may be required to consolidate the existing rough-ins in Room 239.

The current set of As-builts we have do not reflect actual conduit runs. Only end points for device locations. Individual conduit was installed for each blue light and each component of the CCTV system. For the Blue light conduit, each blue light location has conduit that runs from the light location to room 239. The end of the conduit in room 239 was not brought to a single location and enters the room at various points.

17. If the contractor is to furnish the recording equipment, please confirm the required recording/storage capacity or retention period for the CCTV system.

The contractor is not being asked to furnish any recording equipment as part of this contract.

Defend The Base | Support The Fight | Take Care of Airmen, Soldiers, & Their Families Defend The Base | Support The Fight | Take Care of Airmen, Soldiers, & Their Families

18. Please confirm any required acceptance testing, training, as-built drawings, O&M documentation, or other closeout deliverables not otherwise identified in the SOW.

None.

19. Is a site visit being offered for this requirement? If so, please provide the date/time and access instructions.

No, the site visit has already been conducted.

20. Since both Blue-Light and CCTV technical submittals require ISSO/GSSO approval before procurement, please confirm whether Government review time is included within the 90-day ARO completion period and, if available, the anticipated submittal-review turnaround. The solicitation establishes the 90-day RDD, while the SOW requires approval before procurement.

Our office may need up to 48-72 hours to review submittals due to the different personnel that need to approve it.

21. Please confirm the revised SOW (15 pages) fully replaces the original Network Infrastructure Installation SOW, and that fiber, CAT6, NIPR/SIPR/Other suites, LC faceplates and the Room 247 L6-20A receptacle are out of scope. Paragraph 5.1 still lists "specialized fiber cabling, Category 6 cables… junction ports, and faceplates" as contractor-furnished, and paragraph 2.1 is still titled "General Network Infrastructure Installation Requirements."

Will these be corrected?

This was an oversight and should have been removed/corrected from the revised SOW.

22. Does the Government intend to solicit the network infrastructure work separately at a later date? Yes.

23. Beacon power: is a power source available at the Room 239 unified connection point for the beacon system, or must the contractor provide a new circuit? If a new circuit is required, please identify the serving panel. The contractor may have to provide a new circuit for the beacon system.

24. Monitor video: to keep the system air-gapped, may video be delivered from the recorder in Room 247 to each monitor over HDMI/HDBaseT extension through the existing 1" conduits, or does the Government expect an IP decoder at each monitor? While the graphic depicts an NVR, this work is only asking for a live feed image.

25. Access and storage: will the Government provide escorts for contractor personnel in controlled areas pending T1/CAC processing, and how many may be escorted at once? Is a secured on-site storage location available per SOW 2.1.1? Yes, the Air Force will provide escorts as needed. The Air Force will determine the number of escorts needed based on the number of workers. Yes, secure storage will be available on site.

26. Please confirm beacon operating voltage (120 VAC or 24 VDC), the intended control logic (master on/off with room-level off only), and that the existing 3/4" rough-in conduits and installed junction boxes contain no conductors. Operating voltage should be 120 VAC. Yes, we are asking for a master on/off button with room level off only. I do not have an answer to the last part of the question at this time.

27. The riser diagram appears to designate the master panel in Room 239 and the beacons/push buttons as Government-furnished, while SOW 5.1 lists beacon hardware as contractor-furnished. Please confirm who furnishes and who installs (a) the master panel, (b) the 14 beacons, and (c) the master and 10 room push buttons, and confirm the contractor provides all conductors. Apologies for the confusion with the diagram. We are asking for all components of this system to be contractor furnished.

28. Please confirm (a) the cameras record to a local, stand-alone NVR with no connection to any Government network, and (b) whether the recording software must be a Government-approved product (e.g., DoD APL) or is subject only to 1 FW ISSO/GSSO review. We are not asking for record capabilities as part of this contract, only live feeds.

30. The riser shows the man trap secure-side camera (CCTV#2) marked "Deleted" and monitors "(TYP. OF 7)," while SOW 2.3.4 lists two cameras and monitors in eight rooms. Please confirm (a) camera quantity and exact mounting locations, (b) monitor quantity, (c) that monitors are wall-mounted at the existing 1" conduit locations, and (d) that cabling runs in the existing 1" conduit to the 20U rack in Room 247. This work includes the installation of two cameras and eight monitors. The monitors will be wall mounted. Power/ electrical outlet for each monitor is already installed at each location and at same height monitor will be located. Question

(d) – I do not have the answer to this question at this time. This will need to be confirmed.

31. Does Amendment 1 remove all building-wide fiber, CAT6, network-suite, and Room 247 receptacle work? If so, why does SOW 5.1 still list fiber, CAT6, ports, and faceplates? Yes, Amendment 1 removed all building-wide fiber, CAT6, network-suite, and room 247 receptacle work. Not removing 5.1 was an oversight.

32. Does the riser’s deleted camera leave the two locations named in the text—outside Room 232 and in Corridor 252 by Room 253? Yes, only two cameras are required, not three.

