Vendor Questions

Q1. Subcontracting: Could you kindly confirm if this solicitation allows for subcontracting the services?

R1. Subcontracting is allowed, but the prime contractor must ensure that any subcontractors comply with all applicable laws, regulations, policies, and terms of the contract, including the requirements outlined in Section 3.5 (Safety) of the PWS, which states that the contractor shall establish a safety and occupational health program consistent with OSHA requirements.

Q2. Pickup and Delivery Schedule: Are there specific days or times designated for pickup and delivery of the items?

R2. Yes, according to paragraph 2.2 of the PWS, the pickup and delivery schedule is as follows:

Monday through Friday: 8 AM to 4 PM

Saturday: 8 AM to 4 PM

Sunday: 8 AM to 4 PM

Holidays: The contractor is not required to provide routine service on designated federal holidays (listed in Section 4.0 of the PWS).

Q3. Billing Structure: Given that the number of items may vary each month, would you prefer a variable invoicing model based on actual items processed, or are you seeking a fixed-price arrangement?

R3. A variable invoicing model based on actual items processed is acceptable, as the PWS requires the contractor to submit a monthly invoice of services, based on the actual quantity of items processed during the month. This is consistent with paragraph 2.1 which states that the monthly invoice shall be received no later than the first working day of the next month.

Q4. Damaged or Worn-Out Items: If the contractor discovers damaged or worn-out items during the process, is the contractor responsible for replacing them?

- Additionally, should the contractor maintain a reserve inventory to handle emergency or replacement needs?

R4. According to paragraph 2.3 of the PWS, the contractor shall ensure that the linen inventory is maintained at a level sufficient to meet scheduled exchanges, provide for replenishment of worn-out or damaged items, and allow for a linen reserve for emergencies.

Q5. Scope of Service Clarification: From my understanding, the service involves the contractor picking up all items, counting them, washing, drying, folding, and returning the same number of items to the residence. Could you confirm if this interpretation aligns with the intended scope?

R5. Yes, the PWS states that the contractor shall pick up, wash, dry, press, fold, and drop off linens (paragraph 1.0). The contractor shall also count and validate the quantities of all soiled linen received from the lodging facilities and all cleaned linen items exchanged (paragraph 1.0).

Q6. Could you please confirm whether this is a linen rental contract or a wash, press, and fold-only service requirement?

R6. The requirement is for linen exchange services, which includes picking up soiled linens, washing, drying, pressing, folding, and delivering clean linens (paragraph 1.0). This is not a linen rental contract, but rather a service contract for the exchange and maintenance of linens.

Q7. Are the posted quantities intended to represent the amount in circulation on a weekly or annual basis?

R7. The posted quantities are intended to represent a monthly basis, as indicated by the quantities listed in Appendix 1, which represent historical data.

Q8. Could you provide an average number of pieces serviced per week?

R8. Based on the quantities listed in Appendix 1, the average number of pieces serviced per week is approximately 500 items per week (2,000 items per month / 4 weeks per month).

Q9. Will the government supply the linens, or are we expected to provide them?

R9. The contractor is expected to provide and maintain the linen inventory, as stated in paragraph 2.3 of the PWS. The government will supply the linens.

Q10. Is there a current contract for these services being extended or is this a new requirement for these services? This contract has a start date of January 19, 2025 correct?

R10. This is a new contract with an anticipated start of January 19, 2025.

Q11. If there is a current contract showing the current pricing for these services and goods? Can you please direct me on how to view the public portions of this contract?

R11. FA480022H0001, awardee: Tri-state Linens & Events Rental Corporation

Q12. Are the quantities listed in the Solicitation, the estimated weekly exchange quantities or are they required inventory levels to be kept or a combination?

R12. The quantities listed in Appendix 1 of the PWS are historical representations of item descriptions/usage/quantities that have been exchanged/executed for the indicated requirements.

These quantities can be used as a basis for estimating future quantities.

Q13. Could you please elaborate on inventory control? Is a certain quantity level of each item to be kept at each location? And if so, is this level to be maintained by the contractor?

R13. According to paragraph 2.3 of the PWS, the contractor shall ensure that the linen inventory is maintained at a level sufficient to meet scheduled exchanges, provide for replenishment of worn-out or damaged items, and allow for a linen reserve for emergencies. The contractor is responsible for maintaining the inventory level.

Q14. Refer to the pickup and delivery tickets mentioned in P2.1 of the Performance Work Statement. What is the purpose of these tickets? Will this ticket contain the number of items being sent to the contractor for that week, and is this quantity then the exchange quantity that would be required for the next delivery?

R14. The pickup and delivery tickets are used to authorize the pickup and delivery of linens.

According to paragraph 2.1 of the PWS, the tickets will contain the quantities of soiled linens being sent to the contractor, and the contractor shall count and validate these quantities. The ticket will also serve as the basis for the exchange quantity required for the next delivery.

Q15. Is the contractor responsible for providing the exchange method? If carts are used, is the contractor responsible for providing these carts?

R15. According to paragraph 1.0 of the PWS, the contractor shall provide all necessary personnel, tools, transportation, and materials necessary for the execution of the linen exchange requirement.

Q16. Could flat sheets be used instead of fitted sheets? Using a tucked flat sheet as a bottom sheet is a more cost-effective option....is this permissible?

R16. Please see SF1449 pricing schedule for the fitted and flat sheets

Q17. Are there initial quality requirements for the supplied items? Or will any "Hand Towel" (for example) be acceptable?

R.17. According to paragraph 1.0 of the PWS, the contractor shall provide linens that meet commercial industry standards and practices.

Q18. "Sponsorship" is required as part of the DBIDS registration process. Will sponsorship be granted to the contractor if needed?

R18. The sponsoring activity will provide the contract awardee with detailed instructions for base access, including guidance on necessary DBIDS registration to facilitate entry onto the installation.

Q19. Is there any security clearance needed for this solicitation? Specifically, I was wondering if there is a security clearance requirement for the pickup and delivery man.

R19. A security clearance is not required for this requirement. See response at R18.
