MEMORANDUM FOR RECORD

SUBJECT: Corrective Action Agency Protest Solicitation

REFERENCE: FA480025R0018

On September 16th, 2025, a pre-award protest was sent to the 633d Contracting Squadron (633 CONS) to contest the subject solicitation posted to SAM.gov. The contractor alleged that the “Contract Line-Item Numbers (CLINs) are structured exclusively for labor pricing, with no provision for the pricing of Other Direct Costs (ODCs)”. They believe that there may be some ambiguity in the full scope which could mainly affect pricing amongst all offerors.

After reviewing the protest, 633 CONS has determined that taking corrective action is in the best interest of the Government. Corrective action is appropriate because it allows the agency to remedy deficiencies in its solicitation documentation, the contracting officer may also take any other corrective action as it deems necessary.

On 17 September 2025, the Contracting Officer extended the proposal due date from 17 September 2025 to 22 September 2025, and another was made on 22 September 2025, extending the due date until 24 September 2025; a final extension will be provided to allow offerors to submit proposals based on the corrective actions. I have coordinated with the PKC Flight Chief, who concurs with my decision.
