Request for Information
1. Is this relocation all within the same building?
a. Per the “HERT24-4007 RFP B805 Furniture Move” attachment, for this project we require removal of existing equipment/furniture in Buildings 662 and 815, transportation, reconfiguration, reinstallation, and protection of identified equipment/furniture to Buildings 805 and 2110.
2. Is there a freight elevator?
a. There is no elevator in 805 not 815. There are elevators in buildings 662 & 815. Be advised, the elevators that are in place are not freight elevators. These are normal elevators.
3. Are there any special permits required?
a. Regarding entering the base, the customer can only assume that contractor and all his personnel that will be part of the move will have to have access to enter the base. Regarding the buildings, there are not special permits to enter any building. The customer will coordinate personnel to make buildings accessible to movers. Communication will be key. Once contractor is chosen, feel free to contact the customer so both can coordinate accordingly.
4. Can this be doing during regular business hours?
a. The hours of operation will be 7am – 5pm Monday – Friday. There may be permission to work on Saturdays but this will be determined by the customer when award is made.
5. Are vendors removing any product and discarding?
a. Leadership has directed personnel to leave desks and cabinets as empty as possible. However, if contractor find anything (papers, pens, power cords, etc.) inside desk and/or cabinets that make the relocation difficult contractor can remove and discard materials at its convenience.
6. Do you have any idea of the manufacturers for product that needs to be torn down and reassemble?
a. No, we do not. I will advise contractors to be careful during disassemble and assemble operations.
7. Is there any unboxing of newer items and is there a dumpster available if necessary to discard anything?
a. There will be no new items to install.
8. What is the timeline for this project?
a. Project is to be completed no later than 15 days after award date.
9. Are there any special insurance requirements?
a. We are extremely limited with furniture. If by any chance contractor breaks a desk or chair/ table/board/ fridge we need it replaced. From my experience, professional movers do have insurance.
10. Will there be another site visit?
a. A second site visit will be offered on Tuesday, 29 October 2024 at 08:00 am. If you are interested in attending, please fill out the "Attch 4_JBLE Form 1_Visitors Pass Request", specifically page 3 and send back to me no later than COB Monday, October the 28th. Please report to the Visitor Center prior to entering base. This is where you will receive your pass. Arrive 15 minutes prior to avoid being late. We will begin at the top of the hour.
11. Are you able to provide clarification as to the time period of the expected project? The solicitation indicates that the period of performance would be 14 days, but doesn’t specify when.
a. Estimated award date will be within the first few days of November. Project is to be completed no later than 15 days after award date. Please be prepared to execute if awarded the contract.
12. Also, what would be the terms of payment for this project?
a. Our payment terms are Net 30, which means that after we receive your invoice for the project, payment will be due within 30 days.
13. If there is a need to order furniture parts for a complete and functional install, will there be change orders/price adjustments? For example, if a few panels are needed, they can be ordered. Is this understanding correct?
a. Yes you can use unneeded parts however anything that you used from building 662 to re-configure cubicles for building 2110 must make a complete and functional system in building 2110 and what is left behind needs to be safe and secure. I do not want any safety concerns. If you do not have the parts required from what is left on site you will be require to purchase them and any other things such as electrical power to power up each of the 17 cubicles or end pieces etc. There will be no price adjustments/change order. Contact is on a fixed firm price structure.
14. What is the current configuration of the 17 cubicles going to building 2110? Are they all currently connected and sharing the same walls/panels and power sources? Or are they connected in smaller sets of configurations like they will be in building 2110?
a. Please see image below for conference room 1007 (first floor) and 2010 (second floor) that shows the cubicle configuration requested.
15. What do you consider a stand-alone cubicle desk assembly? Does it have its own set of cubicle walls/panels and its own power source that is not attached to another cubicle?
a. Some of the desks are stand alone with out the need of additional help (such a cubicle wall). Some of the furniture to be moved needs 1 or 2 wall pieces to make the cubicle sturdy and able to stand alone. I can elaborate better with the contractor during the walk thru.
16. What do you mean by stand-alone desk assembly? Is this a desk and all of its components, for example: an L-shaped desk and its return, monitor arms, box-box-file, lateral file, and bookcase?
a. Correct, whatever is in place at the pick up location will be assembled the same way at the new location, unless told otherwise.
