Questions & Answers

These answers have been reviewed and approved by the assigned Contracting Officer, Maj Cindy Baker, on 8 July 2015.

Questions as a result of the RFQ posted to FBO on 26 Jun 2015

1. Reference PWS 1.1.2.1.2 and Attachment 4, GFP. The referenced PWS paragraph discusses that contractor’s responsibility to us CRIS Tool for managing vehicles, yet the GFP listing (attachment 4) does not contain any computers. Is the contractor to provide the computer equipment?

Answer: No. The government will provide computer equipment.

2. Reference: PWS 1.1.3.1 Utility Rail Support Operations. Regarding the maintenance the contractor is required to perform, is the contractor expected to provide any material or parts in the performance of the maintenance on the locomotives? Is the contractor expected to provide any tools or other equipment?

Answer: No. The government will provide materials, parts, and tools except individual safety equipment.

3. Reference: Clause 52.212-2 Evaluation – Commercial Items (Oct. 2014). Are offerors to provide any past performance information with our proposal?

Answer: No, past performance information to be evaluated on each quoter will be pulled from CPARS and PPIRS as well as information available through other government sources.

4. Regarding FA4800-15-T-0011: Vehicle Management and Rail Operations, would you be willing to clarify why the remaining options of the incumbent contract #FA480014C0007 with ETS Government Solutions, LLC will not be exercised? Comparing the incumbent and current PWSs, it looks like portions were removed, such as “and develop cost, statistical data and analyze fleet utilization” under section 1.1.1 of “The contractor shall supervise the operation and control of vehicles assigned; prepare correspondence, records, reports, vehicle inventories, and develop cost, statistical data and analyze fleet utilization.”

Answer: No. The PWS has changed from the one used on the current contract. Ensure to review the PWS attached to the solicitation as that is the official version.

5. Do you anticipate holding a site visit for the Vehicle Management and Rail Operations opportunity?

Answer: No.

6. Will the USG consider holding a site visit to allow for potential offerors to view the work site to better understand the requirements?

Answer: There is not enough time prior to when quotes are due to hold a site visit for the Vehicle and Rail Operation opportunity.

7. Are there any labor categories that have been conformed previously and not on the Wage Determination? If so, can we have a copy?

Answer: Unknown; all the labor categories for this solicitation should be tied to the Wage Determination 2005-2543, Revision No 17, which is attached to the solicitation.