33. Are eight monitors required as listed by room, despite the riser’s “typ. of 7” notation? Yes, eight monitors are required.

34. What recording retention, export method, and storage capacity must the CCTV system provide? While the riser diagram depicts an NVR in the cabinet, we are only asking for a live feed without record capability as part of this project.

35. Should each local beacon “Off” button shut off only its room’s light, and how is that light reset? What beacon power and control wiring is already in place? Yes, each local beacon “Off” button should only shut off its room’s light. If the light needs to be turned back on, it will be done at the master switch. Nothing for this system is in place, except empty conduit.

36. Can bidders inspect the installed conduits, boxes, rack, and Room 239 rough-in before final pricing? What turnaround should they allow for ISSO/GSSO approval? A site visit was conducted last week. Another site visit would not be able to be coordinated until after the 28 September deadline.

37. What country-of-origin evidence will the Government accept for the required equipment?

The manufactural technical volume.

38. The solicitation references both “Best Value” and “Lowest Price Technically Acceptable.”

Please confirm the evaluation and award method that will control. Best Value

39. Please confirm that “Combined Synopsis Amendment 1” and “SOW Blue Light and CCTV Amendment 1” completely replace the deleted original synopsis and network-infrastructure SOW. Correct.

40. The riser diagram on page 15 marks a secure-side CCTV branch as “Deleted.” Please confirm the exact equipment, cable routes, and locations removed from the requirement. Only two CCTV cameras are required. The third camera was an error and was deleted from the previous contractor’s scope for rough-in.

41. Please confirm whether the contractor must furnish the NVR, storage drives, PoE switch, UPS, rack power distribution, video-distribution equipment, licenses, patch panels, and related rack components. The notation associated with the NVR on the riser diagram is unclear. Disregard the NVR in the diagram. This CCTV system is to operate as live stream only.

42. Please provide the required video-retention period, recording schedule, frame rate, resolution, codec, storage redundancy, and whether recording will be continuous or motion activated. Disregard the NVR in the diagram. This CCTV system is to operate as live stream only.

43. The SOW requires every monitor to display both camera feeds simultaneously. Please confirm whether a two-camera split screen, picture-by-picture display, or picture-in-picture display is required. Two camera split screen.

44. The SOW states that cameras must not contain microphones or talk-back features. Please confirm whether all audio hardware and audio input/output connections must be physically

Defend The Base | Support The Fight | Take Care of Airmen, Soldiers, & Their Families Defend The Base | Support The Fight | Take Care of Airmen, Soldiers, & Their Families absent, or whether a model with permanently disabled audio capability is acceptable. It is preferred that all audio hardware and audio input/output connections are physically removed. If this conflicts with other purchase requirements, such as NDAA compliance, permanently disabled audio capabilities may be acceptable.

45. Please confirm that “zero wireless capability” requires the physical absence of Wi-Fi, Bluetooth, Zigbee, and cellular hardware, rather than software disablement of those features. Physical absence of these features is preferred.

46. Please identify the applicable edition and specific sections of the IC Technical Specifications for ICD/ICS 705. Please also provide any project-specific security, installation, documentation, inspection, or accreditation requirements. ICD/ICS 705 v.1.5.1 is the current version. Requirements have been incorporated into the SOW. System products/equipment spec sheets and data sheets must be reviewed and approved by customer prior to procurement. An additional inspection will be conducted prior to installation.

47. Please confirm that the CCTV system will operate as a completely standalone, air-gapped network. Will any connection to the government LAN, BITS, NIPR, SIPR, or another government system be required? CCTV will not connect to any government network. It will be completely standalone.

48. Please identify which of the two cameras is the “entryway camera” requiring 120 dB WDR.

Please provide the required coverage limits or facial-identification acceptance criteria for both camera locations. Both cameras should fall into the Recognize tier of CCTV categories. The statement should have reflected “cameras” rather than a single “camera”.

49. Please provide the approximate conduit lengths and confirm whether the existing one-inch CCTV conduit and three-quarter-inch beacon conduit contain usable pull strings and have been tested for continuity and obstructions. We do not have this information at this time. Existing conduit should have pull string installed. I cannot confirm if the conduit has been tested for continuity or obstruction.

50. Section 5.1 references specialized fiber cabling, while the riser diagram appears to show Category 6 cabling. Please identify where fiber is required and provide the required fiber type, strand count, connector type, and approximate length. Apologies for the confusion with

5.1. That statement was applicable to previous version. This contract does not include the installation of fiber or CAT6 unless it is needed for the blue light or CCTV system.

51. Please provide the available rack units, existing rack power, grounding, circuit capacity, and receptacle information for the 20U rack in Room 247. Please confirm whether a UPS currently exists. A 20U wall mounted rack is available for CCTV components. There is a standard electrical outlet located inside the wall mounted rack. I do not have the circuit capacity at this time. An UPS does not currently exist in the rack.

