Statement of Work Summary

This is a Statement of Work (SOW) for a comprehensive Hazardous Material (HAZMAT) survey of Dodd Hall (Facility 448), a 9,617-square-foot two-story building with a basement located at JBLE-Langley, Virginia. The contractor must furnish all personnel, vehicles, and equipment required to conduct the survey and identify the presence of asbestos and lead-based paint to determine the scope of remediation required prior to building demolition. All findings will be shared with demolition bidders unless directed otherwise by the contracting officer.

The scope of work includes: conducting an initial site assessment (1-day performance threshold) with a government representative walk-through; performing a field assessment (6-day threshold) with access to all facility areas including lodging rooms, offices, corridors, service areas, and mechanical rooms, with destructive testing behind drywall, under carpets, and above ceilings; submitting all samples to an accredited laboratory for analysis of asbestos and lead-based paint contamination in compliance with 29 CFR 1926.62; preparing a comprehensive final report (21-day threshold) with photographs, laboratory results, quantified contaminated materials using market-rate unit costs, and remediation recommendations; ensuring compliance with OSHA, EPA, and local authority regulations; and implementing comprehensive safety measures. The contractor must provide written notification three days prior to commencing work. Normal operating hours are Monday through Friday, 7:30 a.m. to 4:30 p.m., excluding weekends and federal holidays. Utilities have been cut to the building; the contractor must furnish a generator if required and may tap into a fire hydrant located 65 linear feet from the rear exterior door using state-approved backflow preventers. All submittals require one completed AF Form 3000 and a digital copy or two physical copies of attachments, reviewed and signed by the contractor's Quality Control representative. Performance acceptability is determined when service does not exceed two valid complaints from the contracting engineer.

STATEMENT OF WORK (SOW) FOR

DODD HALL HAZARDOUS MATERIAL SURVEY

1. DESCRIPTION OF SERVICE. The Contractor shall furnish all personnel, vehicles and equipment required to perform Contractor services to conduct a comprehensive Hazardous Material (HAZMAT) (asbestos and lead based paint) survey of Dodd Hall, Facility 448 at JBLE-Langley, Virginia; to identify and assess the presence of hazardous materials, ensuring compliance with relevant regulations, standards, all applicable laws, and commercial practices.

Dodd Hall is a 9,617 square foot two story building with a basement.

All findings shall be shared with the demolition bidders unless otherwise stated by the contracting officer. A notice to proceed will be issued prior to the commencement of work.

1.1. SCOPE OF WORK.

The Government requires a comprehensive assessment to determine the scope of asbestos and lead-based paint remediation required prior to the demolition of Dodd Hall. The work under this project includes the following:

1.1.1. Initial Site Assessment (ISA):

• Conduct an initial site assessment to identify potential hazardous materials within the facility.

• Walk the site with a Government representative to review the scope of work.

1.1.2. Field Assessment:

• Access all facility areas, including lodging rooms, offices, corridors, service areas, and mechanical rooms.

• Perform destructive testing by accessing areas behind drywall, under carpets, and above ceilings to sample potentially contaminated materials.

1.1.3. Laboratory Analysis:

• Submit all collected samples to an accredited laboratory for analysis.

• Analyze samples for the presence of asbestos and lead-based paint (any detectable concentration of lead in paint). All results to comply with 29 CFR 1926.62.

1.1.4. Report Preparation:

• Prepare a comprehensive report detailing the findings of the survey, including photographs, laboratory results, and recommendations for remediation or further action.

• Quantify all contaminated materials (e.g., in linear feet of piping, square feet of drywall) to provide a detailed cost analysis using market-rate unit costs in the Final Report.

• In the absence of a complete set of building plans, the contractor shall use professional engineering judgment to provide a reliable estimate of contaminated material quantities based on the test results.

• Submit the final report to the project manager for review and approval.

1.1.5. Compliance and Safety:

• Ensure full compliance with all relevant regulations and standards, including those from OSHA, EPA, and local authorities.

• Implement comprehensive safety measures to protect all personnel and facility occupants during the survey.

1.1.6. Deliverables:

• Field Assessment Report

• Final Comprehensive Report

1.1.7. Testing Notification.

The Contractor shall provide written notification to the Contracting Officer and the Government Point of Contact three days prior to the commencement of work. This notification shall include the name and phone number of the Contractor’s field representative.

2. SERVICE DELIVERY SUMMARY. The Service Delivery Summary (SDS) captures the service requirements that can be measured and are considered to be critical operational requirements. The SDS includes Performance Objectives that describe the desired end result or outcome the Contractor shall achieve. The Performance Thresholds states the minimum acceptable level of performance in terms of quality, timeliness and quantity in realistic and achievable standards. These thresholds are critical to mission success. The SOW paragraphs reference the details of the Performance Objective in the SOW. Each requirement includes a government-determined performance objective. (Note that the Performance Objective is merely a reference point for government personnel and does not relieve the Contractor of any other contractual requirements.)
