1. Please provide a percentage breakdown of flights by shift for both weekdays and weekends.

-Transient Maintenance recovers and launches during normal weekdays the daily shuttle which at times could be up to 4 or more C-12/C-21 aircraft. In addition there are times other aircraft arriving and departing in various numbers, work load varies, please refer to the PWS and the data provided about aircraft numbers in the previous amendments. Weekends and nights are usually not that busy but could be depending on Air Force requirements.

2. Reference PWS paragraph 1.1.4.3: What is the quantity of refuel or de-fuels that occur on a monthly basis?

-The daily shuttles usually require one or two refuels a day, other aircraft that land usually require a refuel. Count on each aircraft wanting fuel. Defuels are requested very seldom but could be needed at times. Again refer to the PWS and data on aircraft numbers.

3. Reference several PWS paragraphs: In numerous paragraphs, the action to be performed is based on the statement “aircraft that utilize Langley AFB transient aircraft services on a regular basis”. Please clarify this statement. Are there a percentage of flights each month that fall into this category?

-Aircraft that visit Langley are listed in the data provided in a previous amendment; technicians need to have experience in transient aircraft maintenance on the type of aircraft listed.

4. Reference PWS paragraph 1.2.3: Is the contractor required to have personnel qualified to clear Red X conditions (i.e. Aircraft Mechanics)?

-Yes, these tasks are on aircraft that require fuel, LOX, etc. which regularly visit and are fighter aircraft, aircrews will need assistance on other type aircraft. Please refer to data provided.

5. Reference PWS paragraph 1.2.11, Personnel Training: Are all of the training requirements in this section currently in place in the incumbent contract?

-Yes

6. Reference Amendment 3 Questions (Oct 26, 2011), #19: Are we correct in our understanding that a Dispatcher is required during NDH to properly man this section?

-A formal dispatcher is not required to man dispatch just the ability to provide the function with personnel that are on duty.

7. Reference PWS paragraph 1.1.4.13 Aerospace Ground Equipment: Is the contractor required to perform any maintenance on AGE?

- No AGE maintenance is required but assigned special purpose equipment must be inspected daily and serviced with oil, gas, air, etc. Any aircraft equipment/AGE must have" prior to use inspections" performed by the user, (transient maintenance personnel).
