Questions and Answers -633 MDG Linen Laundry Services Solicitation Number FA480026Q0018
1. Initial Linen Inventory and Ownership: Technical Exhibit 1 (TE1) categorizes items as "Contractor Provided Linen" and "Government Owned Linen". Please clarify if the "Contractor Provided" stock is to be initially purchased and furnished by the successful offeror upon contract start, or if the Government currently owns this inventory and "Contractor Provided" refers to the party responsible for the ongoing replenishment of the existing stock.
Answer: The contractor is responsible for providing and replacing damaged linen according to the numbers stipulated in the PWS. Government owned refers to any linen that government purchases that gets add to the inventory for cleaning.
2. Replacement Liability for Government-Owned Items: PWS Paragraph 2.2.5 states the contractor shall replace stained and/or damaged linen on a one-for-one basis within 24 hours. Can the Government confirm if this replacement liability extends to the "Government Owned Linen" items listed in items 40-42 of TE1, and if so, what are the approved purchase sources and quality standards for these specific Government-owned articles?
Answer: The contactor is not liable for government owned items; if Government Owned Linens are damaged the government is responsible to replace or go without the damaged items.
3. Project Supervisor Location Requirements: PWS Paragraph 3.4.2 requires a full-time Project Supervisor to be available at the "contractor's plant". In instances where a Prime Contractor utilizes a subcontractor’s facility for performance, does the Government consider the subcontractor's facility to be the "contractor's plant" for the purposes of fulfilling this mandatory supervision and availability requirement?
Answer: While the PWS does not explicitly define "contractor's plant" in the context of a subcontracting relationship, the clear intent is to have qualified supervision at the physical location of performance. The Government would expect the mandated supervision to be in place at the subcontractor's facility where the linen is being processed.
4. Limitations on Subcontracting (Similarly Situated Entities): This acquisition is a 100% Small Business Set-Aside subject to FAR 52.219-14. Will the Government apply the "Similarly Situated Entity" exception, allowing work performed by a
Small Business subcontractor under the same NAICS (812320) to count toward the Prime Contractor’s 50% self-performance requirement?
Answer: This requirement is not subject to FAR 52.219-14.
5. Phase-In Period Duration: The Instructions to Offerors (Addendum to 52.212-1) request pricing for a "Phase-In" period in the Price Volume. However, the PWS and CLIN structure do not explicitly define the duration or specific transition tasks required for this period. Could the Government specify the expected length and scope of the Phase-In period?
Answer: The Phase in CLIN has been added to the solicitation.
6. Base Access Escort Protocols: PWS Paragraph 3.6.1.3 states that a minimum of 15 calendar days is required to obtain base passes. To ensure uninterrupted service starting April 27, 2026, will the Government provide escorts for delivery vehicles and personnel if permanent passes are still processing at the time of contract commencement?
Answer: Government does not have the manning to provide escorts, but same day passes can be issued; long term passes shall be obtained during the phase in period and ready to use prior to the start of the performance period.
7. Linen Weight and Discrepancy Thresholds: PWS Paragraph 2.2.2 establishes a 7% weight difference threshold between soiled and clean linen. Please clarify if the 176,618-pound quantity listed in CLIN 0001 is based on the estimated "soiled" weight or the "clean" weight, and how the Government intends to reconcile invoicing if the actual weight deviates significantly from the CLIN estimate.
Answer: The Government allows for a 7% delta in laundry turnover, and per Para
2.1.1. of the PWS only the amount laundered shall be invoiced monthly. The laundry is weighed onsite at 633 MDG to validate the accurate weight.
8. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Answer: The incumbent contractor is Louise Eggleston Center.
9. Is there an incumbent on this contract?
Answer: Please see response to Question 8.
10. I wanted to inquire about the turnaround time. I understand that daily pickup is scheduled for 9:00 AM. If pickups occur daily at that time, should items dropped off the previous day be ready for return at 9:00 AM for pickup? Please let me know if my understanding is correct or if there are any specific turnaround expectations.
Answer: The dirty laundry picked up by the contractor each day shall be cleaned and returned by 0900 the next day where the next batch of dirty linen would be ready.
