About this file

This is a Questions and Answers document for Solicitation FA469026A0035 Amendment 0001, a Hydraulic Aperture Door Blanket Purchase Agreement (BPA) issued by the U.S. Air Force. The document addresses three key inquiries from prospective contractors regarding contract execution and site access requirements.

Regarding base access and training, the government clarified that no specialized flightline training such as AVOC is currently required; however, any training necessary to gain access to perform service within specified buildings near or on the flightline will be provided by the government. For equipment and logistics, contractors must provide their own personnel lift equipment such as boom or articulating lifts, as none are supplied by the government. Maintenance and repair work must be coordinated with Mr. Schmidt to schedule appropriate timing and escort assignments, as some doors are located on the flightline. An inspection must be completed before acceptance and payment. Regarding door specifications, the 28 CES Structures shop does not maintain manufacturer names, model numbers, or serial numbers for the doors listed in Appendix B. Contractors will have the opportunity to conduct a site visit to directly view and collect available information from the doors as needed to prepare their proposals and pricing.

QUESTIONS AND ANSWERS:

Solicitation FA469026A0035 Amendment 0001, Hydraulic Aperture Door BPA

1. Base Access: Do we need a sponsor, or set-up for base access, example: DBIDS, or similar credentials other than the real ID as stated in the security requirements? Also, when I worked at MCAS Camp Pendleton, there was a requirement for AVOC training, if working on or near the flight line, is this also a requirement?

Government Response: As far as any specialized training for being near the flightline, I am not aware of any. However, any training that may become required in order to gain access to perform service within the specified buildings near or on the flightline will be provided by the government.

2. Is there personnel lift equipment on-site for our use, for example: boom or articulating lift, or do we need to provide our own?

Government Response: Normally, when maintenance or repair is required the contractor will coordinate with Mr. Schmidt to schedule a date and time. He assigns a crew to get them to the location. This is because a few doors are located on the flight line which can require escorts, and there is an inspection that must be completed before acceptance and payment can occur. No lifts are provided by the government so they will have to provide their own if needed.

3. Apendix B in the documents does not provide the manufacture name, model or serial #s, opening sizes, number of sections, types - sliding, folding, bi-parting, etc. is any of this info available?

Government response: 28 CES Structures shop does not have any specs, manufacture names, model or serial numbers. Opportunity will be provided at time of site visit to view and collect any available information directly from the doors as needed.
