About this file
This is a Questions and Answers document for solicitation FA480026Q0023 issued by the Air Force for a Dodd Hall Hazardous Material Survey. The document addresses 21 questions submitted by potential offerors regarding the scope of work, site access, sampling methodology, and submission requirements.
Key scope requirements include conducting a hazardous material survey of Dodd Hall (9,617 square feet of livable space plus additional attic area) that must identify lead-containing paint (any detectable concentration complying with 29 CFR 1926.62), asbestos-containing materials including roof structure, and provide recommendations for remediation of friable materials prior to demolition. XRF direct read measurements are acceptable for lead paint detection, but sampling will be required for disposal documentation. Roof access will be via ladder from the attic rather than a roof hatch, with the Government offering a man lift as an alternative. The contractor is not required to sample confined spaces. The initial site assessment walkthrough with a Government representative will occur post-award. Sampling requirements are not quantified but must be adequate for the SOW scope, with similar items requiring only one sample while dissimilar items require individual sampling. The solicitation due date has been extended to April 7, 2026, and the prior site visit requirement has been removed via Amendment 0001. Submission format requires Volume 1 (Price), Volume 2 (Technical), and Volume 3 (Past Performance) with page numbering restarting within each volume. Contractor passes require American citizenship and will be issued by 633 CONS/CES at the Visitors Center on mobilization day. Pricing should be detailed in Section B of the solicitation using Firm Fixed Price contract line items.

Questions and Answers - Solicitation FA480026Q0023 Dodd Hall Hazardous Material Survey
1. In the SOW, Point 4.4 “Prior to submittal, each respective line item on every transmittal form (AF Form 3000) shall be reviewed, signed and dated by the Contractor’s Quality Control (CQC) representative certifying that the accompanying submittal complies with the contract requirements.”
Please confirm that this completed form is to be included with the Solicitation Response.
Yes, form is to be included and will be attached.
2. Is the 9,617 square feet the building total area and inclusive of the basement, first, second floors AND attic or is the attic additional space?
Attic is additional SF, not livable space. SF not included in building total area.
3. The survey states that it is to include Lead-Based Paint. It should state that the survey include Lead-Containing Paint [any detectable concentration of lead in paint] to inform the demolition contractor all results to comply with 29 CFR 1926.62.
Yes, SOW of work revised to read as such.
4. The survey also specifies asbestos sampling. This should include the roof structure (or assumed the roof to be asbestos containing). The roof appears to be Terra Cotta tiles based on the photograph. Suspect asbestos-containing mastic is likely to be present adhering the Terra Cotta tiles together. Damage to the roof will occur during sampling and will void any roof warranty. Roof leaks will be likely after roof sampling even with minor patching. What is the length of time from the destructive survey to the demolition of the structure?
Yes, the roof is already leaking. Any leaks caused by the contractor will be a non-issue but the holes should be patched. The roof patches do not need to be returned to the original condition of the roof. The length of time between the destructive survey to the actual demolition does not matter. The roof already leaks in multiple areas, and the building is slated for demolition. Even so, the awarded contractor should do their best to patch any penetrations caused by their work, but will not be held responsible for any additional leaks after the fact.
5. Section 1.1.4. Report Preparation, requests “recommendations for remediation or further action”. Does this constitute development of removal specifications prior to demolition of the structure?
If friable, yes. Remove prior to demolition. Non-friable (like floor tile or glue) demolish with the structure.
6. For the lead-based paint analysis, is paint chip sampling with laboratory analysis required or is XRF direct read measurements also an acceptable method?
XRF is good to detect, but sampling will be required for disposal. Do not need to remediate if lead paint is demolition. If the paint is on something (wood, etc.) this does not require additional actions and can be demolished.
7. Please confirm that the roof has an access hatch to allow for evaluation and sampling.
Negative. There is no hatch nor ladder to the roof from the attic. The roof will have to be accessed from the underside in the attic via a ladder. Most of the attic floor is plywood atop roof joists. We have been up there numerous times with 3-4 people. We can review more during the site visit, but the attic floor should be structurally sound enough for a ladder to access the underside of the roof. If the contractor does not want to access the roof via a stand-alone ladder, CE can provide a man lift to access the roof from the exterior of the building.
