Fort Eustis Multi Building Demolition Project

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation Number FA480019QA025 is being issued as a request for quotation.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-05.

This acquisition is issued as 100% Women Owned Small Business Set-Aside for 9 Semi-permanent buildings have exceeded their service life and are inefficient to maintain and must be demolished. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The North American Industry Classification System (NAICS) code is 238910. Quotes must be effective through 120 days or more after submittal.

Statement of Work:

The Contractor shall provide all labor, materials, and equipment to demolish Buildings 801 , 2113, 2114, 2116, 2731, 2783, 2785, 2794, 2799and associated steam lines in accordance with UFC 1-900-01 (Selection of Methods for the Reduction, Reuse and Recycling of Demolition Waste) and in accordance with the contract specifications, this scope of work.

1.1. The Contractor and his employees and subcontractors shall become familiar with and obey all Fort Eustis regulations, including fire, traffic, and security regulations. The Contractor’s employees and subcontractors shall keep within the limits of the work (and avenues of ingress and egress), and shall not enter restricted areas unless previously approved to do so. The Contractor and subcontractors shall take precautions to protect occupants and government personnel while construction is in progress and protect areas overnight. Contractor will take necessary precautions to protect adjacent areas from damage during construction. The Contractor shall restore all structures, grounds, and appurtenances damaged during the course of the work to original condition prior to the start of work at the Contractor’s expense.

1.2. All work shall be done in accordance with Department of Defense (DoD) Unified Facilities Criteria (UFC), the International Building Code, and The Code of Virginia, Title 54.1, Licensing requirements for architects, professional engineers, and land surveyors. All equipment and installations will also be in accordance with the manufacturer’s literature. In the event a conflict should arise concerning specific requirements, the more stringent requirement shall be the mandatory requirement.

Payments shall be made for items accepted by the Government that have been delivered to the delivery destination.

NOTE: Offers requiring advanced or progress payments do not meet the term and conditions of this solicitation.

Required Registration by all Contractors:

In order to do business with the government, it is mandatory per Federal Acquisition Regulation (FAR) 52.212-3, Offeror Representations and Certifications – Commercial Items, which all offerors must be registered with:

· System for Award Management (SAM) (www.sam.gov) NOTE: Contact the POC on the website for information and guidance regarding these registrations

Disclosure Of Magnitude: In accordance with 36.204 -- Disclosure of the Magnitude of Construction Projects. Advance notices and solicitations shall state the magnitude of the requirement in terms of physical characteristics and estimated price range. In no event shall the statement of magnitude disclose the Government’s estimate. Therefore, the estimated price should be described in terms of one of the following price ranges: (f) Between $1,000,000 and $5,000,000.

Availability Of Funds- In accordance with 52.232-18 -- Availability of Funds. Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) This competitive Request for Quote (RFQ) will be conducted in accordance with FAR Part 8, Required Sources of Supplies and Services. The Government will award a contract resulting from this RFQ to the responsible quoter whose quote conforms to the RFQ and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

2. Technical Acceptability

All quoters will be ranked by total contract price from low to high, and will then be evaluated for Technical Acceptability. Technical and Price will be evaluated on an “Acceptable/ Unacceptable” basis.

Quoters shall receive an “Acceptable” rating for Technical Acceptability in order to be eligible for award. The government intends to evaluate the 4 (four) lowest priced quoters for technical acceptability and price reasonableness. Should the lowest priced quoters not receive an acceptable technical rating and cannot be remedied through minor corrections, the process will continue in order of price until 4 (four) quoters with acceptable technical and price rating and fair and reasonable price are identified or all quotes have been evaluated. Award will be made to the quoter with the lowest proposed price and receiving an “Acceptable” rating for Technical Acceptability.

Quoters are cautioned to submit sufficient information and in the format specified in the preparation instructions. Quoters may be asked to clarify certain aspects of their proposal or respond to adverse past performance information to which the quoter has not previously had an opportunity to respond.

A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror by the Government within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(a) By submission of its quote, in accordance with the instructions in clause 52.212-1 “Instructions to Offerors”, the quoter accedes to all solicitation requirements, including terms and conditions, representations and certifications, and Performance Work Statement requirements. All quotes shall be treated equally for technical portions and performance records. Quoters must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows:

EVALUATION OF PRICE

Price will be evaluated using techniques established in FAR 8.405-2(d) to ensure the Government receives a fair, reasonable and balanced price. If the Government cannot determine the proposed pricing to be fair and reasonable, other than cost and pricing data will be obtained from the quoters. The Government will evaluate quotes for award purposes by adding the total price of the CLIN

There is a great expectation of competition for this requirement; quoters are cautioned to present their best price quote up-front. Price quotes shall represent the quoters best effort to respond to the solicitation NOTE: Evaluation of the option periods shall not obligate the Government to exercise such options.

Option to Extend Services. Both the solicitation and resultant contract shall contain FAR Clause 52.217-8, entitled “Option to Extend Services”. This clause allows for up to an additional six month continued contract performance if required. Interested quoters shall not include pricing in their quote for this clause as fifty percent (50%) of the last option period shall be used solely for evaluation purposes of such pricing only if an extension is required IAW clause 52.217-8

Materially Unbalanced Quote: If the contracting officer sees a wide variation in prices, the contracting officer can consider the need to amend the solicitation or ask the quoter(s) appropriate questions. Unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject a quote.

EVALUATION OF TECHNICAL

The technical rating reflects the degree to which the quoters technical volume meets or does not meet the minimum performance or capability requirements. The focus is on the ability of the quote to meet the minimum requirements of the PWS.

Technical quotes will be evaluated on an “Acceptable/ Unacceptable” basis. To receive a rating of “Acceptable,” the quoter must adequately address their plan to meet the above mentioned technical criteria. Quoters must receive a rating of “Acceptable” for technical in order to be eligible for award. Quotes that exceed the evaluation criteria will not receive higher ratings.

Evaluation of Proposals:

All offeror’s responses will be evaluated in accordance with FAR clause 52.212-2, Evaluation of Commercial Items. Award will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13.5, Simplified Acquisition Procedures. The following factors shall be used to evaluate offers:

(1) Price: award will be made to the lowest priced technically acceptable (LPTA) offeror.
