About this file

This document is a Statement of Objectives detailing the Salient Characteristics for a custom tool kit procurement. The Contractor shall procure all required tools based on a Government-provided unique tool kit list and provide custom-cut two-color foam tool shadow trays sourced from Snap-On. The foam trays must be cut to fit Government-purchased Champion DW1500-060C-FTB toolboxes and match Snap-On project layout FM1040673-CUSTOM. Every tool must be laser-etched by Snap-On with a nine-digit Worldwide Identification Number (WWID) based on Government-provided ID numbers in Exhibit A, with legible markings that may use two lines if the tool is too small for single-line etching. Tools designated as "Too Small to Etch" are exempt from individual etching and will be identified on the Unique Tool Listing. The Contractor is responsible for shipping all deliverables to the Government delivery point specified in the solicitation.

The foam tray requirements specify that all tool kits require custom-cut two-color drawer inserts for the Champion toolbox, which contains six drawers total. The trays must securely hold tools during transport with relief cuts for easy retrieval, consisting of two contrasting foam layers where the first layer holds tools in place and the second layer identifies missing tools. All tool insert layouts require Government approval prior to production. The top three drawers will contain tools with customized foam trays, while the bottom three drawers will have unassembled foam trays to allow the Government to custom-fit additional tools not included on the original list. If multiple identical tool kits are required, each will have identical layouts with sequential tool etchings.

Salient Characteristics

(1) Description: The Contractor shall procure all required tools based on the Government provided unique tool kit list. The Contractor will provide, from Snap-On, custom cut two-color foam tool shadow trays cut to fit Government purchased and owned Champion DW1500-060C-FTB toolbox.

The foam tool shadow trays shall be sourced from Snap-On and be an identical match to Snap-On project layout: FM1040673-CUSTOM.

Every tool shall be etched by Snap-On based on the government provided ID numbers in Exhibit A associated to this solicitation, to include special etching requirements. If multiple identical tool kits are required, they will all have identical tool layouts and have sequential tool etchings for each kit.

The Contractor will be responsible for shipping to the Government delivery point listed in the solicitation.

(2) Tool Etching Requirements: All tools will have a laser marking that will consist of a nine

(9) Digit Worldwide Identification number (WWID) in accordance with the associated tool list. These etchings must be legible. If the tool is too small to be etched with one line of text, it may be etched with 2 lines; the first line will consist of the first four characters and the second line will consist of the remaining five characters. Some tools will have specific marking requirements as specified in the Unique Tool Listing. Some tools fall under a “Too Small to Etch” category and do not require an individual etching. These items will be identified on the Unique Tool Listing.

(3) Foam Tray Requirements: All the tool kits will require custom cut two color toolbox drawer inserts. These inserts will be cut to fit the Champion DW1500-060C-FTB toolbox drawers. Each insert will be cut to securely hold all tools in place during transport. Relief cuts will be made to allow easy retrieval of tools. Each tray will consist of two (2) layers of contrasting colored foam.

The first layer will hold the tools in place, and the second layer will be used to quickly identify tools that are not in their required positions. All tool insert layouts will be approved by the Government prior to production. Each Unique Tool Kit will consist of one (1) Champion DW1500-060C-FTB toolbox. This toolbox consists of 6 drawers. All drawers require foam trays, the bottom 3 drawers of the toolbox will not have tools but still require foam trays that have not been assembled, allowing the government to custom fit additional tools not on this list.