8. Are there any confined spaces in the building?
There are several but the awarded contractor will not be required to access confined spaces to take samples.
9. Are there any special base access requirements?
Contractors are required to be American citizens. Contractor passes can be issued by 633 CONS and 633 CES will be picked up at the Visitors Center the morning the contractor mobilizes.
10. For this solicitation can the AF provide a bid sheet that details the CLIN pricing that is needed. The RFP indicates that “The offeror shall complete the Schedule of Supplies and Services (CLINS) of the solicitation by inserting the price elements (unit price and extended amount) for all Firm Fixed Price (FFP) contract line-item numbers (CLINS).
Release of a bid sheet with CLINS would ensure that the information requested is provided.
Section B of the solicitation ”Supplies or Services & Prices or Costs” is where pricing should be listed. If you would like to breakout pricing further you can do so within the page limits of the Price Volume.
11. Can the AF consider an extension of the due date by 1 week to April 7, 2026. This will allow us enough time to evaluate the scope since there is no site visit for this RFP.
The solicitation due date has been extended.
12. Can the Government provide complete building plans/drawings for Dodd Hall, or confirm that the partial drawings in Appendix C are the only available documentation?
No additional drawings/plans for Dodd Hall are available; all available documentation has been provided.
13. The SOW references a walk-through with a Government representative (SOW 1.1.1).
Since the site visit requirement has been removed per Amendment 0001, will the Initial Site Assessment walk-through still occur after award, and should the contractor account for scheduling this in the Period of Performance?
The walkthrough will be completed post award.
14. Is there an estimated sample count or minimum number of bulk/paint chip samples the Government expects for the survey?
No; the intent of the scope is to capture a reasonable assumption of the amount of contamination with associated cost estimates for removal. No specific number, but sampling must be adequate for the SOW. Similar items would not need to be sampled;
dissimilar items require sampling.
15. The SOW states utilities have been cut. Can the Government confirm that the structural integrity of the building is safe for destructive testing access, including attic, basement, and crawl space areas?
Yes. The attic is the only area of concern. There are sections of the attic floor that are inaccessible but there is a large section that is accessible. The attic floor is structurally sound and able to support a latter to access the underside of roof.
16. Can we assume that no sampling from the rooftop areas will be required as part of this survey?
Samples of the roof are required.
The Instructions to Offerors appear to contain conflicting guidance regarding volume order and labeling:
- Page 15 indicates the RFQ response shall consist of: (1) Technical, (2) Price, (3) Past Performance
- Page 16 lists “Volume 1 – Technical, Volume 2 – Volume, Volume 3 – Past Performance”
- Subsequent sections identify “Volume I – Price, Volume II – Technical, Volume III – Past Performance”
- Additionally, the solicitation states that all pages shall be numbered but does not specify whether page numbering should be continuous across all volumes or restart within each volume. Finally, I received an email notification announcing the amendment to the solicitation; however, following the email
17. What is the correct volume order (Technical, Price, Past Performance vs. Price, Technical, Past Performance)?
The correct order shall be as follows; The solicitation will also be amended to correct the error.
Volume 1 – Price Volume 2 – Technical Volume 3 – Past Performance
18. What is the correct labeling for each volume?
See the response to question 17 above.
19. Should page numbering restart within each volume or be continuous across the entire submission?
Page numbering shall restart within each volume.
20. Is the site visit included in the solicitation or has it been removed?
No, there will be no site visit held prior to contract award. The amendments to remove the site visit requirement was posted to SAM.gov; please ensure to follow the post for changes.
21. In the solicitation for this survey on page 19 under evaluation factors, it states that, “Offerors must attend the site visit in order to be considered eligible for award.” Can you please tell me when the site visit is scheduled for or if this was an error? Thank you in advance for your response.
The site visit requirement was removed via Amendment 0001 to the solicitation. Please follow the solicitation post for all changes.
