About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the U.S. Air Force.
Solicitation Details: The amendment modifies solicitation FA480026Q0023, dated March 17, 2026, and is effective March 19, 2026. The issuing office is FA4800 at Langley Air Force Base, Virginia, with contacts Lester Yearwood and Vanity Wright. The primary change removes the site visit requirement from the Instructions to Offerors; no site visit will be held. All other terms and conditions remain unchanged and in full force and effect.
Evaluation and Award Criteria: This is a 100% Small Business Set-Aside competitive best value procurement. Award will be made to the responsible offeror whose proposal conforms to solicitation requirements and has the lowest evaluated price with an "Acceptable" rating in all technical subfactors. Evaluation factors are Price, Technical, and Past Performance, with technical and past performance equal in importance to price. Technical proposals must address procedures for ensuring accurate laboratory analysis and reporting in accordance with SOW 1.1.3 and 1.1, and will be rated on an "Acceptable/Unacceptable" basis. Past performance will similarly receive "Acceptable" or "Unacceptable" ratings, with offerors without a performance record receiving a neutral "Acceptable" rating. The evaluation process will assess a minimum of the three lowest-priced offerors for technical acceptability and responsibility, continuing in price order until three offerors achieve "Acceptable" technical ratings and are determined responsible.

Evaluation Factors for Award
Header Miscellaneous Text (Modified):
Evaluation Factors for Award
52.212-2 Evaluation-Commercial Products and Commercial Services. (Nov 2021)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors will be used to evaluate offers:
Price, Technical and Past Performance
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(1) This competitive best value award will be conducted using an 100% Small Business Set-Aside. One award will be made to the offeror whose proposal conforms to the solicitation requirements and has the lowest evaluated price with an "Acceptable" rating in all technical subfactors. Proposals that exceed the evaluation criteria will not receive higher ratings. If an offeror fails to meet all solicitation requirements, the Government may not make an award to that offeror. The best value process does not permit tradeoffs between price and non-price factors. The Government reserves the right to conduct discussions if the Contracting Officer (CO) later determines them to be necessary.
(2) The following factors shall be used to evaluate offers. Technical and past performance are equal in importance to price.
Factor 1: Price
Factor 2: Technical
Factor 3: Past Performance
EVALUATION OF PRICE
Price will be evaluated in accordance with RFO FAR 12.204(a) to ensure the Government receives a fair, reasonable and balanced price. If the Government cannot determine the proposed pricing to be fair and reasonable, then "Other Than Certified Cost and Pricing Data" will be obtained from the offeror.
There is an expectation of competition for this requirement; offeror is cautioned to present their best price proposal upfront. The offeror's price proposal shall represent the offeror's best effort to respond to the solicitation.
EVALUATION OF TECHNICAL
The technical rating reflects the degree to which the offeror's proposal meets or does not meet the minimum performance or capability requirements. The focus is on the ability of the offeror proposal to meet the minimum requirements of the Statement of Work (SOW). The offeror shall submit information clearly identifying how they will meet the following technical criteria:
Subfactor 1 - Offerors shall detail their procedures for ensuring accurate laboratory analysis and reporting in accordance with SOW 1.1.3 and 1.1.
Technical proposals will be evaluated on an "Acceptable/Unacceptable" basis. To receive a rating of "Acceptable," the offeror must adequately address their plan to meet the above-mentioned technical criteria. The offeror must receive a rating of "Acceptable" for technical in order to be eligible for award.
Table 1. Technical
Adjectival Rating Description
FA480026Q00230001
Acceptable The offer clearly meets the minimum technical requirements of the solicitation.
Unacceptable The offer does not clearly meet the minimum technical requirements of the solicitation
EVALUATION OF PAST PERFORMANCE
Past Performance will be rated on an "Acceptable" or "Unacceptable" basis at the overall factor level using the ratings shown below.
Past Performance Evaluation Ratings
Adjectival Rating Description
Acceptable Based on the offerors performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offerors performance record is unknown
Unaccepta ble
Based on the offerors performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort
Offerors without a past performance rating will receive a neutral, or "Acceptable" rating.
EVALUATION PROCESS
For purposes of efficiency, the Government will evaluate a minimum of the three (3) lowest priced offerors for technical acceptability. If the three lowest priced offerors are evaluated with an "Acceptable" rating in past performance and are determined to be responsible in accordance with FAR 9.104, the evaluation process will stop at this point. If one of the three (3) lowest priced offerors is determined to be "Unacceptable" in technical or is determined to be non-responsible in accordance with FAR 9.104, the next lowest priced offeror will be evaluated for technical acceptability, and the process will continue (in order of price ranking) until three offerors are evaluated as having "Acceptable" technical are determined responsible.