52. Please confirm whether suitable receptacles already exist at all eight monitor locations. If not, should the contractor include new branch circuits, conduit, and receptacles? Yes, suitable electrical receptacles already exist at each monitor location. The receptacles are located at the same height the monitors will be mounted.

16. Please provide the required operating voltage for the beacon lights and control stations, or confirm that the contractor may propose a listed low-voltage or line-voltage system. I believe the preferred voltage is 120V, however, the contractor may propose an alternate option.

17. Please confirm whether activation of any individual “Off” push-button must deactivate all 14 beacons or only the beacon or beacons serving that room. Please also clarify the reset and reactivation sequence. Each individual “off” push button should only deactivate the beacon for that room. The main “On/Off” button should activate all beacon lights. Individual lights can be turned off in each room as needed. The primary “On/Off” will then turn off all lights, which should reset the system.

18. Please confirm whether an LED beacon providing a simulated rotating pattern is acceptable or whether a mechanically rotating beacon is required. Either would be acceptable as long as the bulb in each light can be replaced without needing to replace the whole assembly.

19. Please provide an estimated quantity of additional conduit required to consolidate the beacon rough-ins in Room 239. If the quantity cannot be provided, may offerors include a stated

Defend The Base | Support The Fight | Take Care of Airmen, Soldiers, & Their Families Defend The Base | Support The Fight | Take Care of Airmen, Soldiers, & Their Families allowance and unit pricing for additional conduit? The quantity of conduit would be in line with the number of lights. The length of each of those conduits cannot be provided, as this will be dependent on the final location within room 239.

20. The SOW references “Buy America.” Please identify the specific Buy American, Buy America, TAA, or domestic-content requirements applicable to cameras, monitors, recording equipment, beacon hardware, cable, and other materials. All equipment must be NDAA complaint first. It must then follow TAA and/or BAA guidelines once meeting NDAA compliance.

21. What is the anticipated ISSO/GSSO review time for the blue-light and CCTV technical submittals? Will government review time extend the 90-day required delivery period if approval delays procurement? We anticipate a 48-72 hour review time from the time we receive the submittal. This does not include weekends or holidays.

22. Please confirm whether every onsite employee requires a Tier 1 investigation or whether Tier 1 and CAC requirements apply only to personnel needing IT or controlled-area access. This requirement applies to every on-site employee.

23. The SOW prohibits personal laptops, tablets, cell phones, cameras, and recording devices in the work area. Please identify the process for approving contractor-owned laptops, camera commissioning tools, cable testers, and other required test equipment. Coordination must be made in advance if any of these items are required to complete the work outlined for this project.

24. Please clarify how the contractor should document concealed conditions, equipment installations, camera views, and as-built conditions when photographic devices are prohibited. The customer can assist with photo documentation.

25. Please confirm whether Service Contract Labor Standards and Wage Determination 2015- 4341 Rev. 36 apply to all onsite installation labor. Please identify the expected labor classifications for electricians, low-voltage technicians, and CCTV installers, or state whether conformance requests will be required. Yes, please use the Wage Determination attachment in Sam.gov.

26. Will the government provide a site visit before quote submission so offerors can inspect the existing conduit, rack, power, camera views, and monitor locations? Site visit already happened.

28. The solicitation evaluates one CLIN but requires detailed pricing. Please confirm whether the government wants separate pricing for the blue-beacon system, CCTV system, labor, materials, shipping, and optional work. Yes, if you are able to.

29. Riser diagrams: as discussed with Ms. Moore this morning, we understand a legible copy of the Blue Light and CCTV Riser Diagrams may not be available from the previous contractor.

If it is not provided before the due date, our quote will include 7 hours to field-verify existing conditions (conduit routes, junction boxes, pull strings and rack access) before installation begins. The 7-hour field verification can be arranged.

30. We observed during the site visit that the blue-light 3/4" conduits are empty with pull strings in place, and our quote is based on that condition. No response is needed unless the Government knows otherwise. Pull string should be installed in all conduit.

31. Does the camera and monitor cabling run in the existing 1" conduits to the 20U rack in Room 247? It should. This can be confirmed during the 7-hour field verification, if selected.

32. If a new 120 VAC circuit is needed for the beacon system, which electrical panel serves Room 239, and does that panel have a spare breaker space? Unless told otherwise, we will quote one new dedicated 20A, 120 VAC circuit installed by a licensed electrician. A new circuit may be needed. There is a spare breaker space in the existing electrical panel.

33. Since only live view is required, please confirm either method is acceptable for sending video to the eight monitors: (a) HDMI/HDBaseT extension from a display unit in Room 247, or (b) an IP video decoder at each monitor on a stand-alone, air-gapped switch. Unless told otherwise, we will quote option (b). Option B is preferred.

34. Must the live-view software or decoder be on a Government-approved list (for example, DoD APL), or is 1 FW ISSO/GSSO approval enough? The equipment must be NDAA compliant a Government approved list. This is in addition to ISSO/GSSO review.

File details come from the government source that posted it. Updated .
