About this file

This is a Questions and Answers document for RFI-FA4800-26-Q-0012, a federal contract inquiry regarding diesel engine replacement. The document does not address specific contract requirements, pricing terms, response dates, or award information, as it serves solely to clarify technical specifications and points of contact for potential offerors.

The inquiry concerns the replacement of a Hatz diesel engine (part number 89162-400, NSN 4920-01-614-3132) that is obsolete and currently installed in a Cabin Pressure Tester manufactured by Hydraulics International Inc. Offerors are advised that they can supply engine quotes within two weeks of notification and that a Technical Order is available for reference regarding component orientation. The replacement engine must meet no specific EPA emissions requirements, though offerors should note that engines can be replaced with equal or greater tier ratings depending on equipment age criteria. For furlough contingencies, alternate Air Force points of contact are SrA Craig Gooden and AIC Nicholas Sherburne; standard points of contact are Erika Allen (Contract Specialist, 757-225-3880, erika.allen.2@us.af.mil) and Margaret Young (Contracting Officer, 757-225-5668, margaret.young.6@us.af.mil).

Diesel Engine Replacement

Questions and Answers

1. Can you please reply with the engine serial number or model number or manufacturer of the engine that you stated was obsolete? The statement of work does not state this information. Is this engine in an air start cart for the flightline?

The diesel engine is a Hatz diesel engine, part number 89162-400, NSN 4920-01- 614-3132. It is not the same engine as an Air Cart engine; this is for a Cabin Pressure Tester.

2. We can supply the engine quote within 2 weeks of notification.

Acknowledged.

3. Picture of the obsolete engine will need to be provided to be sure all components are oriented correctly on new engine.

The Technical Order (TO) is attached for reference.

4. Please provide the original NSN for the engine. I have read that it is obsolete – but it is a starting point. NSN 4920-01-614-3132

5. Can you tell me what type and brand of equipment this is in? Cabin Pressure Tester.

Do you know the manufacturer of the existing engine and or the model and serial number? Hatz diesel engine, part number 89162-400, NSN 4920-01-614- 3132. Hydraulics International Inc makes the CPT. Do you have any EPA emissions that need to be met? Tier 1, tier 2, etc. No. Typically, you can replace engines with equal or great tier depending on the notations below from the EPA.

a. The equipment in question is less than 40 years old if it’s mobile, according to 1068.240(a)(3).

b. The equipment in question is less than 15 years old if it’s stationary, according to 40 CFR 60.4210(h)(i). The same criteria outlined in 40 CFR

1068.240 apply to stationary equipment.
