About this file
This is a Questions and Answers document for Solicitation No. FA480026Q0121, an ALSSA Video Teleconference Services RFQ issued by the U.S. Air Force. The solicitation addresses upgrades to an existing AV/VTC system at the ALSSA Center, a tenant command at Joint Base Langley-Eustis.
The Government requires completion within 45 days of contract award due to system failure and the need to add SIPR Teams capability to the existing setup. Key deliverables include: two additional encoders at the operator workstation for dual-monitor output supporting both NIPR and SIPR systems; two dedicated AV bridge devices for NIPR and SIPR Microsoft Teams connectivity; one controllable 1:4 HDMI distribution amplifier for camera video distribution; a new power-control solution; control system programming updates for the existing Crestron Model M201923006 processor; and firmware updates across all affected AV devices. The contractor must recreate or replace the control system programming and user interface from scratch, as the Government does not possess existing source code. Integration must occur with existing equipment including Cisco Secure Switch (SIPR VTC system), Crestron network video endpoints, Biamp audio DSP, and various other AV components. The contractor will provide a one-year comprehensive maintenance warranty covering contractor-furnished equipment, with phone support available immediately and on-site assistance within 7-10 work days. Award basis is best value. Security requirements for SIPR-connected equipment will be coordinated through the ALSSA Center IT representative and 633d Communications Squadron, with the Government providing cleared escort during classified work. A site survey/system verification will be conducted before final procurement and installation.

Questions and Answers – ALSSA Video Teleconference Services
Solicitation No. FA480026Q0121
1. Can the Government provide existing AV drawings, equipment lists, rack elevations, signal flow diagrams, and control system source code?
A. Please see attached drawings.
2. Can the Government identify the Government-furnished endpoint architecture for both
NIPR and SIPR Microsoft Teams/VTC operation, including whether each environment will use laptops, desktop workstations, dedicated Teams appliances, VTC codecs, or other approved endpoints?
A. Yes – the PC hardware that connects to the VTC system is government-furnished desktop workstations (one NIPR workstation and one SIPR workstation as well as the corresponding human interface devises). There is an HDMI laptop port that provides the capability to connect an external laptop, but no other steady-state hardware will remain connected to the system.
3. Does the operator workstation referenced in Section 2.2 have the capability to be displayed on the wall display(s) and/or serve as a source for VTC?
A. Yes – those workstations (referenced in #2 above) will have the capability to be displayed on the wall and will serve as the source for VTC for MS Teams.
Additionally (for awareness), there is a separate built-in SIPR VTC system (Cisco Secure Switch /
SN: FJ22605063U) within the iG109103 AV System cabinet.
4. What specific security, accreditation, cybersecurity, product compliance, and approval requirements apply to SIPR-connected equipment?
