Technical Proposal required for submission?
No, a technical proposal is not required. Please provide the cost proposal against each of the 3 CLINS and the response page.
Is a Bid bond required?
Yes, A Bid bond/bid guarantee for this project is required. this is separate from a performance bond that does not get issued until after the project award.
What are the CLIN #s?
It is a typo. CLIN#1-2100s, CLIN#2-801, CLIN#3-2700s
Are there abatement surveys for bldgs.801, 2116, 2783, 2785, 2794 &2799?
all lead and asbestos test data has been provided.
Are we to field measure? Is this the foot print for site demo (trees, sidewalks, etc.)?
A). 18-month contract duration.

B). According to our real property records, the Bldg. square footages are as follows: B. 8011 is 4,626SF; B. 2113 is 23,259SF; B. 2114 is 23,060 SF; B. 2116 is 1,031 SF; B. 2731 is 4,307SF; B. 2783 is 2,938SF; B. 2785 is 8,114SF; B. 2794 is 7,912SF; B. 2799 is 6782 SF.

C). The safety fencing is just for securing the site. 100’ perimeter around the building is an approximate general rule and can be deviated from where that distance can’t be accommodated. No, that is not the foot print for site demo. All stoops and landings immediately adjacent to the buildings should be demolished. All trees and shrubbery should be retained where feasible unless they are adjacent to the building and are in the way of demolition activities, in which case they should be removed. Sidewalks and other hard-stand will be demolished as shown on pictures to be sent at attachment.

D). Only testing under to the fuel tanks needs to be performed to detect any possible contaminants. No contaminated soil mitigation or removal is to be priced for the cost proposal of this contract. Any contaminated soil will be viewed as a differing site condition and will be handled accordingly.

Are there contaminated soils present?
No contaminated soil that the Government is aware of. Any contaminated soil would be considered as a differing site condition and should not be included in the bid for this demolition contract.
Please confirm that the price schedule (CLINS 001-003) and the response page are the only submission requirements.
That is correct.
What scope of work is the contractor required to perform that a formal cost proposal needs to obtain for Exterior Electrical?
The privatized utility contractors (water, sewer, gas and electric) will be responsible for disconnecting and terminating all building utilities and that work will be paid for by the Government under separate contract. Demo contractor shall coordinate with the utility contractors concerning the timing of utility disconnections. Any fiber optic lines will be disconnected and terminated by the Government. Thus, there are no costs to the demo contractor concerning utilities or fiber disconnection. Demolition contractor is responsible for demolishing the utility lines from the point of disconnection, typically near the 5-foot line outside the building (for water, sewer and natural gas). in the case of electrical, the privatized utility provider will demo all electrical outside the buildings.

Please clarify the contract duration for demolition of the buildings?
18 month contract duration
Please confirm that demolition of all the buildings is the Base Bid?
The base bid for clin1 is the demo of 2113, 2114 and 2116. For clin2 the base bid is for the demo of bldg. 801. For clin3, the base bid is for the demo of the five 2700-block buildings.
Please confirm there are no Options?
No options.
Please confirm that there is no Phasing requirements on this proposal?
No specific phasing is needed. We do currently have occupants in Bldgs. 2114 and 2783 to be moved out but that shouldn’t impact project execution.
Can the superintendent share a dual role function as SSHO if they meet the RFP requirements?
Yes.
Can the QC act as the superintendent if they meet the RFP requirements?
yes
Is there on-base disposal for C&D demolition debris and concrete?
all construction debris shall be disposed of off-base. an exception to this is scrap metal, which with prior coordination can be taken to bldg. 1209 for recycling if the contractor desires. all handling and disposal of c&d shall be done in accordance with emp 4.4.6.16 tab 1, section 11.10. This emp is being provided at attachment and must be followed for all contract activities.
Please provide the asbestos survey for B.801.
all lead and asbestos test data has been provided.
Are we to assume there is NO contaminated soil for bidding purposes as the type of contaminate(s) and quantities are unknown at this time?
yes, for bidding purposes there is no contaminated soil.
Are there liquidated damages?
Yes, liquidated damages are included in this contract.
Will all buildings be released at the same time and is the contractor expected to work all buildings simultaneously?
Yes, we expect to be able to ‘release’ all buildings at the same time. contractor can demo them individually or as a group.
Were any “additional associated items” identified at the pre-bid site visit that do not appear in the solicitation documents?
Avoid trees as best as possible and protect any lighting posts.
Any as build drawings available for each building?
any contractors seeking as-built drawings can promptly email the ced project manager at richard.t.hadley2.civ@mail.mil and copy the Contracting Specialist . shean.mohammed@us.af.mil to obtain them.
The documents require the submittal of a “Hazardous Analysis Report” prior to the precon meeting. Is the contractor sampling and analysis of each building?
all lead and asbestos test data has been provided.
Please confirm all materials become the property of the contractors.
Yes, all building contents become the property of the contractor.
Are any of the buildings on pile foundations?
We aren’t aware of any of the buildings being on pile foundations, but if that is encountered they can be cut off 5’ below grade and demolished.
Please confirm disposal of hazardous materials will be done by the Gov’t and no cost to the contractor.
all asbestos-related hazardous material disposal will be the responsibility of the contractor. Specific items such as batteries, smoke alarms, thermostats, and fluorescent lights can be turned in to fort eustis building 1208.
Please confirm that hand demolition is not anticipated.
No hand demolition is expected.
Will contractor be required to prepare an engineered site plan with erosion and sediment control requirements for each building?
erosion and sedimentation control plan (ESCP) is required. site plan will only be needed if required by the SWPPP or ESCP.
What soil sampling and analysis will be required in the “Soil sampling plan?”
refer to the attached emp 4.4.6.16 tab 1, section 20, to answer this question. concerning the soil sampling plan, it says how the samples will be taken to get tested, which must be approved before the soil management plan can be approved.
Where are underground oil tanks and piping
Two (2) 25,000 gal underground tanks side by side under cement section behind B. 801 heat plant.
Will a SWPPP plan be required?
Yes. In accordance with the VIRGINIA DEPARTMENT OF ENVIRONMENTAL QUALITY General Virginia Pollutant discharge elimination system (VPDES) General PERMIT FOR DISCHARGES OF STORMWATER FROM CONSTRUCTION ACTIVITIES (VAR10), contractor must obtain coverage under permit VAR10. This requires a SWPPP which includes an erosion and sedimentation control plan, a storm water management plan and a pollution prevention plan. Refer to https://www.deq.virginia.gov/programs/water/stormwatermanagement/vsmppermits/constructiongeneralpermit.aspx for more info. To see the VAR 10 registration statement at that web site, click on where it says “2019 Construction General Permit Registration Statement and instructions”.
Please clarify Marine Chemist surveys for B. 2114 and B.2116.
Per marine chemist results for bldg. 2114 from AUG 2019 testing, no asbestos was detected. For Bldg. 2116, use the most recent test data provided.
Are there surveys for B.2116?