17. Will the electrician need to check the power in each office on each floor to make sure the power is working properly at each power source?
a. No need for electrician to check power in any building.
18. The boxes requested are 2x2x2. Is this correct? This is the size for small figurines and trinkets. Do you need boxes that hold files? Standard Letter/Legal file boxes are 15"Lx12"Wx10"H.
a. Boxes requested are 2 feet (24 inches) x 2 feet (24 inches) x 2 (24 inches).
19. As for section 3.2 Design Work, I want to verify that there will be no need for a designer as there will be no new furniture for this project. It is solely a move project using all the current furniture for this project. Is this correct?
a. This is a sole move/relocation of furniture. No new furniture will be added to this project. Placement of furniture in the new rooms must be functional to accommodate either 2, 3, 4, and 6 personnel as assigned in the room.
20. Are you requesting only furniture relocation services, or that in addition to interior design and furniture procurement?
a. The customer is looking for furniture to be disassembled, transported, and reinstalled.
21. Is the government able to provide an estimated distance between, the buildings start and end points, or a site map of the area?
a. Distances
i. 662 to 805 is 1 mile.
ii. 815 to 805 approximately 300 feet
iii. 662 to 2110 is actually 2.6 miles
b. Addresses
i. 662 Sheppard Pl Newport News, VA 23604, Fort Eustis, VA 23604
ii. 805 Victory Blvd Ft. Eustis Va. 23604
iii. 815 Lucas Pl. Ft. Eustis Va. 23604
iv. 2110 Pershing Ave Ft. Eustis Va. 23604
22. How much furniture needs to be disasssmbled to make the transition out of the buildings?
a. Contractors should assume that all desk furniture should be disassemble. If contractors consider that some pieces of furniture do not to be disassemble in order to be relocated, that’s up to the contractor.
23. Will the buildings be occupied during this transition?
a. Building 805 (final destination of majority of furniture) will not be occupied.
b. Building 662, some areas might be occupied. However, the rooms where furniture will be taken from will be clear of personnel.
c. Building 2110, will be occupied but the 2 conferences room where the cubicles will be relocated, will be empty.
d. Building 815, furniture in this building is on the third floor. There is no civilian/military personnel working on that floor.
24. Are the pathways in and out of the building cleared?
a. They will be
25. Do the safe or refrigerator require any special equipment or disassembly before we move them from their location?
a. I do not recommend disassembling the refrigerator or the safe. Doors in building 662 and building 805 are wide enough to allow relocation of both items without issues.
26. Will speedpacks be sufficient to move the monitors and small equipment?
a. I will leave that up to the contractor. I don’t see an issue using speedpacks equipment as long as equipment is move in a safe manner.
27. will we require elevator covers and walk strips to protect the work environment?
a. Definitely. Contractors have been advised during the initial walk-thru that they will be responsible for any damage to equipment or building.
28. Are there to be designated entrances/exits for movers?
a. We can accommodate for any entrance if it makes the move easier.
29. From 815 to 805 is there a walkway connecting these buildings?
a. There is a field and a parking lot in between these two buildings. Not much in between.
30. For this project, was the site visit a mandatory requirement to bid on the work?
a. Attendance to the site visit is not mandatory to submit a bid.
31. It would appear that though the primary component of this project is furniture relocation, there are several aspects that are beyond the scope of a traditional moving company such as architectural design and electrical installation. Given most moving companies don't have such resources in house, is it acceptable to utilize third party services?
a. Yes
32. Additionally, what sort of timetable should we be looking at in terms of survey/submission/revision/approval? Would it be possible to get an extension for the design component of the RFP as long as we are able to provide resources and rates for the required moving/installation labor?
a. We gave you the layout for building 2110 no real design is required We need the cubicles in the arrangement requested. terms of survey/submission/revision/approval. That is a question for Cons to Answer.
33.
The scope of work involves a controlled disassembly and reconfiguration of approximately 17 workstations. If the requested reconfiguration involves the need for additional parts/panels/hardware would we be able to source those from additional unneeded units on site? Or would they be required to be furnished from the manufacturer?
