About this file
This is a Questions and Answers document for federal contract opportunity MX Tools_FA469026Q0050, dated 8 September 2026. The document addresses ten clarifying questions from potential offerors regarding a small business set-aside requirement (FAR 52.219-6) for the procurement of 16 complete tool kits with custom foam shadowing and etching.
The requirement specifies that offerors must provide tools and associated foam inserts designed to fit Champion DW1500-060C-FTB toolboxes, which will be procured separately by the government. Foam layout and cutting must be performed through Snap-On per project codes identified in the Salient Characteristics, with approximately 3 days required for government approval before production. The full approval, production, etching, and delivery process must be completed within 120 calendar days from receipt of award, though multiple shipments are acceptable if they conform to the CLIN structure, with government preference for simultaneous delivery. Offerors must provide a completed Exhibit A with item-level unit pricing, totals per kit, and grand total for all 16 kits, along with confirmation of Salient Characteristics compliance. The Non-Manufacturer Rule is not applicable to this requirement. Origin certifications are required for any products manufactured in listed countries per FAR 52.225-3 and DFARS 252.225-7001. Both CLINs are subject to DFARS 252.211-7003 requirements, including IUID/Data Matrix marking and registry reporting in addition to specified WWID etching.

MX Tools_FA469026Q0050 Questions and Answer 8 Sep 2026
1. SAM.gov and SF1449 Block 10 identify a total small business set-aside, while page 11 incorporates FAR 52.219-27, 52.219-29 and 52.219-30. Please confirm the applicable set-aside and whether the additional socioeconomic set-aside clauses will be removed.
A1. No, this is a small business set-aside under FAR 52.219-6. FAR 52.219-27, 52.219-29 and
52.219-30 are not applicable. This has been corrected in Amendment 1.
2. May a small business reseller offer all 16 complete kits with etching and foam supplied by
Snap-on through an authorized distribution channel? Is a manufacturer or distributor authorization letter required with the quotation? Please clarify applicability of the nonmanufacturer rule and identify any applicable SBA waiver.
A2. The Non-Manufacturer Rule is not expected to be applicable for this requirement, the foam layout and cutting must be done through Snap-On IAW the project code in the Exabits A and
Salient Characteristics. Offers have discretion on the remainder of the requirement regarding internal distribution channels.
3. Is access to the controlled MX Tools Brand Name DF.pdf required to prepare a compliant quotation? Does it contain any additional offeror requirements beyond the public documents?
A3. No, access is not required. The D&F is posted to notify that the requirement is Brand Name, the D&F will not have an impact on offers quotes. If you are having issues accessing the file please reach out via email to tyree.ross@us.af.mil for a new copy.
4. Page 11 includes FAR 52.225-3, its Alternate III, and DFARS 252.225-7001. Please confirm the applicable origin requirements and the certifications required with the quotation.
A4. Yes, any products that are/were manufactured in the listed countries need to be identified.
5. Page 15 lists Exhibit A / MX Tools in the exception table under DFARS 252.211-7003(c)(1)(i).
Please confirm whether any IUID/Data Matrix marking or registry reporting is required for
CLIN 0001 or its contents in addition to the specified WWID etching.
A5. Exhibit A was erroneously included as an exception. Both CLINS are applicable to 252.211-
7003. This has been corrected in Amendment 1.
6. Please confirm the process and expected review time for government approval of foam layouts before production, and whether access to the government-owned toolboxes is required or the supplied dimensions and project reference are sufficient. We understand the bottom three drawers require unassembled foam trays.
A6. Approx 3 days for government approval of layout and contractors should reference Snap-On layout in salient characteristics. Any further measurements or data required will be coordinated after award.

MX Tools_FA469026Q0050 Questions and Answer 8 Sep 2026
7. Are multiple shipments permitted within the 120-calendar-day delivery period, or must all 16 complete kits arrive together?
A7. The government’s preference is for all shipments to arrive simultaneously, however multiple shipments are acceptable insofar said deliveries conform to the CLIN structure in the solicitation.
8. The Salient Characteristics state that the custom foam trays are to fit Government-purchased and Government-owned Champion DW1500-060C-FTB toolboxes, and Exhibit A identifies the drawers as customer supplied. The same Salient Characteristics later state that each unique tool kit will consist of one Champion DW1500-060C-FTB toolbox. Please confirm whether the
Government will furnish all 16 Champion toolboxes and offerors should exclude the toolboxes themselves from pricing.
A8. No toolboxes are included as part of this requirement. The government will procure said toolboxes by other means. Only tools and associated foam shadowing is required at this time.
9. The Salient Characteristics require Government approval of the foam insert layouts before production. Please confirm whether the full approval, production, etching, and delivery process is required to be completed within the 120-calendar-day delivery period after award.
A9. Yes, the intent is 120 days from receipt of award to delivery, which includes said milestones.
If the timeline is unrealistic, please notify the government and recommend a different lead time.
10. Paragraph 2 of the quote instructions requires a specification breakdown in accordance with the Salient Characteristics. Will a completed Exhibit A showing the requested item-level unit pricing, total per kit, and grand total for 16 kits satisfy this requirement, together with confirmation of compliance with the Salient Characteristics, or is a separate technical specification narrative required?
A10. Yes, a filled-out Exhibit A is sufficient and satisfies this requirement.