SOW indicates to install site fence approx 100’ outside building perimeter?

trees and shrubbery only to be demolished if they have to be due to demolition activities, otherwise they are to remain. sidewalks to be demolished per separate drawing being provided with these responses.
SOW requires the excavation and disposal for “any contaminated soil” what is the soil contaminated with, how much?
Not aware of any contamination. handling and disposal of contaminated soil is not included in this contract and thus should not be bid upon.
For Bldg. 2731, is the combination of joint compound and drywall an asbestos containing material?
Refer to ACM results via Marine Chemist Survey.
Please clarify Marine Chemist surveys for B. 2114 and B.2116.
Refer to latest survey data from Marine Chemist. CED will not clarify their test data and conclusions.
Are there any surveys for Bldgs. 2799,2794,2785,2783?
all lead and asbestos test data has been provided.
Please provide a specification for chain link fence.
standard 6-foot tall chain link fencing, no spec. used to secure the site.
Do recycle materials need to be turned over to the gov’t for recycling or is this at the contractor’s discretion?
Recycling disposal is at the contractor’s discretion, however weight tickets for ALL recycled material must be provided to the CED environmental section promptly.
please provide asbestos abatement specification.
all asbestos abatement to be performed per federal and state laws and regulations and dod requirements. No spec provided.
If when excavating foundations/buried tanks, contaminated soils are encountered, will this be an unforeseen condition?
yes
What are the expectations of the government for the installation of the fence in the area where the active train track is located, B.801?
fencing cannot obstruct the train tracks and will stop well short of the train tracks. fencing is just to secure the site. 100’ buffer is a general rule and will not be feasible in some areas where trees, train tracks and other obstructions prevent it.
Who is responsible for providing the erosion and sediment control plan?
Contractor is responsible for providing the swppp which includes the erosion and sedimentation control plan.
Please provide a limit of demolition for the parking area and sidewalks outside of all buildings.
All stoops and landings immediately adjacent to the buildings should be demolished. All trees and shrubbery should be retained unless they are immediately adjacent to the building and are in the way of the demolition, in which case they should be removed. Sidewalks will be demolished as shown on pictures to be sent at attachment.
Is building access allowed again prior to bid submission?
Yes, coordinate with Mr. Mohammed/633d CONS.
Please indicate the number of inches of product/sludge left to assume in tanks for bid.
Assume the sludge/product left in the tanks is minimal, ~2”-3”.
Please confirm it is the intention of the gov’t to have the contractor provide a state accepted tank closure report.
YES, the contractor must provide the state accepted tank closure report and appropriately dispose of the tanks.
Will backfill on this project be required to be smaller than 4” in diameter?
yes, backfill must be less than 4”.
Please confirm Fire Hydrants may be used if water is shut off.
Yes, but must coordinate with the fort eustis fire department.
Is there a final grading plan contractors are expected to achieve?
sites must be graded to meet adjacent elevations and to provide positive drainage from the site.
What laboratory analysis is required for the backfill and top soil prior to being brought onsite?
refer to emp 4.4.6.16 tab 1, section 20, at attachment.
Can you provide the contact for the utilities so cost can be figure into our bids?
no utility costs to be borne by the contractor.
Can the superintendent and Quality control manager be the same person?
at your discretion, yes.
Please provide the asbestos surveys for the 6 buildings.
Refer to Mr. Mohammed/633d CONS for all asbestos and lead testing survey results.

all asbestos and lead testing has been performed and is being provided with this project’s information. the government deems this test data as sufficient. if the contractor suspects any other hazardous materials they can bring it to the attention of the government. hazardous analysis report is not required.
